MINUTES

 

            The St. Martin Parish School Board convened on this day at 4:40 P.M. at the Administrative Office with the following members present:  Messrs. Russel C. Foti, President, Steve Fuselier, Jimmy Durio, Mike Clay, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Mrs. Wanda B. Vital and Ms. Edna M. Johnson.  

            ABSENT:          None

 

The meeting was called to order by Russel C. Foti, President.  Mr. Allen Blanchard, Jr., Superintendent, opened the meeting with a prayer and the pledge of allegiance. 

 

            Ms. Chicora James, Assistant Principal of JCEP/PAC, was recognized as the September Employee of the Month sponsored by Southern Scripts.

 

            The following candidates appeared before the Board announcing their candidacy:

            Bo Duhé, 16th Judicial District Attorney

            Jimmie Dupuis, City Marshall

Keith Thibodeaux, Judge, 16th JDC, Division F

            Alicia Butler, Judge, 16th JDC, Division H

 

            On the motion of Mr. Hebert, seconded by Mr. Durio, and unanimously carried, the Board approved the following consent agenda items:

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of September 2, 2020

2)     Regular Meeting of September 2, 2020

b)     Request for waiver of sales tax penalties:

1)     Approval of Waivers (3)

2)     Denial of Waiver (1)

c)      Affiliation Agreement between St. Martin Parish School District and the University of Louisiana at Lafayette Department of Baccalaureate Nursing

d)     Renewal of contract and data sharing agreement with Electronic Information Systems (EIS) Medclaims

e)     Renewal of Memorandum of Understanding (MOU) and Addendum with The Family Tree

f)       Addendum to Memorandum of Understanding (MOU) to allow virtual presentation to students from the following:

1)     Chez Hope, Inc.

2)     Parks Community Support Services, Inc.

3)     Earl Dundas Jr. LPN, for Anti-Smoking Clinic session

g)     Proclamation designating October 25-31, 2020 as Red Ribbon Week  (attached as Exhibit A)

h)     Payment for St. Martinville High’s extra pay compensation for the 2020-2021 school year (Ticket Sellers, Coaches/Assistant Coaches, Cafeteria and Custodial Workers)

 

On the motion of Mr. Clay, seconded by Mr. Stelly, and unanimously carried, the Board approved to postpone the Finance Committee recommendation with regard to reallocation of 2013 & 2016 bond funds on a per pupil basis.

 

            Board Member Floyd Knott discussed the following:

a)     Name and configuration of schools

b)     Pupil Transportation

 

On the motion of Mr. Hebert, seconded by Mr. Clay, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mr. Hebert, seconded by Mr. Durio, and unanimously carried, the Board came out of Executive Session.

 

            No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).

 

            On the motion of Mr. Stelly, seconded by Mr. Potier, and unanimously carried, the Board approved to follow the recommendation of the attorney regarding the litigated matter entitled “Nancy Alexander et al vs. St. Martin Parish School Board et al, Docket No. 89100-A, 16th Judicial District for the Parish of St. Martin, State of Louisiana.”

 

            On the motion of Mr. Clay, seconded by Mr. Hebert, and unanimously carried, the Board approved to follow the recommendation of the attorney regarding the litigated matter entitled “Kyle Seymour et al vs. St. Martin Parish School Board et al, Docket No. 089232-F, 16th Judicial District for the Parish of St. Martin, State of Louisiana.”

 

            On the motion of Mr. Stelly, seconded by Mr. Potier, and unanimously carried, the Board adjourned.
