MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Burton Dupuis, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Ms. Tyranny Taylor & Ms. Danita Dupuis, Guidance Counselors at St. Martinville Sr. High, were recognized as the September Employees of the Month sponsored by Southern Scripts.

 

            On the motion of Mr. Foti, seconded by Mr. Potier, and unanimously carried, the Board approved to adopt a resolution providing for the issuance and sale of General Obligation School Refunding Bonds, Series 2017, of St. Martin Parish School District, Louisiana; and providing for other matters in connection therewith  (attached as Exhibit A).

 

            On the motion of Mr. Foti, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following consent agenda items:

 

a)         Minutes of the following meetings:

 

1)         Finance Committee Meeting of September 6, 2017

2)         Regular Meeting of September 6, 2017

 

b)         Request for permission to call for bids on tires

 

c)         Temporary halt on approving campsite leases in the Belle River area until all surveys and leases in process can be completed

 

d)         Policy regarding student admission and assignment  (attached as Exhibit B)

 

e)           Policy revisions for inclusion in the St. Martin Parish School Board Policy Manual: 

           (attached as Exhibit C)

 

1)         JDA, Corporal Punishment

2)         JGCD, Administration of Medication

 

f)           Proclamation designating October 22-28, 2017 as Red Ribbon Week  (attached as Exhibit D)

 

g)         Resolution expression the condolences of the entire school system to the families of Patricia Theriot, Wanda Menard, Cecile LeBlanc, and Catherine Guidry 

          (attached as Exhibit E)

 

h)         Request for extra employment pay for Corita Andrus, Ashley Breaux, Ashley Dale, Brenda Davis, Sara Devillier, Grace Sloane, and Brooke Thibodeaux for Cecilia Primary’s After-Care Program for the month of August, 2017

 

i)           Request for extra employment pay for Kate Gary, Theresa Blankenship, Regina Smart, Catherine Meche, and Trisha Chauvin for Parks Primary’s After-Care Program for the month of August, 2017

 

j)           Request for extra employment pay for Ronald Dejean, Lisa Alexander, Cedric Theyard, Angela Watson, Catherine Wesley, and Karen Anderson for Teche Elementary’s After-Care Program for the month of August, 2017

 

k)         Request for extra employement pay for Tina Prejean, Kayla Menard, Kimberly Sullivan, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of August, 2017

 

l)           Payment for Cecilia Senior High’s Assistant Basketball Coach (S. Borel)

 

On the motion of Mr. Stelly, seconded by Mr. Foti, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)               Allowing the transportation department to apply for a grant through Thomas Built Busses that would allow the district to purchase up to five busses at a 35% discount.

 

b)               Entering into a contract with Josh’s Lawn Care to maintain the flower beds at the Department of Administration and Federal Programs annex.  The annual cost for bed maintenance is $2,200.  The grass cutting at both facilities would be done by the DOA custodian.

 

c)               Salary schedule revisions

 

d)               Adoption of a new salary schedule for principals and assistant principals

 

e)               Awarding Cecilia Jr. High School New Kitchen and Dining Renovation project to the low bidder, Ratcliff Construction Company, in the amount of $1,997,000. Bid amount is below budget of $2,030,000. Bids were received September 27, 2017 (copy of bid tab included in packet). The project is being funded by 2016 Bond Cecilia Jr High Construction Funds, 2016 Bond Parishwide Food Services Construction Funds and remaining 2013 Bond Demolition Funds and Contingency.

 

f)                 Awarding the Career Center Gym Reroofing project to the low bidder, Partin Roofing, in the amount of $194,600. Bid amount is below budget of $200,000. Bids were received September 18, 2017 (copy of bid tab included in packet). The project is being funded by remaining 2013 Bond Parishwide Roofing Funds and Contingency and 2016 Bond Parishwide Roofing Funds.

 

g)               Awarding Substantial Completion on the following projects based on recommendation of acceptance by the project architect:

 

1)         BBJH – Breaux Bridge Jr. High Library Reroofing

2)         CHS – Cecilia High Electrical Upgrades for Stadium Complex

3)         SMP – St. Martinville Primary Subsurface Drainage at Bldg. E

4)         SMP – St. Martinville Primary Erosion & Drainage Repairs

5)         JCEP – JCEP Gym Lighting

 

h)               Allowing the Superintendent to award Substantial Completion on CHS Sewer Treatment Plant after recommendation of acceptance by project engineer.

 

i)                 Allowing the Superintendent to award Substantial Completion on the following projects after St. Martinville Board Member walkthrough and recommendation of acceptance by project architect:

 

1)         SMHS – St. Martinville High Fieldhouse Renovations

2)         SMHS – St. Martinville High Softball Field

 

The Board discussed the following:

 

a)         Control system for Board meetings

b)         Bidding on bus routes

 

On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board went into Executive Session. 

 

            On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board came out of Executive Session.

 

            No action was necessary for the following items discussed in Executive Session:

 

a)         Pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.)

b)         Citizen’s threat of litigation relative to hunting rights on 16th Section Lands

c)         Possible misconduct and/or criminal misconduct of student(s)

 

On the motion of Mr. Blanchard, seconded by Mr. Flegeance, and carried, the Board approved the recommendation of the administration regarding the employee discussed in Executive Session and terminated his/her employment.

 

            OPPOSED:       Mr. Potier

 

            On the motion of Mr. Blanchard, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
