MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Mrs. Wanda B. Vital.  

            ABSENT:          None

 

            The meeting was called to order by Burton Dupuis, President.  Mr. Allen Blanchard, Jr., Interim Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Brad Tribe, Plumber, was recognized as the October Employee of the Month sponsored by Southern Scripts.

 

            The following items were removed from agenda:

a)     Discuss Charter Schools (Board Member’s Request)

b)     Consider and/or approve soccer lines on the new turf stadium at Cecilia High School (Board Member’s Request)

c)     Discussion and action regarding threat of litigation and the status of final compromise and resolution

 

On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of October 3, 2018

2)     Regular Meeting of October 3, 2018

b)     Policy revisions for inclusion in the St. Martin Parish School Board Policy Manual:

1)     Parent/Teacher Conference Update

2)     Child Abuse Reporting

3)     Student Records and Education Privacy

c)     Policy for Act 696

d)     Allowing Beau Box Real Estate Company to install a new sewer line along the existing parking lot of Tractor Supply Company on School Board property

e)     Request to “piggyback” on Lafayette Parish’s Library Books Bid

f)       Request for extra employment pay for Corita Andrus, Ashley Breaux, Brooke Champagne, Ashley Dale, Brenda Davis, Ashley Melancon, and Grace Sloane for Cecilia Primary’s After-Care Program for the month of September, 2018

g)     Request for extra employment pay for Tina Prejean, Kayla Webb, Kimberly Bourque, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of September, 2018

h)     Request for extra employment pay for Kate Gary, Regina Smart, Catherine Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of September, 2018

i)       Request for extra employment pay for Angela Watson, Cedric Theyard, Lisa Alexander, Catherine Wesley, Cora Clement, Latonia Cretian, and Tonia Smith for Teche Elemantary’s After-Care Program for the month of September, 2018

 

On the motion of Mr. Stelly, seconded by Mr. Hebert, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)     Adopting the timeline recommended by bond counsel for Maintenance Tax Millage renewal

b)     Disbursement of a January, 2019 Sales Tax Supplement in the amount of $500 for professional and paraprofessional employees

c)     Authorizing Vermilion Architects to proceed through Contract Documents and Advertising on St. Martinville High School Lobby Renovation project. The project is being funded by 2016 Bond SMHS Construction Funds.

d)     Awarding Early Learning Center Campus Additions and Renovations project to the low bidder, Garden City Construction Company, Inc., if the bid is within the project budget. The project is being funded by 2016 ELC Construction Funds.

e)     Accepting Change Order Request #5 and #7 for Teche Elementary Parking Upgrades project for a total credit of ($49,237.53) for dirt and lime stabilization credit and additional striping, fencing and concrete work.

f)       Accepting Change Order Request #25 (revision 10/11/18) for Cecilia High School Field Site Prep and Drainage project for a total credit of ($64,129.38) for lime stabilization, timber pile and light pole foundation credits and additional work including culvert removal, drainage and sewer line relocation.

g)     Ratifying acceptance of Change Order No. 2 for Breaux Bridge High and Cecilia High Track and Football Field Upgrades for a total of $37,435.50 ($6,927.50 for BBHS and $30,508.00 for CHS) for various changes listed in the change order.

h)     Accepting the change order proposal for the Breaux Bridge High School Baseball Field Drainage Repairs project.

i)       Awarding Substantial Completion for the following:

1)   TE - Teche Elementary Intercom Upgrades

2)    TE - Teche Elementary Doors and Hardware

3)    CJH - Cecilia Jr. High Doors and Hardware

4)    CJH - Cecilia Jr. High Kitchen and Dining Demolition

5)    CHS - Cecilia High Stadium Concession and Restrooms

6)    PM - Parks Middle Gym Reroofing

7)    JCEP - Portable Building Relocation: Electrical

 

On the motion of Mr. Hebert, seconded by Mr. Foti, and unanimously carried, the Board approved the process for appointing a Superintendent of Schools in St. Martin Parish.

 

Consider and/or approve job description for the Maintenance Foreman was removed from the agenda.

 

Board Member Mark Hebert discussed the following:

a)     Update of salary audit

b)     Options for a maintenance/replacement fund throughout the parish for turf fields

 

No action was necessary for the item regarding the Fall Fest at Breaux Bridge Elementary School.

On the motion of Mr. Foti, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Fuselier, seconded by Mr. Stelly, and unanimously carried, the Board came out of Executive Session.

 

The Board heard a Citizen’s Request by Dean Guidry regarding the policy for hunting on School Board properties.

 

No action was necessary for the following items discussed in Executive Session:

a)     Litigation entitled “Dean Guidry vs. St. Martin Parish School Board et al, 16th Judicial District Court, Parish of St. Martin, Docket Number 85946-B

b)     Threat of litigation involving the Cecilia High School fieldhouse

c)     Threat of litigation involving public works at Breaux Bridge High School

d)     Threat of litigation and EEOC complaint

e)     Appeal – Expulsion

f)       Pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.)

 

On the motion of Mr. Foti, seconded by Mr. Blanchard, and unanimously carried, the Board adjourned.
