MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Mark Hebert, President, Steve Fuselier, Aaron Flegeance, Burton Dupuis, James Blanchard, Russel C. Foti, Richard Potier, Floyd Knott, and Ms. Wanda B. Vital.

 

            ABSENT:          Mr. Frederic Stelly

 

            The meeting was called to order by Mark Hebert, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Ms. Ainsley Terrebonne, Guidance Counselor and Virtual Learning Instructor, was recognized as the April Employee of the Month sponsored by Southern Scripts.

 

            Consider and/or approve contribution to St. Martin Economic Development Authority (SMEDA) for the Fiscal Year 2016-2017 was removed from the consent agenda.

 

            The Board heard from Ms. Beth Guidry, SMEDA Executive Director.

 

            On the motion of Mr. Dupuis, seconded by Mr. Flegeance, and carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of April 6, 2016

2)     Regular Meeting of April 6, 2016

3)     Special Meeting of April 19, 2016

b)     Finance Committee recommendations:

1)     Curriculum Budget for the 2016-2017 school year

2)     Renewal of contracts for Workers Comp TPA and Loss Control Services through LoCA

3)     Purchase of 5 new buses (3 Regular Education and 2 Special Education)

4)     Proceed with Breaux Bridge Junior High projects to be paid with 2016 Bond funds

c)     Adopting a resolution providing for canvassing the returns and declaring the results of the special election held in St. Martin Parish School District, Louisiana, on Saturday, April 9, 2016, to authorize the incurring of debt and issuance of bonds and the continuation of a special tax therein (attached as Exhibit A)

d)     Adopting a resolution authorizing the advertising for bids for the purchase of General Obligation School Bonds, Series 2016, of St. Martin Parish School District, Louisiana, and providing for other matters in connection therewith (attached as Exhibit B)

e)     Request for waiver of sales tax penalties for Parks Express

f)       Recommendation of administration for acceptance of bids on Janitorial Products – Economical Janitorial, Pyramid School Products, Veritiv, and Lake City Supply

g)     Contribution to St. Martin Economic Development (SMEDA) in the amount of $29,055.60 for the Fiscal Year 2016-2017  (RECUSED:  Mr. Knott)

h)     Extension of the School-Based Health Centers’ Telemedicine Program into the 16-17 school year with modifications within the budget

i)       Highest bid for campsite leases in the Belle River area

j)       South Louisiana Community College Memorandum of Understanding for 2015-2016 school year

k)     Resolution expressing the condolences of the entire school system to the family of Dennis Scott Labbie (attached as Exhibit C)

l)       Special Board meeting on Thursday, June 16 at 11:30AM for the purpose of bond sales

m)    Personnel Changes:

1)     Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Bonvillain, Brenda Davis, Anne-Laure Dijoux, Ashley Dore, Ashley Howard, Callie Roessler, Grace Sloane, and Brooke Thibodeaux for Cecilia Primary’s After-Care Program for the month of March, 2016

2)     Request for extra employment pay for Karen Anderson, Cedric Theyard, Angela Watson, and Lisa Alexander for Teche Elementary’s After-Care Program for the month of March, 2016

3)     Request for extra employment pay for Patty Orgeron, Allison Guagliardo, Candice Grivet, Nicholas Piazza, and Jewel Vinson for Stephensville Elementary’s After-Care Program for the month of March, 2016

4)     Request for extra employment pay for Rena David, Tonia Theriot, Kate Gary, Theresa Blankenship, Regina Smart, Catherine L. Meche, Trisha Chauvin, Cherie Foti, and Kerry Wade for Parks Primary’s After-Care Program for the month of March, 2016

6)     Request for permission to advertise and ratify the recommendations for End of Course (EOC) Summer Remediation Program

On the motion of Mr. Flegeance, seconded by Mr. Foti, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)     Awarding Catahoula Elementary Gym Roof project to the low bidder, Roofing Solutions, in the amount of $142,000.  Bid amount is below budget of $175,000.  Bids were received on April 20th (copy of bid tabulation attached to Project Status Report).  The project is being funded by the 2013 Bond Parish-wide Roofing funds.

b)     Awarding Teche Elementary Elevator project to the low bidder, Bulliard Construction, in the amount of $112,000.  Bid amount is below budget of $149,900.  Quotes were received on April 27th (copy of bid tabulation attached to Project Status Report).  The project is being funded by remaining 2009 Bond Funds for Teche and the 2013 Cecilia District Bond funds.

c)     Allowing the Superintendent to award Breaux Bridge High Restroom Renovations, to the low bidder, if the bid comes in within the available budget of $285,000 – funded by remaining 2009 Bond Breaux Bridge High funds.  (project bids on May 17th)

d)     Allowing the Superintendent to award Teche Elementary Cooler & Freezer, to the low bidder, if the bid comes in within the available budget of $200,000 – funded by 2013 Bond Parish-wide Food Services funds.  (project bids on May 25th)

e)     Allowing the Superintendent to award Old Early Learning Center Asbestos Abatement, to the low quoter, if the quote comes in within the available budget of $100,000 – funded by 2013 Bond Parish-wide Demolition funds.  (quotes are being received on May 5th)

b)         Acknowledge the following Bid awards by superintendent, as authorized at April 6th School Board meeting:

1)   Breaux Bridge High Multiple AHU Replacement - $376,000/Gallo Mechanical (funded by 2013 Bond Parish-wide HVAC funds).  Bid Tabulation form attached to Project Status Report.

