ST. MARTIN PARISH SCHOOL BOARD

SPECIAL MEETING

MAY 18, 2016 – 5:00 P.M.

BREAUX BRIDGE, LOUISIANA

MINUTES

 

The St. Martin Parish School Board met this day with the following members present:  Messrs., Mark Hebert, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Burton Dupuis, Richard Potier, Floyd Knott, Frederic Stelly, and Ms. Wanda B. Vital.

 

ABSENT:          None

 

On the motion of Mr. Knott, seconded by Mr. Potier, and unanimously carried, the Board approved to adopt the millage rates for the tax year 2016.

 

On the motion of Mr. Blanchard, seconded by Mr. Dupuis, and unanimously carried, the Board approved the staff’s recommendation (Option 5) relating to the renewal of Student/Athletic Insurance.

 

Dr. Beebe expressed concerns regarding field trips.  The Board recommended to form a Committee to further discuss the policy regarding medication and medically fragile children.

 

The following item was removed from the agenda:

 

a)     Consider and/or approve awarding Old Early Learning Center Building Abatement to the low quoter.  Quotes are being received on May 16, 2016.  Results will be presented at the Board meeting.  The project budget is $100,000 and is being funded by 2013 Bond Parish-wide Demolition funds.  (Abatement was delayed due to partial demolition being required prior to abatement)

 

On the motion of Mr. Flegeance, seconded by Ms. Vital, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)     Awarding Catahoula Elementary Admin/Classroom Building Reroof project to the low quoter, Chatmon Construction, in the amount of $88,700.  Quote amount is below budget of $117,000.  Quotes were received on April 6th (copy of quote form attached to Project Status Report).  The project is being funded by the 2013 Bond Parish-wide Roofing funds.

b)     Cecilia High School Backflow Preventer – Proposal from Bernhard Mechanical in the amount of $3,500 (proposal attached to Project Status Report) – funded by 2013 Bond Parish-wide Sprinkler funds.  (work is not required but requested by DHH)

c)     Control System Upgrades at St. Martinville High and Breaux Bridge High – Proposal from Gulf States Automation in the amount of $127,210 (proposal attached to the Project Status Report) – funded by 2013 Bond Parish-wide HVAC funds.

d)     Control System Upgrades at Multiple Campuses – Proposal from Dore Controls in the amount of $63,140 (proposal attached to the Project Status Report) – funded by 2013 Bond Parish-wide HVAC funds.

e)     Allow the Superintendent to award JCEP Gym Roof to the low bidder, if the bid comes in within the available budget of $500,000 (project bids on June 15th)

f)       Informational Items:

1)     Old St. Martinville High School Demolition Contractor has agreed to leave portable buildings on site in lieu of salvaging – details will be presented at the next Board meeting

2)     Awarding Breaux Bridge High School Restroom Renovations to the low bidder Southern Constructors, LLC, in the amount of $127,700. 

3)     Teche Elementary Cooler & Freezer bid opening is May 25th.  The project will be awarded by the Superintendent if within budget as approved at the May 4th Board meeting.

4)     The St. Martin Parish School Board and the City of Breaux Bridge are working with the City’s transportation consultant on the details of the Breaux Bridge Jr. High crosswalk.

 

On the motion of Mr. Dupuis, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following 2016 Bond projects:

 

a)     Awarding Breaux Bridge Jr. High Interior Renovations – Classroom Buildings Adjacent to the Administration Building project to the low bidder Acadiane Renovations, Ltd., in the amount of $56,000 and $21,000.  The project is being funded by 2016 Bond Breaux Bridge Jr. High funds.  (There was not adequate time to complete contract documents, take quotes and include in packet prior to the meeting due to the need to expedite and complete project before the start of school.)

b)     Awarding Breaux Bridge Jr. High HVAC – Classroom Buildings Adjacent to the Administration Building project to Garden City Construction Co., Inc., in the amount of $107,990.  The project is being funded by 2016 Bond Parish-wide HVAC funds.  (There was not adequate time to complete contract documents, take quotes and include in packet prior to the meeting due to the need to expedite and complete project before the start of school.)

c)      

d)     Awarding Breaux Bridge Jr. High Abatement – Classroom Buildings Adjacent to the Administration Building project to Asbestos Tech, Inc., in the amount of $36,500.  The project is being funded by 2016 Bond Breaux Bridge Jr. High funds.  (There was not adequate time to complete contract documents, take quotes and include in packet prior to the meeting due to the need to expedite and complete project before the start of school.)

 

On the motion of Mr. Fuselier, seconded by Ms. Vital, and unanimously carried, the Board approved the 2016 Bond Project Management Contract for Poché Prouet Associates dated April 9, 2016.

 

On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the 2016 Bond Architect Contracts dated April 9, 2016.

 

Board Member James Blanchard requested to have board retreats to further discuss policies and procedures.

 

The Board discussed the ownership relative to the Old Industrial Arts Building located on St. Martin Parish Government property.  No action was taken.

 

The Board Member’s request regarding the in-school suspension position at Cecilia High School and the 22:1 plus 3 teachers will be placed on the June agenda.

 

On the motion of Mr. Flegeance, seconded by Mr. Blanchard, and carried, the Board approved the request for waiver of liability insurance and the $200 deposit for the New Day Basketball Team.
