MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present: Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda B. Vital.
ABSENT: None
The meeting was called to order by Burton Dupuis, President. Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.
The IT Department personnel were recognized as the July Employees of the Month sponsored by Southern Scripts.
On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following consent agenda items:
a) Minutes of the following meetings:
1) Finance Committee Meeting of July 12, 2017
2) Regular Meeting of July 12, 2017
b) Request for waiver of sales tax penalties for Downhole Drilling Services, LLC
c) Recommendation of the administration for the acceptance of bids on the following:
1) Fresh Produce – CA Guidry HOQ Inc.
2) Grocery Items – Dorele Food Services, Lacassagne’s Inc., Lamm Food Services, and Kentwood
3) Meat & Frozen – Dorele Food Services, Lacassagne’s Inc., Lamm Food Services
d) Resolutions indicating the authorized signatures on the school accounts for St. Martinville Senior High and Stephensville Elementary
e) Bidding for the lease of additional campsite lots in the Belle River area
f) Resolution stating that the occupancy of the new multi-purpose building at Breaux Bridge Elementary will not exceed 300 people as required by the Fire Marshall’s Office
g) Updated Personnel Evaluation Plan for the 2017-2018 school year
h) Changes to the 2017-2018 St. Martin Parish Pupil Progression Plan
i) A resolution expressing the condolences of the entire school system to the families of Martin Wiltz, Jr., Earl “Sonny” Hollier, Donald Usie, and Sarah Oakley (attached as Exhibit A)
j) Personnel Changes:
1) Request for extra employment pay for Lisa Alexander, Ronald Dejean, Madeline Gordon, Cedric Theyard, Angela Watson, Catherine Wesley, Karen Anderson, and Kassy Casey for Teche Elementary’s Summer Care Program for the month of June, 2017
The Finance Committee recommendation regarding the lawn maintenance at the Department of Administration and Federal Programs Annex was removed from the agenda.
On the motion of Mr. Hebert, seconded by Mr. Foti, and unanimously carried, the Board approved the following Finance Committee recommendations:
a) Adopting a resolution giving preliminary approval to the issuance of General Obligation School Refunding Bonds, of St. Martin Parish School District, Louisiana; making application to the State Bond Commission for approval of said Bonds; and providing for other matters in connection therewith (attached as Exhibit B)
b) Renewal of contracts with Poché Prouet Associates for 2017-2018:
1) Building System Maintenance
2) Fire Marshal Assistance and Record Plans
3) Parishwide Environmental Assessment
4) Asbestos Testing Contract
c) Utilizing the services of Mr. Tex Angelle, Angelle Industries, to haul dirt located at Breaux Bridge Primary to Teche Elementary in exchange for the old Pellerin Funeral Home Building, one old portable classroom at Cecilia High School, and two old portable buildings located behind Breaux Bridge High School.
d) Authorizing A&E to advertise for Cecilia High School Oxidation Pond Reclamation project. The project is being funded by 2013 Bond Cecilia District Funds and Contingency.
e) SMP – Awarding St. Martinville Primary HVAC Upgrade Phase 2 project to the low quoter, Guy Thibodeaux Air Conditioning, in the amount of $102,400. Quote amount is below the budget of $150,000. Quotes were received July 26, 2017. The project is being funded by 2016 Bond Parishwide HVAC Construction Funds.
f) JCEP - Awarding Juvenile Continuing Education Program Gym HVAC Upgrade project to the low quoter, M&H Air Conditioning & Heating, in the amount of $39,500. Quote amount is below the budget of $100,000. Quotes were received July 26, 2017. The project is being funded by 2013 Bond Parishwide HVAC Funds.
g) BBHS - Awarding Breaux Bridge High Baseball/Softball Restrooms, Concessions and Batting Cages project to the low bidder, R.S. Bernard and Associates, Inc., in the amount of $610.000.00. Bids were received on August 1, 2017. The project is being funded by 2016 Bond BBHS Construction Funds.
h) ELC – Awarding Early Learning Center Gym Roofing project to the low quoter, Morcore Roofing, Inc., in the amount of $118,250.00. Quotes were received July 26, 2017. The project is being funded by 2016 Bond Parishwide Roofing Construction Funds.
i) SMJH – Awarding St. Martinville Jr High Energy Recovery Ventilator (ERV) Replacement Phase 2 project to the low bidder, Guy Thibodeaux Air Conditioning, Inc., in the amount of $183,250.00. Bids were received on August 1, 2017. The project is being funded by 2013 Bond Parishwide HVAC Funds.
j) Awarding Substantial Completion for the following:
1) BBP/BBE – Breaux Bridge Primary/Elementary HVAC Upgrades
2) BBHS – Breaux Bridge High Parking & Drives
3) CJH – Cecilia Jr High Gym Renovation
4) ELC – Early Learning Center Kitchen Renovations Phase 1
5) SMP – St. Martinville Primary Restroom Upgrades & Cafeteria DW Floors
6) PP – Parks Primary Restroom Upgrades
7) PP – Parks Primary HVAC Upgrades
8) PP/PM – Parks Primary/Middle Drainage Upgrades
9) PM – Parks Middle HVAC Upgrades
10) CE – Catahoula Elementary Restroom Renovations
11) SE – Stephensville Elementary Restroom & Interior Renovations
12) SE – Stephensville Elementary Gym Roof
13) SE – Stephensville Elementary Admin Roof
14) JCEP – Juvenile Continuing Education Program Miscellaneous Demolition
15) Old SMHS – Old St. Martinville High Demolition of Additional Building
Ms. Krystal Mayo made a presentation to the Board regarding services offered by Homeland Security.
Board Member Mark Hebert expressed concerns regarding the graduation date at the end of the school year.
On the motion of Mr. Foti, seconded by Mr. Potier, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board came out of Executive Session.
No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).
On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
