MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Russel C. Foti, President, Steve Fuselier, Jimmy Durio, Mike Clay, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, Mrs. Wanda B. Vital and Ms. Edna M. Johnson.  

            ABSENT:          None

 

            The meeting was called to order by Russel C. Foti, President.  Mr. Allen Blanchard, Jr., Superintendent, opened the meeting with a prayer and the pledge of allegiance. 

 

            Discussion and action on proposed settlement for the matter entitled “Emily Williams vs. St. Martin Parish School Board, Docket No. 20-03, Office of Workers’ Compensation, State of Louisiana” was added to the agenda as an Executive Session item.

 

            On the motion of Mrs. Vital, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following consent agenda items:

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of March 4, 2020

2)     Regular Meeting of March 4, 2020

3)     Special Meeting of March 19, 2020

4)     Regular Meeting of April 15, 2020

b)     Request for waiver of sales tax penalties

c)     Request for permission to call for bids on the following:

1)     Janitorial Products

2)     SN Produce

d)     Recommendation of administration for acceptance of bids on the following:

1)     Milk & Milk Products – Borden’s Dairy Co.

2)     Meat & Frozen Food Products – Sysco, Lacassagne, and LAMM

3)     Paper & Chemicals – Auto-Chlor, Economical Janitorial, Interboro, Pon Food Corp, Sysco, Tri-Star Mktg., and Unipak

4)     Small Equipment & Supplies – Alack Refrigeration, Economical Janitorial Supply, Lafayette Restaurant Supply, Sysco, and Tri-Star Mktg.

e)     2020 Model State Superintendent Resolution (attached as Exhibit A)

1)     Designating April 6-10, 2020 as Violence Prevention Week

2)     Designation April 27-May 1, 2020 as Attendance Awareness Week

h)     Teche Elementary’s 2020 Summer Care Program

 

On the motion of Mrs. Vital, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following Finance Committee recommendations:

a)     Renewal of contracts for Workers Comp TPA and Loss Control Services through LoCA

b)     Advertisement of the Extended School Year Services (ESYS) Summer of 2020

c)     Authorization for the superintendent to accept the low bidder for the Parks Middle Additions and Renovations once bids are received on Wednesday, May 20, 2020 at 10:00AM

d)     Authorization for the superintendent to accept the low bidder for the Breaux Bridge Junior High Miscellaneous Site Improvements once bids are received on Wednesday, May 20, 2020 at 10:00AM

e)     Authorization for the superintendent to accept the low quoter for the St. Martinville Primary Dining Flooring Asbestos Abatement once quotes are received on Wednesday, May 20, 2020 at 10:00AM

f)       Authorization for the superintendent to accept the low quoter for the St. Martinville Primary Dining New Flooring once quotes are received on Wednesday, May 13, 2020 at 10:00AM

g)     Authorization for the superintendent to accept the low quoter for the St. Martinville Primary New Corridor Connections between Building A & D once quotes are received on Wednesday, May 27, 2020 at 10:00AM

h)     Authorization for the superintendent to accept the low quoter for the Early Learning Center Dining & Morning Flooring Asbestos Abatement once quotes are received on Wednesday, May 20, 2020 at 10:00AM

i)       Authorization for the superintendent to accept the low quoter for the Early Learning Center Dining & Morning New Flooring once quotes are received on Wednesday, May 20, 2020 at 10:00AM

j)       Authorization for the superintendent to accept the low quoter for the Parks Middle Administration Building, New Teacher’s Lounge and Corridor Flooring Asbestos Abatement once quotes are received on Wednesday, May 20, 2020 at 10:00AM

k)     Proposal for playground equipment for the Early Learning Center if funds are available

l)       Proposal for playground equipment for St. Martinville Primary if funds are available

m)    Change order for Parks Primary parking upgrade from limestone to concrete in the area adjacent to the existing Cafeteria building in the amount of $43,050.18 from Acadiane’ Renovations Ltd.

n)     Contracting for professional services with Poche Prouet Associates, LLC (Architectural and Mechanical Engineering) during the calendar years 2020 and 2021 for completion of 2013 and 2016 Projects and Expanded Scope of Work. Compensation for services would be on an hourly basis not to exceed Louisiana Facility Planning Fee Guidelines. Services would be coordinated through School System Operations & Maintenance Department and through the Superintendent. (No Project Management Services required)

o)     Awarding Substantial Completion for Parks Primary, Cecilia Primary, and VS (Breaux Bridge Junior High) Reroofing (A&E Consultants, Inc.)

p)     Outstanding bond project items for the following:

1)     Contractor is requesting a 20 day extension for the Cecilia Junior High Metal Gym if the Substantial Completion date of March 20, 2020 is accepted. In addition, the contractor is requesting 11 rain days for March 2020

2)     Contractor requested (50) days for Cecilia Primary Multipurpose Building related to metal building delivery delays on January 30, 2020

3)     Contractor requested days for Cecilia Primary Multipurpose Building related to COVID-19 delays

 

OPPOSED:       Mr. Hebert

 

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board approved to pay for the continuation of Poche Prouet Associates contract until June 30, 2020, the funding will come from the budget of the project being worked on.

 

            On the motion of Mrs. Vital, seconded by Mr. Potier, and unanimously carried, the Board approved the Summer Feeding Program run by St. Martin Parish School Board.

 

Board Member Floyd Knott discussed salary increases for employees.

 

            Mr. Hebert expressed concerns regarding the use of facilities.

 

            Mr. Clay discussed possibly changing the deadline for future agenda items.

 

            On the motion of Mr. Hebert, seconded by Mrs. Vital, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mr. Clay, seconded by Mrs. Vital, an unanimously carried, the Board came out of Executive Session.

 

            On the motion of Mr. Hebert, seconded by Mrs. Vital, and unanimously carried, the Board approved the appeal for the group health claim.

 

            On the motion of Mr. Hebert, seconded by Mrs. Vital, and unanimously carried, the Board approved the proposed settlement for the matter entitled “Emily Williams vs. St. Martin Parish School Board, Docket No. 20-03, Office of Workers’ Compensation, State of Louisiana”.

 

No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).

 

            On the motion of Mrs. Vital, seconded by Mr. Stelly, and unanimously carried, the Board adjourned.
