MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Burton Dupuis, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Burton Dupuis, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            The Maintenance Employees were recognized as the April Employees of the Month sponsored by Southern Scripts.

 

            On the motion of Mr. Potier, seconded by Mr. Knott, and unanimously carried, consider and/or approve proposal from SMILE Early Head Start to lease (20 years) the former St. Martin Parish School Board Renaissance Building, 702 West Bridge Street, Breaux Bridge, Louisiana, was added to the agenda.

 

            On the motion of Mr. Hebert, seconded by Mr. Blanchard, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of April 5, 2017

2)     Regular Meeting of April 5, 2017

3)     Special Meeting of April 19, 2017

b)     Request for permission to call for bids on the following:

1)     SN Fresh Produce

2)     SN Meat & Frozen Products

3)     SN Grocery Products

c)              Recommendation of administration for acceptance of bids on Janitorial Products – Economical Janitorial, Veritiv, and Pyramid School Products

d)              Renewal of the agricultural lease for Mr. Kip Lastrapes on Section 16 T09S R06E

e)              Advertising for the lease of campsite lots in the Belle River area

f)               Memorandum of Understanding with A Plus Family and Community Services Center, LLC

1)              Request for extra employment pay for Lisa Alexander, Cora Clement, Latonia Cretian, Tonia Smith, Cedric Theyard, Angela Watson, Catherine Wesley, Patricia Charlot, and Karen Anderson for Teche Elementary’s After-Care Program for the month of March, 2017

2)              Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Breaux, Brenda Davis, Anne-Laure Dijoux, Grace Sloane, and Brooke Thibodeaux for Cecilia Primary’s After-Care Program for the month of March, 2017

3)              Request for extra employment pay for Tina Prejean, Kayla Menard, Kimberly Sullivan, and Monique Arceneaux for Breaux Bridge Elementary’s After-Care Program for the month of March, 2017

4)              Request for extra employment pay for Kate Gary, Theresa Blankenship, Regina Smart, Catherine Guidry Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of March, 2017

5)              Request for permission to advertise for High School EOC 2017 Summer Remediation Program

6)              Payment for Breaux Bridge Senior High’s 2017 Basketball Coaches       (K. Wiltz, F. Wiltz, C. Fonseca)

7)              Request for permission to advertise for the following positions:

·       Principal of St. Martinville Senior High

·       Assistant Principal of St. Martinville Senior High

·       Assistant Principal of Breaux Bridge Senior High

·       Supervisor of School Nutrition

 

On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, the Board approved to adopt the millage rates for the tax year 2017.

 

On the motion of Mr. Blanchard, seconded by Mr. Potier, and unanimously carried, the Board approved revisions to the 2016-2017 School Calendar incorporating May 22 and May 23, 2017 as Professional Development days.

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved a request for an extension of the Teche Elementary After-Care (Full-Day) Program.

 

On the motion of Mr. Blanchard, seconded by Mr. Foti, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)              Purchase of Maintenance Trucks

b)              Updating the main signage located at the entrance of Corporate Blvd.

c)              Proposal 2 with regard to the Student and Athletic Insurance, which removed the $100 deductible that parents are responsible for paying, base student accident policy premium increases $8,881, catastrophic policy increases by $968.03 due to the increase in the number of lives covered.  The total increase over last year - $9,849.03.  A total premium amount of $104,348.35.

d)              Use of bond money to complete Cycle III of the 1:1 expansion project

e)              Implementation of the Teacher Advancement Program (TAP) in four of our schools (Breaux Bridge Primary, Breaux Bridge Elementary, Catahoula Elementary, and St. Martinville Jr. High) contingent upon grant approval.

f)               Redesign and reorganization of the positions of Curriculum Coordinator and/or Reading/Math Facilitator at schools approved for TAP or TAP Best Practices.

g)              Authorizing Angelle Architects to Advertise and/or Accept Proposals for Breaux Bridge High School Building Waterproofing and Exterior Window Upgrade projects. The total project budget is $350,140 and is being funded by 2013 Bond BBHS Non-Athletic Funds and remaining Contingency.

h)              Authorizing Thomassee & Associates to Advertise and/or Accept Proposals for Cecilia High School Electrical Upgrades project to accommodate the future stadium. The project is being funded by remaining 2013 Bond Cecilia Athletic Funds/Contingency and/or 2016 Bond CHS Construction Funds.