2)   St. Martinville High Kitchen Floor Topcoat - $8,000/Acadiane’ Renovations (funded by 2013 Bond St. Martinville District funds).  Bid Tabulation form attached to Project Status Report.

3)   St. Martinville High Band Room Ceiling Upgrade - $14,000/Acadiane’ Renovations (funded by 2013 Bond St. Martinville District funds).  Bid Tabulation form attached to Project Status Report.

c)         Acknowledge the following Purchase Orders issued and/or to be authorized by superintendent:

1)   JCEP Temporary Roof Repairs – Proposal from Ace Roofing in the amount of $3,850 (proposal attached to Project Status Report) – funded by 2013 Bond Parish-wide Roofing funds.

2)   Cecilia High Baseball Field Soil Boring (required for Baseball Field Lighting project) – Proposal from Site Engineering in the amount of $4,800 (proposal attached to Project Status Report) – funded by 2013 Bond Cecilia Athletic funds.

3)   Cecilia High Softball Field Soil Boring (required for Softball Field Lighting project) – Proposal from Site Engineering in the amount of $4,800 (proposal attached to Project Status Report) – funded by 2013 Bond Cecilia Athletic funds.

4)   Teche Elementary Soil Boring (required for Cooler/Freezer project) – Proposal from Louisiana Testing & Inspection in the amount of $1,500 (proposal attached to Project Status Report) – funded by 2013 Bond Parish-wide Food Services funds.

 

ABSENT:          Mr. Stelly

 

The following 2016 Bond projects were removed from the agenda:

 

a)     Consider and/or approve assigning the following 2016 Bond Project and authorize the Architects to proceed through Programming Phase:

1)     Devillier – consider assigning Cecilia Primary renovations/new buildings to one of the above Architects who will use Devillier as a consultant

b)     Authorize allowing Architects to proceed through Contract Documents and Advertising for Bids, based on Bond Project Manager and Superintendent’s recommendation for projects necessary to be completed prior to the start of the 2016-2017 or 2017-2018 school year

 

On the motion of Mr. Dupuis, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following 2016 Bond projects:

a)     Assigning the following 2016 Bond Projects and authorize the Architects to proceed through Programming Phase:

1)     A&E – parking, drainage, and roofing work at all campuses, Teche Elementary renovations/new buildings, Cecilia High athletic structural design, Administrative Annex

2)     Angelle Architects – Breaux Bridge district schools renovations/new buildings (non-athletic), Cecilia Jr. High renovations/new buildings, Early Learning Center renovations/new buildings, St. Martinville Primary renovations/new buildings, Career Center renovations

3)     Architectural Solutions – Breaux Bridge Jr. High and Cecilia Jr. High gym renovations, St. Martinville Jr. High renovations, JCEP renovations

4)     Structure Design Group – Parks Primary renovations, Parks Middle renovations/new buildings, Catahoula renovations/new buildings, Stephensville renovations

5)     Vermilion Architects – Breaux Bridge High athletics, Cecilia High athletics,    St. Martinville High renovations/new buildings

6)     Thomassee & Associates – electrical renovations at all campuses

7)     Poché Prouet Associates – HVAC work at all camuses

 

ABSENT:          Mr. Stelly and Mr. Potier

 

On the motion of Mr. Blanchard, seconded by Ms. Vital, and unanimously carried, the Board approved the Science, Technology, Engineering, and Mathematics (STEM) Academy proposal.

The Board discussed the following:

a)     School dismissal for the Crawfish Festival

b)     St. Martin Parish School Board policies and procedures pertaining to chain of command

 

On the motion of Mr. Knott, seconded by Mr. Foti, and carried, the Board approved the purchase of lots 119 and 120 Pecan Acres to be funded by 2013 Bond money, subject to Mr. Grant Schleuter’s review and approval.

ABSTAINED:            Mr. Fuselier

ABSENT:          Mr. Stelly and Mr. Potier

 

On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board approved to add the following item to the Special Meeting of May 18, 2016:

 

a)     Consider and/or approve request for waiver of liability insurance and $200 deposit for the New Day Basketball Team

On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved to follow the recommendation of the administration regarding Student A, to attend JCEP for the remainder of the school year.

ABSTAINED:            Ms. Vital

ABSENT:          Mr. Stelly and Mr. Potier

 

On the motion of Mr. Dupuis, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
