MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Mark Hebert, President, Steve Fuselier, Aaron Flegeance, Burton Dupuis, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, and Ms. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Mark Hebert, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Sgt. Vincent Starwood and Maj. David Terrell, Jr., JROTC Instructors, were recognized as the February Employees of the Month sponsored by Southern Scripts.

 

            Dr. Beebe recognized Cortlun Melton, BBHS junior, for winning state at Tulane University in the English Speaking Union Shakespeare competition.  He will be attending the National competition in NYC at the Lincoln Center April 30th – May 3rd with the chance of winning and going on to London.

 

            On the motion of Mr. Stelly, seconded by Ms. Vital, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board came out of Executive Session.

 

            The item regarding the discussion of the Board Member’s concerns was removed from the agenda.

 

            On the motion of Mr. Stelly, seconded by Ms. Vital, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Regular Meeting of February 3, 2016

2)     Special Meeting of February 5, 2016

b)     Request for permission to call for bids on Janitorial Products

c)     Advertising for the sale of alligator eggs and alligator tags for five years

d)     Allowing the Second Harvest Food Pantry to install a concrete loading pad at the College and Career Readiness Center for loading and unloading of food and supplies stored at the facility

e)     Renewal of contract between St. Martin Parish School-Based Health Centers and Revenue Cycle Management to handle all billing through the Electronic Health Record

f)      Proposed 2016-2017 School Calendar for St. Martin Parish Schools

g)     Proclamations/Resolutions:  (attached as Exhibit A)

1)     Designating April 4-8, 2016 as Violence Prevention Week

2)     Designating April 25-29, 2016 as Attendance Awareness Week

3)     Expressing the condolences of the entire school system to the families of Quinn Dejean and Theresa H. Moran

h)     Personnel Changes:

1)     Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Bonvillain, Brenda Davis, Anne-Laure Dijoux, Ashley Dore, Ashley Howard, Callie Roessler, Grace Sloane, and Brooke Thibodeaux for Cecilia Primary’s After-Care Program for the month of January, 2016

2)     Request for extra employment pay for Patty Orgeron, Allison Guagliardo, Candice Grivet, Nicholas Piazza, and Jewel Vinson for Stephensville Elementary’s After-Care Program for the month of January, 2016

3)     Request for extra employment pay for Rena David, Tonia Theriot, Kate Gary, Theresa Blankenship, Regina Smart, Catherine L. Meche, Trisha Chauvin, Cherie Foti, and Kerry Wade for Parks Primary’s After-Care Program for the month of January, 2016

4)     Request for extra employment pay for Karen Anderson, Cedric Theyard, Angela Watson, and Lisa Alexander for Teche Elementary’s After-Care Program for the month of January, 2016

5)     St. Martinville Senior High’s extra pay for ticket sellers and coaches for girls’ basketball, soccer, and softball

 

On the motion of Mr. Blanchard, seconded by Ms. Vital, and unanimously carried, the Board approved the renewal of the St. Martin Parish School Board General Liability Insurance policy and Health Center Liability Insurance policy.

 

The Board received an update from Ms. Casey Broussard, Chief Financial Officer, on the Group Health RFP.

 

On the motion of Mr. Stelly, seconded by Mr. Flegeance, and unanimously carried, the Board approved revisions to the following items pertaining to the Bond projects:

 

a)     Proceeding with awarding the contract for the St. Martinville Primary Roofing project to Crown Architectural Metal Co. as presented at the February 3, 2016 School Board meeting in the amount of $362,400.  Project will be funded by 2013 Parish-wide Roofing funds.

b)     Authorizing A&E to proceed with taking proposals for temporary repairs at the JCEP Gym (approximately $20,000) and to proceed with the design through advertising for the permanent roof project (approximately $500,000).  Projects will be funded with 2013 Bond Parish-wide Roofing budget.

c)     Authorizing a Change Order for Stephensville Miscellaneous Renovations project not to exceed $10,000 for expanded scope of work changes requested by school principal.  (Change Order Request attached to Project Status Report).  Project is being funded with 2009 Stephensville funds.

d)     Approve projects and funding for the 2016 Bond Program (Capital Improvements Plan).  The projects at Breaux Bridge Junior High are subject to review and approval by legal counsel.

