MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Russel C. Foti, President, Steve Fuselier, Jimmy Durio, Mike Clay, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, Mrs. Wanda B. Vital, and Ms. Edna M. Johnson.  

            ABSENT:          None   

 

            The meeting was called to order by Russel C. Foti, President.  Mr. Allen Blanchard, Jr., Superintendent, opened the meeting with a prayer and the pledge of allegiance. 

 

            Board President Russel C. Foti opened the floor for nominations for President of the Board.  On the motion of Mr. Clay, seconded by Mr. Durio, Mr. Russel C. Foti was nominated for the office of President.

 

            On the motion of Mr. Hebert, seconded by Mr. Knott, and unanimously carried, nominations for the office of President were closed.

 

            Mr. Russel C. Foti was re-elected President of the St. Martin Parish School Board for the year 2020.

 

            Board President Russel C. Foti called for the acceptance of nominations for Vice-President of the Board.  On the motion of Mrs. Vital, seconded by Mr. Knott, Mr. Steve Fuselier was nominated for the office of Vice-President.

 

            On the motion of Mr. Hebert, seconded by Mr. Clay, and unanimously carried, nominations for the office of Vice-President were closed.

 

            Mr. Steve Fuselier was re-elected Vice-President for the St. Martin Parish School Board for the year 2020.

 

            Board President Russel C. Foti made the following appointments:

            Mike Clay, Finance and Insurance Committee Chairman

            Edna Johnson, Education Committee Chairman

            Jimmy Durio, Maintenance Committee Chairman

            Steve Fuselier, Transportation Committee Chairman

            Al Blanchard, Russel C. Foti, Mark Hebert, Bond Change Order Approval Committee

 

            Ms. Nicole Theyard, Curriculum Coordinator at St. Martinville Primary, was recognized as the December Employee of the Month sponsored by Southern Scripts.

 

On the motion of Mr. Fuselier, seconded by Ms. Johnson, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of December 4, 2019

2)     Regular Meeting of December 4, 2019

b)     Recommendation of administration for acceptance of bids on School Nutrition Equipment to Associated Food Equipment & Supplies in the amount of $180,056.56

c)     Policy revisions for inclusion in the St. Martin Parish School Board Policy Manual:  1)  DFD, Tax and Bond Elections and Sales

2)  GAEAA, Sexual Harassment

3)  GBN, Dismissal of Employees

4)  GBRL, Holidays

d)  Changing the Personnel Evaluation to allow Breaux Bridge Elementary to shift from three to two observations of classroom teachers for the 2019-2020 school year

e)   Changing January 21, 2020 from a teacher/student school day to a professional development day for teachers

f)    Memorandum of Understanding between the Community Development Institute and the St. Martin Parish School Board

g)   Location of a concession stand, restroom building, and batting cage on the Cecilia High School Softball complex

h)   Terminating the campsite lease with Jennifer Martin

i)    Resolutions:  (attached as Exhibit A)

      1)  Louisiana School Board Recognition Month, January 2020

      2)  Certifying President and Vice-President to conduct transactions for and on behalf of the School Board

 

            Mr. Russell Champagne with Champagne & Company presented the audit report for the fiscal year ended June 30, 2019.

 

            On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mr. Clay, seconded by Mr. Hebert, and unanimously carried, the Board came out of Executive Session.

 

No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).

 

            On the motion of Mrs. Vital, seconded by Mr. Hebert, and unanimously carried, the Board adjourned.
