MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Mark Hebert, President, Steve Fuselier, Aaron Flegeance, Burton Dupuis, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, and Ms. Wanda B. Vital.

 

            ABSENT:          None

            The meeting was called to order by Mark Hebert, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

Ms. Cabini Benoit and Madame Anne-Laure Dijoux’s Kindergarten French Immersion class performed for the Board.

 

            Ms. Rosemary Delahoussaye, Cafeteria Manager at Parks Primary School, was recognized as the November Employee of the Month sponsored by Southern Scripts.

 

            Dr. Beebe acknowledged Ms. Kerry Melancon, Pre-K Teacher at Cecilia Primary, for being selected as the Teachstone CLASS Teacher of the month for October.

 

            On the motion of Mr. Dupuis, seconded by Mr. Stelly, and unanimously carried, the Board approved the following:

 

a)     Postpone the Board Member’s request to discuss supplements vs. absenteeism until next month

b)     Remove the item relative to allowing the City of Breaux Bridge use of the 4th grade building, which is not currently in use, and the outdoor basketball court at the College and Career Readiness Center for an after school program

c)     Remove the item regarding the status of projects by Weimer Architects

d)     Consider and/or approve the proposal from Brown and Brown for the sixteen (16) month renewal of the Equipment Breakdown policy was added to the agenda

 

On the motion of Mr. Foti, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting  of November 4, 2015

2)     Regular Meeting of November 4, 2015

3)     Special Meeting of November 9, 2015

4)     Special Meeting of November 16, 2015

b)     Recommendation of the administration for the acceptance of bids on tires to Area Wholesale Tire Company in the approximate amount of $47,698.70

c)     Waiver of sales tax penalties for Wal-Mart Louisiana, LLC

d)     Highest bid for lease of campsite North of the existing campsites in the Belle River area

e)     Servitude Agreement with St. Martin Parish Government for drainage work on Section 16, T 10 South R9 East

f)      Contract for Policy360, the Policy Updating Service, Forethought Consulting, Inc.

g)     Personnel Changes:

1)     Request for extra employment pay for Wanda Johnson for the Early Learning Center’s After-Care Program for the month of October, 2015

2)     Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Bonvillain, Dana Broussard, Brenda Davis, Ashley Howard, and Grace Sloane for Cecilia Primary’s After-Care Program for the month of October, 2015

3)     Request for extra employment pay for Patty Orgeron, Allison Guagliardo, Candice Grivet, Nicholas Piazza, and Jewel Vinson for Stephensville Elementary’s After-Care Program for the month of October, 2015

4)     Request for extra employment pay for Karen Anderson, Cedric Theyard, Lisa Alexander, and Angela Watson for Teche Elementary’s After-Care Program for the month of October, 2015

5)     Reqeust for extra employment pay for Rena David, Tonia Theriot, Kate Gary, Theresa Blankenship, Regina Smart, Catherine Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of October, 2015

6)     Extra pay for Breaux Bridge Senior High’s Assistant Football Coach (Hunter Landry)

7)     Ratify permission to advertise for Director of Federal Programs

 

On the motion of Mr. Flegeance, seconded by Mr. Blanchard, and unanimously carried, the Board approved to adopt a resolution ordering and calling a special election to be held in St. Martin Parish School District, Louisiana, to authorize the incurring of debt and issuance of bonds and to authorize the continuation of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith (attached as Exhibit A).

 

            The St. Martinville Kiwanas Club presented a check of $5,000 to the following administrators for their partnership:  Jessica Landry, Early Learning Center, Sarah Allen, St. Martinville Primary, Edward Boyd, St. Martinville Junior High, Michael Kreamer, St. Martinville Sr. High, and Julie Laviolette, Parks Primary.

 

            On the motion of Mr. Knott, seconded by Mr. Dupuis, and carried, the Board approved the proposal from Brown and Brown for the sixteen (16) month renewal of the Equipment Breakdown policy.

 

            OPPOSED:       Mr. Potier

 

            A motion was made by Mr. Foti and seconded by Mr. Blanchard to accept the recommendation of the administration not to approve the proposal from STAR Services, Inc.

 

            A substitute motion was made by Mr. Potier and seconded by Ms. Vital to accept the proposal from STAR Services, Inc. for one (1) school, Breaux Bridge High School.  The Substitute motion was voted on and failed, as follows:

 

FOR:                Ms. Vital, Mr. Potier, and Mr. Knott

            OPPOSED:       Mr. Flegeance, Mr. Dupuis, Mr. Stelly, Mr. Blanchard, Mr. Hebert, Mr. Foti, and Mr. Fuselier

 

            The original motion was then voted on and carried, as follows:

 

            FOR:    Ms. Vital, Mr. Blanchard, Mr. Foti, Mr. Dupuis, Mr. Potier, Mr. Stelly, and Mr. Hebert

 

            OPPOSED:       Mr. Flegeance, Mr. Knott, and Mr. Fuselier

 

            A motion was made by Mr. Blanchard and seconded by Mr. Knott not to accept any bids pertaining to the schools that a decision will be made on in January.