i)                Awarding Breaux Bridge Jr High Library HVAC Upgrade project to the low quoter, Guy Thibodeaux AC, in the amount of $112,775. Quote amount is below the budget of $125,000. Quotes were received April 25, 2017 (copy of bid tab included in packet). The project is being funded by 2013 Bond Parishwide HVAC Funds.

j)               Awarding Parks Primary/Parks Middle Drainage Improvements project to the low quoter, Southern Constructors, in the amount of $131,900. Quote amount is below the budget of $147,000. Quotes were received on April 13, 2016 (copy of bid tab included in packet). The project is being funded by remaining 2013 Bond Parks Primary Funds and remaining Contingency & 2016 Bond Parks Primary and Parks Middle Construction Funds.

k)              Awarding Catahoula Elementary Restroom Renovations project to the low quoter, Ducharme Brothers, for a value engineering negotiation amount of $149,500. Quotes were received on April 25, 2017 (copy of bid tab included in packet). The project is being funded by remaining 2013 Bond Catahoula Funds and remaining Contingency & 2016 Bond Catahoula Construction Funds.

l)                Awarding Stephensville Elementary Gym Roofing project to the low bidder, Morcore Roofing, in the amount of $193,950. Bid amount is below the budget of $275,000. Bids were received on April 12, 2017 (copy of bid tab included in packet). The project is being funded by 2013 Bond Parishwide Roofing Funds.

m)            Awarding Stephensville Elementary Restroom & Library Renovations project to the low bidder, Acadiane Renovations, in the amount of $397,000. Bid amount is below the budget of $500,000. Bids were received on April 25, 2017 (copy of bid tab included in packet). The project is being funded by remaining 2013 Bond Stephensville Funds and remaining Contingency & 2016 Bond Stephensville Construction Funds.

n)              Awarding Stephensville Elementary HVAC Upgrades project to the low bidder, M&H, in the amount of $400,280. Bid amount is below the budget of $405,000. Bids were received on April 25, 2017 (copy of bid tab included in packet). The project is being funded by 2013 Bond Parishwide HVAC Funds.

o)              Awarding Breaux Bridge Primary Parking Upgrades project to the low bidder,   M. Matt Durand, LLC, in the amount of $374,201.95.  The project budget is $560,000 and is being funded by 2016 Bond BBP Construction Funds.

p)              Awarding Breaux Bridge Jr High Gym Renovations project to the low bidder, Bulliard Construction Company, in the amount of $799,000.00. The project budget is $1,035,000 and is being funded by 2016 Bond BBJH Construction Funds (additional funding, if needed, is available in the main campus budget).

q)              Awarding Breaux Bridge High School Parking and Drives Upgrade project to the low bidder, Quality Concrete Commercial Contractors, Inc, in the amount of $338,900.00.  The project budget is $529,000 and is being funded by 2016 Bond BBHS Construction Funds (additional funding, if needed, is available in the main campus budget).

r)               Awarding Cecilia Primary Parking and Bus Drive project to the low bidder, Quality Concrete Commercial Contractors, Inc., in the amount of $520,740.00.  The project budget is $850,000 and is being funded by 2016 Bond CP Construction Funds.

s)              Awarding Cecilia High School Sewer Treatment Plant project to the low bidder, JC Construction, LLC, in the amount of $236,000.00.  The project budget is $550,000 and is being funded by 2013 Bond Cecilia District Funds and remaining Contingency.

t)               Early Learning Center Kitchen Renovations project to the low bidder, F. Phillips General Contractors, Inc., in the amount of $178,900.00.  The project budget is $315,000 and is being funded by 2013 Bond St. Martinville District Funds.

u)              St. Martinville High School Renovations and Additions (two new computer labs, new softball field fencing and field regarding, field house renovations) project to the low bidder, JC Construction, LLC, in the amount of $999,500.00.  The project budget is $1,200,000 and is being funded by remaining 2013 St. Martinville High School and Athletic Funds & 2016 Bond SMHS Construction Funds.

v)              Awarding Substantial Completion for the Early Learning Center Dining Room Ceiling and Lighting

 

On the motion of Mr. Potier, seconded by Ms. Vital, and unanimously carried, the Board approved the proposal from SMILE Early Head Start to lease (20 years) the former St. Martin Parish School Board Renaissance Building, 702 West Bridge Street, Breaux Bridge, Louisiana.

