MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Mark Hebert, President, Steve Fuselier, Aaron Flegeance, Burton Dupuis, James Blanchard, Russel C. Foti, Richard Potier, Frederic Stelly, Floyd Knott, and Ms. Wanda B. Vital.  

 

            ABSENT:          None

 

            The meeting was called to order by Mark Hebert, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

            Ms. Dawn Richard, Coordinator of Child Search/Pupil Appraisal, was recognized as the July Employee of the Month sponsored by Southern Scripts.

 

            The following candidates appeared before the Board announcing their candidacy:

 

            Billy Nunguesser, Lieutenant Governor

            Eddie Guidry, Judge of the 16th Judicial District Court, Division D

            Nick LaRocca, Judge of the 16th Judicial District Court, Division D

            Mike Kreamer, BESE Board District 7

 

            Consider and/or approve a Community Service Program Agreement between the Breaux Bridge City Court and the St. Martin Parish School Board was removed from the agenda.

           

            On the motion of Mr. Potier, seconded by Mr. Foti, and unanimously carried, the Board approved the following consent agenda items:

 

a)     Minutes of the following meetings:

1)     Finance Committee Meeting of July 15, 2015

2)     Regular Meeting of July 15, 2015

3)     Special Meeting of July 31, 2015

b)    Finance Committee recommendations:

1)        Authorizing the Superintendent and Staff the use of the 2013 District-wide bond contingency funds for improvements at the College and Career Readiness Center with expenditures not to exceed $150,000

2)    Proposed budget for the Superintendent and Personnel for the 2015-2016 school year.

3)       Allowing Star Service, Inc. to conduct a study on 3 schools

c)    Revisions to contract between the Louisiana State University/University Health Clinics/Pediatric Department and St. Martin Parish School System for a Medical Director and Physician

d)    Memorandum of Understanding with the Lafayette General Foundation and United Way of Acadiana

e)    Resolution expressing the condolences of the entire school system to the families of Carlee “Coach” Huval and Monique Walker  (attached as Exhibit A)

f)   Personnel Changes:

1)        Permission for payment for St. Martinville Senior High Basketball and Football ticket sellers

2)        Permission to advertise for Special Services Supervisor Pre-K through 5th

g)    St. Martin Parish Personnel Evaluation Program (Bulletin 130)

 

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and unanimously carried, the Board approved revisions to school board policy:  File GBRK:  Annual Leave (attached as Exhibit B).

 

On the motion of Mr. Knott, seconded by Mr. Stelly, and unanimously carried, the Board approved to table the following items relative to the 2009 and 2013 Bond Program:

 

a)    Authorizing the Superintendent to accept the Cecilia High School Drain at MP/BB Field as Substantially Complete based on Architect and Staff approval

b)    Bids for the Cecilia High School Drainage at Baseball Field, bid on July 15, 2015.  Results were presented at previous meeting and a report from the project architect will be presented at the meeting.

 

On the motion of Mr. Blanchard, seconded by Mr. Dupuis, and unanimously carried, the Board approved the following 2009 and 2013 Bond Projects:

 

a)      Authorizing the Superintendent to accept the following projects as Substantially Complete based on Architect and Staff approval:

1)     Breaux Bridge High Cabling (2013 Bond)

2)     Stephensville Cabling (2013 Bond)

3)     Catahoula and Parks Middle Cabling (2013 Bond)

4)     Cecilia High and Cecilia Jr. High Cabling (2013 Bond)

5)     St. Martinville High Cabling (2013 Bond)

6)     Teche and Cecilia Primary Cabling (2013 Bond)

7)     SMHS Painting (2013 Bond)

8)     SMHS Carpet & Floor Tile Replacement (2013 Bond)

9)     BBE 4th Grade Classroom Renovation (2013 Bond)

10)  BBE 4th Grade Classroom Roof – PW (2013 Bond)

11)  BBE 4th Grade Classroom AC – PW (2013 Bond)

12)  BBE 5th Grade Classroom Renovation (2013 Bond)

b)      Change Order for Cecilia Junior High School New Classrooms (2009 and 2013 Bonds), funded by remaining contingency funds for the project:

1)       $23,400 for shaft pile casing utilizing unit prices included in contract based on discovery excessive moisture in ground during construction.

c)       Acknowledge and accept the quotes received and authorized by superintendent for the following projects (quote tabs attached to Project Status Report):

1)       Breaux Bridge Primary Relocate Portable, including tree removal and fence repairs - $22,935/Bulliard (2013 Bond) (stayed with same contractor as last year, cost was comparable)

2)       Breaux Bridge Elementary Limestone Parking - $67,000/Bulliard (2013 Bond)

3)       Breaux Bridge Primary Tree Removal - $2,000/Hebert Tree Removal

4)        Breaux Bridge Elementary Tree Removal - $3,000/Hebert Tree Removal

5)         BBP and BBE Shared Area Tree Removal - $1,250/Hebert Tree Removal

6)         Breaux Bridge Junior High Painting & General Clean-up - $62,600/EL Habetz (2013 Bond)

7)          Relocation of Furnishing/Equipment (labor only contract for on-site contractor):

i.              Old BBE to new BBE - $32,300/Acadiene Renovations

ii.             Old BBE to BBJH - $12,000/Acadiene Renovations

iii.            Old BBP to new BBP - $23,600/Acadiene Renovations

8)           ELC Limestone - $9,500/Bulliard (2013 Bond) (cost comparable to similar projects, needed to expedite)

9)            St. Martinville Primary Painting - $59,500/JMA (2013 Bond)

10)         St. Martinville High School Football Bleacher Washing - $2,800/Richard Daigle (2009 Bond)

                       

            On the motion of Mr. Foti, seconded by Mr. Flegeance, and unanimously carried, the Board approved the quotes received for the Breaux Bridge Primary Limestone (2013 Bond) and tabled approval of quotes for St. Martinville High School Limestone (2013 Bond).

 

            On the motion of Mr. Fuselier, seconded by Ms. Vital, and unanimously carried, the Board approved the quote for St. Martinville High School volleyball court repainting at the recommendation of the project architect, principal and coaches.

 

            The Board discussed the Early Learning Center fence repair required after the roofing project.

 

            Mr. Potier expressed concerns regarding a custodian at the College and Career Readiness Center.

 

            Board Member James Blanchard discussed the following:

 

a)     Hiring a mechanic for the bus shop

b)    Revisions to employment applications

c)    The Board Member’s request to discuss St. Martin Parish School Board policy regarding employees in the system running for political office was removed from the agenda.

 

            On the motion of Mr. Blanchard, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
