MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Burton Dupuis, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Mrs. Jessica Landry, Principal of the Early Learning Center, was recognized as the June Employee of the Month sponsored by Southern Scripts.

 

            Mrs. Suzanne deMahy, a candidate for Judge, 16th Judicial District, introduced herself to the Board.

 

On the motion of Mr. Foti, seconded by Mr. Stelly, and unanimously carried, the Board approved the following consent agenda items:

 

a)               Minutes of the following meetings:

1)               Finance Committee Meeting of May 31, 2017

2)               Regular Meeting of May 31, 2017

3)               Regular Meeting of June 14, 2017

b)           Request for waiver of sales tax penalties for the following:

1)           Crazy ‘Bout Crawfish

2)           Smith International, Inc.

c)               Memorandum of Understanding (MOU) between representatives of the St. Bernard/St. Francis Food Pantry and the St. Martin Parish School Board

d)               Renewal of the Memorandum of Understanding between The University of Louisiana at Lafayette, Cecil J. Picard Center for Child Development & Lifelong Learning and St. Martin Parish School System

e)               Intergovernmental Security Service Agreement

f)                 Ratification to close the administrative offices on Monday, July 3, 2017 prior to the 4th of July holiday

g)               2017-2018 Student and Parent Handbook/Discipline Policy

h)               Policy revisions for inclusion in the St. Martin Parish School Board Policy Manual:  (attached as Exhibit A)

1)            GBRIC, Maternity Leave

2)            GBRIBA, Family Medical Leave

i)                 Extending the construction period in the servitude granted to Enterprise Pipeline Company in November 2015 from two years to two years and six months

j)                 A resolution expressing the condolences of the entire school system to the families of Elaine Angelle, Alphonse Roberts, Sr., Marjorie “Kin” Theriot, Donald Barber, Judd Judice, and Byron Roy  (attached as Exhibit B)

k)               Personnel Changes:

1)               Payment for Breaux Bridge Senior High’s Dean of Students for extracurricular events

2)               Request for extra employment pay for Tina Prejean, Kayla Menard, Kimberly Sullivan, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of May, 2017

3)               Request for extra employment pay for Lisa Alexander, Cora Clement, Patricia Charlot, Cedric Theyard, Angela Watson, Catherine Wesley, and Karen Anderson for Teche Elementary’s After-Care Program for the month of May, 2017

4)               Recommendations for the 2017 EOC Summer Remediation:

Breaux Bridge High School:  Greg Devillier, Layla Fontenot, Meagan Goliday, and Chasity Kaiser

Cecilia High:  Kristi Hayes, Mona Lewis, and Cierra Montgomery

St. Martinville High:  Emily Conn, Beau LeJeune, and Gary Watson

5)           Ratify permission to advertise for Principal at Stephensville Elementary

6)           Advertisement for Assistant Principal at St. Martinville Senior High

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)               Renewal of Workers Comp Excess Coverage through Brown & Brown of LA with New York Marine and General Insurance Company.

b)               Contract renewal for School Resource Officers (SRO’s) for the 2017-2018 School    Year

c)               To accept the Chief Financial Officer (CFO) Budget proposals for the 2017-2018 school year

d)               Authorizing Poche Prouet to proceed through Contract Documents and Advertising on St. Martinville Primary AC Equipment Replacement Phase 2 project. The project is being funded by 2016 Bond Parishwide HVAC Funds.

e)               Authorizing Thomassee and Associates to proceed through Contract Documents and Advertising on St. Martinville High School Softball Field Lighting project. The project is being funded by 2016 Bond SMHS Funds.

f)                 Authorizing Poche’ Prouet to proceed through Contract Documents and Advertising on Parks Primary AC Equipment Replacement Phase 2 project. The project is being funded by 2016 Bond Parishwide HVAC Funds.

g)               Authorizing Architectural Solutions to proceed with Contract Documents and Advertising for Door Hardware Upgrades projects at various schools. The project is being funded by 2013 Bond Parishwide Door Funds.

h)               Award the Breaux Bridge Jr High Library Roofing project to the low quoter, Morcore Roofing, LLC, with a total base bid of $78,500.00.  The project is being funded by 2013 Bond Parishwide Roofing Funds.

i)                 Awarding St. Martinville Primary Subsurface Drainage Repairs project to the low quoter, Southern Constructors, LLC, with a total base bid of $14,900.00. The project is being funded by 2013 Bond SMP Funds.

j)                 Awarding Substantial Completion for the following:

1)         BBJH - Breaux Bridge Jr High Gym AC Replacement

2)         BBJH - Breaux Bridge Jr High Library AC Replacement

3)         CJH - Cecilia Jr High Gym HVAC Upgrade

4)         CJH - Cecilia Jr High Gym Roof

5)         SMP - St. Martinville Primary AC Equipment Replacement

6)         SMJH - St. Martinville Jr High ERV-1 Replacement

7)         PP/PM - Parks Primary/Middle Roofing Retrofit

8)         Multiple Campuses – Control Systems Upgrades

 

On the motion of Mr. Foti, seconded by Mr. Stelly, and unanimously carried, the Board approved revisions to the 504/RTI Handbook for the 2017-2018 school year.

 

            Board Member James Blanchard expressed concerns regarding the following:

 

a)               Hiring/Transfer Policy (as per desegregation order)

b)               Teacher Salary Schedule

 

            Board Member Wanda Vital discussed spending all school designated maintenance funds annually rather than rolling over into next fiscal year.

 

            No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).

 

            On the motion of Mr. Foti, seconded by Mr. Fuselier, and unanimously carried, the Board adjourned.