 

            A substitute motion was made by Mr. Flegeance and seconded by Ms. Vital to accept the 2009 and 2013 Bond Projects according to priority.  The substitute motion was then voted on and carried, as follows:

 

FOR:                Mr. Fuselier, Ms. Vital, Mr. Flegeance, Mr. Foti, Mr. Dupuis, Mr. Knott, and Mr. Hebert

 

            OPPOSED:       Mr. Stelly, Mr. Blanchard, and Mr. Potier

a)              Proceeding with the following projects and authorize the architect to proceed through Contract Documents and advertising for bids, if architect’s contract document estimates are within the available budget:

1)     Breaux Bridge High Athletic Building (Angelle Architects)

2)     Parks Primary Building F Roof (A&E)

3)     Catahoula Elementary Building G Roof (A&E)

4)     Breaux Bridge Jr. High Building F Roof (A&E)

5)     Breaux Bridge High Cooling Tower Replacement (PPA)

6)     Prioritized Parish-wide HVAC (PPA)

b)              Acknowledge the award by the Superintendent, as authorized at the previous School Board meeting, of the Cecilia Primary Domes Building Re-roofing - $52,569/Chatmon Construction, LLC (funded by 2013 Parish-wide Roofing funds).  Bid Tabulation form included in Project Status report.

c)              Allowing the Superintendent to award Parks Middle New Classroom project if the bids come in within the available budget (project bids Dec. 21).  Results will be presented at the January School Board meeting.

d)              Acknowledge the following Purchase Order/Change Orders/Change Directives issued and/or to be authorized by Superintendent:

1)     Breaux Bridge High New Classrooms – Change Order in the amount of $489.85 for keyed light switches per Principal request

2)     Cecilia Jr. High New Classrooms – Change Order, not to exceed $2,000, for minor scope of work changes and revisions to white boards per Principal request

3)     Cecilia High School Drainage at Baseball Field – Change order proposal in amount of $6,000 for soil amendments for the Boys baseball field as recommended by engineer

4)     Cecilia High School Drainage at Baseball Field – Change order proposal in the amount of $6,000 to provide and install warning track as requested by Coach

5)     Cecilia High School New Classroom – Accepting the Change Directive for the contractor to install gas lines required for the A/C units at CHS.  The cost of work will be determined and will be presented at the next meeting.

6)     Cecilia High School New Classroom – Accepting proposal for a new gas line service for Atmos Energy at CHS in the amount of $4,780.00.  School board to pay for service.

e)              Allowing the Superintendent to award Partial Substantial Completion with punch  list to CHS Drainage at Baseball Field based on recommendation of the Architect

 

            The Board discussed 16th Section properties. 

 

            On the motion of Mr. Fuselier, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.

 

            On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board came out of Executive Session.

 

A motion was made by Mr. Blanchard and seconded by Mr. Knott to follow the recommendation of the administration regarding the student discussed in Executive Session (attend the JCEP Virtual Program for 9 weeks).

 

            A substitute motion was made by Mr. Potier and seconded by Ms. Vital to give the student a three (3) day out-of-school suspension then return to his/her regular school setting.  The substitute motion was voted on and failed, as follows:

 

FOR:                Mr. Potier and Ms. Vital

OPPOSED:       Mr. Flegeance, Mr. Dupuis, Mr. Knott, Mr. Blanchard, Mr. Hebert, and Mr. Foti

 

ABSTAINED:     Mr. Stelly and Mr. Fuselier

 

The original motion was then voted on and carried, as follows:

 

FOR:                Mr. Flegeance, Mr. Dupuis, Mr. Knott, Mr. Blanchard, Mr. Hebert, and Mr. Foti

 

OPPOSED:       Mr. Potier and Ms. Vital

 

ABSTAINED:     Mr. Stelly and Mr. Fuselier

 

No action was necessary for the following items discussed in Executive Session:

 

a)        Settlement for the matter entitled Ella Frederick vs. SMPSB, Docket NO.: 15-00858 District:  09, of the Office of Workers’ Compensation

b)              Strategy Session in pending litigation entitled Thomas et. al. vs. St. Martin Parish School Board, Civil Action #65-11314 on the Docket of the United States District Court for the Western District of Louisiana

 

On the motion of Mr. Dupuis, seconded by Mr. Stelly, and unanimously carried, the Board adjourned.
