MINUTES
The St. Martin Parish School Board convened on this day at 4:30 P.M. at the Administrative Office with the following members present: Messrs. Richard Potier, President, Steve Fuselier, Jimmy Durio, Russel C. Foti, Mike Clay, Frederic Stelly, Floyd Knott, Mark Hebert, Mrs. Wanda B. Vital, and Ms. Edna M. Johnson.
ABSENT: None
The meeting was called to order by Richard Potier, President. Mr. Allen Blanchard, Jr., Superintendent, opened the meeting with a prayer and the pledge of allegiance.
The following St. Martin Parish Principals of the Year were honored:
2019-2020
Tiffany Francis, Catahoula Elementary
Christopher Shirley, Stephensville Elementary
Kevin Dugas, St. Martinville Sr. High
2020-2021
Lisa Sylvester, St. Martinville Primary
Christopher Shirley, Stephensville Elementary
Kevin Dugas, St. Martinville Sr. High
Mr. Todd Angelle, Ms. Karen Dupont, and Ms. Ashley Green, Virtual Learning
Facilitators, were recognized as the January Employees of the Month sponsored by Southern Scripts.
Discussion and action regarding litigation entitled “Jamarco vs. St. Martin Parish School Board et al, 16th Judicial District Court, Parish of St. Martin, Docket Number 88980 was added to the agenda in Executive Session.
On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board approved the following consent agenda items:
a) Minutes of the following meetings:
1) Finance Committee Meeting of January 6, 2021
2) Regular Meeting of January 6, 2021
b) Request for permission to call for bids on tires
c) Cox Communications as Internet and WAN provider for St. Martin Parish School Board
On the motion of Mr. Foti, seconded by Mr. Clay, and unanimously carried, the Board approved the following Finance Committee recommendations:
a) Authorizing Thomassee & Associates to accept proposals for a generator at the Department of Administration, funded by 2016 bond funds, budget is $85,000
b) Using 2016 bond funds for water leak at St. Martinville Sr. High
c) Stephensville Elementary’s Flood Insurance Renewal Premium
d) Salary schedule for the Food Service Area Manager
On the motion of Mr. Hebert, seconded by Mr. Clay, and unanimously carried, the Board approved to adopt a resolution providing for the issuance of Taxable General Obligation School Refunding Bonds, Series 2021, of St. Martin Parish School District, Louisiana; and providing for other matters in connection therewith (attached as Exhibit A).
On the motion of Ms. Vital, seconded by Mr. Hebert, and unanimously carried, the Board approved changing the high school schedules from a 4 X 4 block schedule to a seven period day, effective the 2021-2022 school year.
On the motion of Mrs. Vital, seconded by Ms. Johnson, and unanimously carried, the Board approved extending the COVID leave policies in place that expired on December 31, 2020 until June 30, 2021.
On the motion of Mr. Hebert, seconded by Foti, and unanimously carried, the Board approved the list of initial projects to be completed in the Cecilia and St. Martinville areas.
On the motion of Mr. Hebert, seconded by Mr. Durio, and unanimously carried, the Board approved the list of initial projects in the Breaux Bridge Area with the exception of the Breaux Bridge High School list, pending the receipt of cost estimates.
On the motion of Mr. Durio, seconded by Stelly, and unanimously carried, the Board approved to table the item regarding the lease in the Belle River area.
On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board came out of Executive Session.
On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board approved to follow the recommendation of the attorney regarding the litigated matter entitled “Jamarco vs. St. Martin Parish School Board et al, Docket No. 88980, 16th Judicial District for the Parish of St. Martin, State of Louisiana.”
No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).
On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board adjourned.
