MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Mrs. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Burton Dupuis, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Ms. Melanie Belle, Teacher at Stephensville Elementary, was recognized as the April Employee of the Month sponsored by Southern Scripts.

 

            On the motion of Mr. Fuselier, seconded by Mr. Stelly, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of April 11, 2018

2)     Regular Meeting of April 11, 2018

b)     Request for waiver of sales tax penalties

c)     Request for permission to call for bids on the following:

1)     Milk & Related Products

2)     Milk & Related Products (Stephensville)

3)     SN Paper & Chemicals

4)     SN Small Equipment & Supplies

d)     Recommendation of the administration for the acceptance of bids on Janitorial Products – Economical Janitorial and Veritiv

e)     Amending the policy requiring that cafeteria employees have an annual physical

f)       Removing the halt placed on new campsite leases in the Belle River area

g)     Advertising for a campsite lease in the Belle River area

h)     Resolution designating May 7-11, 2018 as Attendance Awareness Week

i)       Request for extra employment pay for Corita Andrus, Ashley Breaux, Ashley Dale, Brenda Davis, Meagan Dupuis, Odika Marsico, Grace Sloane, and Brooke Thibodeaux for Cecilia Primary’s After-Care Program for the month of March, 2018

j)       Recommendations for the 2018 Virtual Academic Summer School personnel:  Noelle Prados and James Meaux

k)     Request for extra employment pay Tina Prejean, Kayla Menard, Kimberly Sullivan, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of March, 2018

l)       Request for extra employment pay for Karen Anderson, Angela Watson, Cedric Theyard, Lisa Alexander, Catherine Wesley, Cora Clement, and Catina Williams for Teche Elementary’s After-Care Program for the month of March, 2018

m)    Request for extra employment pay for Theresa Blankenship, Regina Smart, Catherine Guidry Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of March, 2018

n)     Payment for Breaux Bridge Senior High’s Dean of Students for Supervisory/Extracurricular Activities  (L. Mitchell)

o)     Payment for Breaux Bridge Senior High’s Bowling Coach  (C. Fontenot)

p)     Advertisement of the Extended School Year Services (ESYS) Personnel Summer of 2018

 

On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)     Contribution to St. Martin Economic Development Authority (SMEDA) in the amount of $29,055.60 for the Fiscal Year 2018-2019.

b)   Awarding Breaux Bridge High Concession, Cecilia Primary Classroom Building E & F, Teche Elementary Classroom Building H, Catahoula Building B Roofing project to the low bidder, Morcore Roofing, in the amount of $474,000.  The project is being funded by 2016 Parishwide Roofing Construction Funds.

c)     Awarding Breaux Bridge Jr High Asbestos Abatement project (associated with phase 2 campus renovations) to the low quoter, American Pollution Control Corporation, in the amount of $21,900.00.  The project is being funded by 2016 BBJH Construction Funds.

d)     Taking new proposals for the Breaux Bridge High School Administrative Area and Security Improvements project. 

e)     Awarding Cecilia Junior High Door and Hardware Upgrades project to the low quoter, E.L. Habetz Builders, in the amount of $38,400.  The project is being funded by 2013 Parishwide Door Funds.

f)       Awarding Breaux Bridge Elementary Building B & E, JCEP Gym Roofing project to the low bidder, Chatmon Construction, in the amount of $430,000.  The project is being funded by 2016 Parishwide Roofing Construction Funds.

g)     Taking proposals to renovate the existing pressbox at Breaux Bridge High School with a budget of $150,000. 

h)     Authorizing the Superintendent, Board President and Board Vice President to accept the low quote for Teche Elementary Building H Electrical Service (associated with roofing project) if within budget. Project budget is $25,000 and is being funded by 2016 Parishwide Roofing Construction Funds.

 

The President acknowledged the Public Participation cards that were filled out and allowed the following individuals to speak concerning the TeleHealth services and other opportunities available through the partnership between St. Martin Hospital and the St. Martin Parish School Board:  Louis Blanchard, Terry Martin, Nicole Usie, and John Roy.

 

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved to remain with Acadiana Physical Therapy and Sports Medicine for the 2018-2019 school year.

 

RECUSED:       Mr. Dupuis and Mr. Foti

 

On the motion of Mr. Potier, seconded by Mr. Knott, and unanimously carried, the Board approved renovations, including HVAC systems, improvements to playground, roof repairs, and other facility remediation at the Huron Center and at the George Washington Carver facility in Breaux Bridge.

 

On the motion of Mr. Foti, seconded by Mr. Fuselier, and unanimously carried, the Board approved to adopt the millage rates for the tax year 2018.

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following recommendations:

 

a)     Add a nursing and welding instructor at CCRC due to student interest

b)     Suspend ProStart and Oil & Gas programs for lack of enrollment (2018-2019 school year)

 

The Board Member’s request to discuss the dollar amount of the 2013/2016 Bond Money assigned to JCEP for projects was removed from the agenda.

 

            On the motion of Mrs. Vital, seconded by Mr. Potier, and carried, the Board approved  waiving the insurance requirement for Mr. Kelton Marshall to use the JCEP gym during the summer 2018 for a youth basketball program.

 

            OPPOSED:       Mr. Hebert

 

            On the motion of Mr. Blanchard, seconded by Mr. Flegeance, and unanimously carried, the Board approved donating the two remaining portable buildings at the Evangeline Campus to SMILE.

 

            On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mrs. Vital, seconded by Mr. Stelly, and unanimously carried, the Board came out of Executive Session.

 

No action was necessary for the following items discussed in Executive Session:

a)     School Safety

b)     Pending litigation, Thomas v. St. Martin Parish School Board, Civil Action

No. 11314 (W.D.La.)

            On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