 

On the motion of Mr. Foti, seconded by Mr. Hebert, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Hebert, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session.

 

No action was necessary for the pending litigation, Thomas v. St. Martin Parish School Board, Civil Action No. 11314 (W.D.La.).

 

On the motion of Mr. Potier, seconded by Mr. Foti, and unanimously carried, the Board approved to accept Mr. Jim Poche’s recommendation regarding the Cecilia High School Softball and Baseball Field Lighting Substantial Completion.

 

On the motion of Mr. Foti, seconded by Mr. Blanchard, and unanimously carried, the Board adjourned.

R E S O L U T I O N

 

WHEREAS, Mary Francis Boutte, the mother of Karen Boutte, Teacher  at St. Martinville Jr. High, St. Martin Parish School System, was a caregiver by nature; and

 

WHEREAS, Mrs. Boutte not only loved and cared for her own children and grand-children, but as a Child Care Specialist and Owner/Operator of Happy Days Day Care Center, she devoted twenty years of her life to the care of the children of others.  She provided a safe, nurturing and loving  environment to her own children and all the children who were fortunate enough to attend Happy Days Day Care Center.  Much like her late husband, Edward S. Boutte, Mrs. Boutte also possessed an unquenchable, entrepreneurial spirit.  Mary and Edward were an inseparable team, who owned and operated numerous businesses throughout their 60 years of  marriage.  They owned Community Cash Grocery on Field Street in New Iberia, LA, Happy Days Day Care Center in St. Martinville, LA, M&K Superette in New Iberia, LA, and M&M Transportation in St. Martinville, LA,  just to name a few; and

 

WHEREAS, she is survived by two sons, Steve Edward Boutte (Doris) of St. Martinville, LA, Michael Ray Boutte (Carol) of New Iberia, LA; three daughters, Katie M. Boutte of Loreauville, LA, Claudia A. Boutte of St. Martinville, LA and Karen A. Boutte of Lafayette, LA; thirteen grandchildren; eight great-grandchildren; one sister, Rose Bell Charles of  St. Martinville, LA; and one brother, Harold Francis (last known location, New York), as well as a host of nieces, nephews, other relatives, and friends; and

 

NOW, THEREFORE, BE IT RESOLVED that the St. Martin Parish School Board wishes to express the condolences of the entire school system; and

 

BE IT FURTHER RESOLVED that a copy of this Resolution is sent to the family of Mary Francis Boutte and that it be incorporated in the minutes of the St. Martin Parish School Board.

R E S O L U T I O N

 

WHEREAS, Thomas Lawrence Kreamer, Larry, the father of Michael Kreamer, St. Martinville Sr. High School Principal, St. Martin Parish School System, excelled in his professional and philanthropic roles.  His greatest life contributions were in his roles as husband, father, brother, grandfather and friend; and

 

WHEREAS, he was a 1952 graduate of St. Joseph Academy.  At the age of 17, he entered the U.S. Navy during the Korean Conflict and served on the aircraft carrier, USS Philippine Sea.  Honorably discharged and after his return, he attended SLI on the GI bill.  He earned his BS degree, followed by a MA at LSU.  In 1966, he joined the USL faculty as an Educational Consultant and Instructor in Special Education.  Larry went on to obtain his Doctorate of Education in 1973, and became head of the Department of Special Education in 1978.  In 1980 as head of the Department of Curriculum and Instruction, he continued at USL until he retired in 1990 at the rank of Professor; and

 

WHEREAS, he is survived by his loving wife, Dr. Jean T. Kreamer, his three sons, Tommy and wife Alicia, Michael and wife Terri, and Chuck and wife Becky.  He is also survived by his grandchildren, Michelle, Garrett, Laurence, Andrew, Charles, William, Eleanor and Thomas III, as well as his sister Elizabeth K. Clarke and husband Thomas, and brother Jimmy and wife Geri; and

 

NOW, THEREFORE, BE IT RESOLVED that the St. Martin Parish School Board wishes to express the condolences of the entire school system; and

 

BE IT FURTHER RESOLVED that a copy of this Resolution is sent to the family of Dr. Larry Kreamer and that it be incorporated in the minutes of the St. Martin Parish School Board.