 

On the motion of Mr. Blanchard, seconded by Mr. Dupuis, and carried, the Board approved to follow the recommendation of the administration regarding Student A, to attend Virtual JCEP for 12 weeks, however, he/she will be allowed to participate in his/her graduation ceremony.

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board approved to follow the attorney’s recommendation regarding the following items discussed in Executive Session:

 

a)     Settlement offer made in the matter entitled Belinda Broussard v. St. Martin Parish School Board, and Louisiana Claims Administrators, OWC; Docket No.:  15-03014; District:  09

b)     Settlement proposal in the matter entitled “St. Martin Parish School Board vs. Union Pacific Railroad Co., 16th Judicial District Court, Parish of St. Martin, Docket No. 82924:

 

On the motion of Mr. Stelly, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)     Awarding Substantial Completion for the Cecilia Primary Dome Roofing project

b)     Awarding the Cecilia Jr. High Gym Roofing project to Garden City Construction with a low bid of $123,456.00.  Project bid on February 17.  Copy of Bid Tabulation attached to Project Status Report.  Project is funded by the 2013 Bond Parish-wide Roofing project.

c)     Proceed with awarding the contract for the Parks Middle New Classrooms to Bulliard Construction as presented at the January 6, 2016 School Board meeting in the amount of $935,000.  Project will be funded by 2013 Bond Parks/Catahoula/Stephensville District funds.

d)     Proceeding with awarding contract for the Demolition of the Old St. Martinville High School and Old ELC to Salvage Nine as presented at the February 3, 2016 School Board meeting in the amount of $148,359.  Project will be funded by 2013 St. Martinville District funds.

e)     Proceeding with awarding the contract for the St. Martinville Primary Roofing project to Crown Architectural Metal Co. as presented at the February 3, 2016 School Board meeting in the amount of $362,400.  Project will be funded by 2013 Parish-wide Roofing funds.

f)      Authorizing Bulliard Construction to proceed with the investigative demolition of a section of the ELC Gym to determine the structural integrity of the facility as recommended by A&E (recommendation attached to Project Status Report) not to exceed $8,000.  Project will be funded by the 2013 Bond St. Martinville District funds.

g)     Authorizing Quality Court to proceed with Track Repairs at Cecilia High School existing track in the amount of $13,600 (proposal attached to Project Status Report).  Project will be funded with 2013 Bond Athletic budget for Cecilia High.

h)     Permission to advertise Catahoula Gym Roof Replacement and approve authorizing the Superintendent to accept the low bidder if within budget.  Project will be funded with 2013 Bond Parish-wide HVAC funds.

i)       Authorizing the Superintendent to award the Breaux Bridge High Cooling Tower Replacement if the quotes are under $150,000.  Project will be funded with 2013 Bond Parish-wide HVAC funds.

j)      Authorizing A&E to proceed with taking proposals for temporary repairs at the JCEP Gym (approximately $20,000) and to proceed with the design through advertising for the permanent roof project (approximately $500,000).  Projects will be funded with 2013 Bond Parish-wide Roofing budget.

1)     The following projects are substantially complete and School Board walkthroughs will be scheduled in the next couple of weeks:

-        Breaux Bridge High School New Classrooms

-        Cecilia Junior High New Classrooms

-        Cecilia High School New Classrooms

-        Cecilia Primary Miscellaneous Renovations

-        Parks Primary Miscellaneous Renovations

-        Parish-wide Backflow Preventers (closeout paperwork is being assembled and will be coordinated with Henry Derouselle)

2)     Update on budgets for Catahoula Elementary Renovations by Structure Design Group
