MINUTES

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Mrs. Wanda B. Vital.  

            ABSENT:          None

            The meeting was called to order by Burton Dupuis, President.  Mr. Allen Blanchard, Jr., Interim Superintendent, opened the meeting with a prayer and the pledge of allegiance.

            Mr. Burton Dupuis made the following announcement:

Notice is hereby given that at its meeting to be held on Wednesday, January 9, 2019 at 5:00 p.m. at the Department of Administration Building, 625 Corporate Blvd., Breaux Bridge, Louisiana, the Parish School Board of the Parish of St. Martin, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within the St. Martin Parish School District to authorize the renewal of an ad valorem tax.

Mr. Blanchard presented plaques to outgoing Board Members, Mr. Aaron Flegeance, District 3, Mr. James Blanchard, District 4, and Mr. Burton Dupuis, District 6, for their services to the St. Martin Parish School Board.

            Ms. Shelly Dupré, St. Martinville Junior High Master Teacher, was recognized as the November Employee of the Month sponsored by Southern Scripts.

            The following items were removed from the agenda:

a)     Board Member’s request – Consider and/or approve options for a maintenance/replacement fund throughout the parish for turf fields

b)     Finance Committee recommendation – Consider and/or recommend action with regard to awarding Cecilia Jr. High School Old Metal Gym HVAC Upgrade project to the low bidder.  The project is being funded by 2016 Parishwide HVAC Construction Funds.

The following item was removed from the consent agenda:

a)     Consider and/or approve the following policy revisions for inclusion in the St. Martin Parish School Board Policy Manual:

1)     GBK, Employee Discipline

2)     GBN, Dismissal of Employees

On the motion of Mr. Foti, seconded by Mr. Potier, and unanimously carried, the Board approved the following consent agenda items:

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of November 7, 2018

2)     Regular Meeting of November 7, 2018

b)     Request for waiver of sales tax penalties

c)     Request for permission to call for bids on busses

d)     Resolutions indicating the authorized signatures on the school accounts for St. Martinville Junior High

e)     Revisions to the Memorandum of Understanding (MOU) for Behavioral Health Services

f)       Contract for Policy 360, the Policy Updating Service, Forethought Consulting, Inc.

g)     Awarding Breaux Bridge High School Baseball field drainage work project to the low quoter, Sports Turf Specialists, in the amount of $64,400.00.  The project is being funded by the 2016 bond funds.

h)     Issuing a request for proposals for HVAC repairs through June, 2019

i)       Request for extra employment pay for Corita Andrus, Ashley Breaux, Brooke Champagne, Ashley Dale, Brenda Davis and Grace Sloane for Cecilia Primary’s After-Care Program for the month of October, 2018

j)       Request for extra employment pay for Tina Prejean, Kayla Webb, Kimberly Bourque, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of October, 2018

k)     Request for extra employment pay for Angela Watson, Cedric Theyard, Lisa Alexander, Catherine Wesley, Cora Clement, Latonia Cretian, Celeste Robin, and Hannah Bergeron for Teche Elementary’s After-Care Program for the month of October, 2018

l)       Payment for Cecilia High’s Assistant Basketball Coach

m)    Request for extra employment pay for Kate Gary, Regina Smart, Catherine L. Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of October, 2018

n)     Payment for Breaux Bridge Senior High’s Assistant Football Coaches

On the motion of Mr. Foti, seconded by Mr. Flegeance, and carried, the Board approved the following policy revisions for inclusion in the St. Martin Parish School Board Policy Manual:

a)     GBK, Employee Discipline

b)     GBN, Dismissal of Employees

OPPOSED:       Mr. Potier

On the motion of Mr. Stelly, seconded by Mr. Foti, and carried, the Board approved the following Finance Committee recommendations:

a)     Authorizing A&E to advertise on Teche Elementary Parking and Classroom Building project.  The project is being funded by 2016 Bond Teche Elementary Construction Funds.

b)     Awarding Breaux Bridge Jr. High Gym Reroofing project to the low bidder, Crown Architectural Metal Co., LLC (CAMCO), with a total base bid of $199,365.00.  Bids were received on December 3, 2018.  The project is being funded by 2016 Parishwide Roofing Construction Funds.

c)     Awarding St. Martinville High School Portable Demolition project to the low quoter, Acadiane’ Renovations, Ltd., in the amount of $16,500.  Quotes were received on November 28, 2018.  The project is being funded by 2016 SMHS Construction Funds.

d)     Awarding Notice of Acceptance for beneficial use prior to Substantial Completion if authorized by the Board President, Board Vice-President, Superintendent, Principal, Architect and Project Manager for the following.  Substantial Completion will be presented at the next Board meeting.

1)     BBE – Breaux Bridge Elementary Parking Upgrades – Phase II

2)     BBHS – Breaux Bridge High School Baseball Drainage Repairs

3)     SMHS – St. Martinville High School Student Parking

4)     SMHS – St. Martinville High School SPED Rm & SB Locker Rm

e)     Awarding Substantial Completion for the following:

1)     ELC – Early Learning Center/JCEP Asbestos Abatement (Partial)

2)     CJH – Cecilia Jr. High HVAC Upgrades

3)      

ABSTAINED:         Mr. Hebert

Board Member Aaron Flegeance asked the Superintendent to seek ways and means of encouraging as many juniors and seniors as possible to register to vote before graduation.

On the motion of Mrs. Vital, seconded by Mr. Potier, and carried, the Board approved for Homeland Security to demo cameras at St. Martinville Primary and St. Martinville Sr. High.

OPPOSED:       Mr. Knott, Mr. Dupuis, Mr. Hebert, and Mr. Stelly

ABSTAINED:         Mr. Fuselier

Mrs. Vital discussed the following:

a)     Abolishing positions not filled within the Central Office

b)     Reassigning Energy Maintenance job responsibility from Student Information Analyst to Energy Maintenance Construction Manager

Mrs. Vital discussed rescinding the abolishment of the Secretary 1/Student Information Analyst position.  Mr. Allen Blanchard, Jr., Interim Superintendent, will research and bring back to the Board in January.

On the motion of Mr. Blanchard, seconded by Mr. Hebert, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board came out of Executive Session.

No action was necessary for the following items discussed in Executive Session:

a)     Pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314

b)     Negotiations and potential resolution to claim and threat of litigation

The Board discussed the salary audit and recommended that Mr. Blanchard, Interim Superintendent, research and report back to the Board.

            On the motion of Mr. Flegeance, seconded by Mr. Blanchard, and unanimously carried, the Board approved to follow the recommendation of the administration regarding the employee discussed in Executive Session.

On the motion of Mr. Flegeance, seconded by Mr. Blanchard, and unanimously carried, the Board adjourned.
