MINUTES

 

            The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Administrative Office with the following members present:  Messrs. Russel C. Foti, President, Steve Fuselier, Aaron Flegeance, Robert E. Hollier, James Blanchard, Richard Potier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda Babin.  

 

            ABSENT:          None

 

            The meeting was called to order by Russel C. Foti, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

Ms. Melba Malveaux was recognized for being awarded the 2014 Part-Time Adult Education Teacher of the Year.

 

            Stephensville Elementary Bus Operators, Shelby Davis and Carolyn Guidry, were acknowledged as the September Employees of the Month sponsored by Southern Scripts.

 

            The following candidates for Judge of the 16th Judicial District Court appeared before the Board announcing their candidacy:

 

            Curtis Sigur, Division G

            Dean Whattigny, Division A

                       

            The following items were removed from the agenda:

a)                  Reconsideration of the approval of the agricultural lease on Section 16 T9, R7E for Mr. James Buillard due to policy changes adopted in 2001

b)                  Board Member’s request – Discussion of the donation of the old Instructional Center property at 111 Courville Street to the City of Breaux Bridge for a Community Center

c)                   Consider and/or approve purchasing property next to Teche Elementary School

 

The following 2009 and 2013 Bond projects were removed from the consent agenda:

 

a)                  Consider and/or approve accepting the Old Instructional Center Demo Phase 2 (2013 Bond), as Substantially Complete

b)                  Consider and/or approve proceeding with the purchase of Food Services equipment not requiring construction (2013 Bond) based on available funds – School Board handling (no fees)

c)                   Consider and/or approve proceeding with the Roof Repairs at 10 Schools – School Board handling (no fees)

d)                  Acknowledge award of Alternate No. 1 at Breaux Bridge Primary New Classrooms (provide sinks in Classrooms/$10,600), plus revisions to water line encountered during construction ($1,067) and addition of 15 construction days (Substantial Completion June 16, 2015)

e)                  Acknowledge assignment of Purchase Orders issued/requested:

1)              ELC Cabling for Library Computers - $3,995/Global Data Systems

2)                           Breaux Bridge Primary Concrete and Canopies for Relocated Portable - $7,357/Bulliard Construction

3)                           CHS Softball Field Layout, Fence, Dugout Design – not to exceed $5,000/Architectural & Engineering

4)                           CHS Baseball Field Drainage Analysis and prepare quote documents for turnkey Replacement of Sod after baseball season – not to exceed $5,000/Architectural & Engineering

5)                           Design revisions requested by Owner for Breaux Bridge Elementary Kitchen and Dining Renovation - $10,000/Angelle Architects

6)                           Purchase of Food Services Equipment:

On the motion of Mr. Fuselier, seconded by Mr. Knott, and unanimously carried, the Board approved the following consent agenda items:

a)     Minutes of the following meetings:

1)         Regular Meeting of September 3, 2014

2)         Finance Committee Meeting of September 10, 2014

b)                  Resolution authorizing the execution of wire transfer authorization agreement to Casey Broussard, CFO

c)                   Request for permission to call for bids on tires

d)                  St. Martin Parish School Board 504 policy revisions with 2014 updates

e)                  Proclamations/resolutions:

1)         American Character Week, October 19-25, 2014

2)         Red Ribbon Week, October 26-31, 2014

3)         Expressing the condolences of the entire school system to the families of Kim Berard and Melba Fontenot

f)      Personnel Changes:

1)            Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Bonvillain, Dana Broussard, Brenda Davis, and Ashley Howard for Cecilia Primary’s After-Care Program for the month of August, 2014

2)            Request for extra employment pay for Angela Toncrey, Rena David, Tonia Theriot, Kate Gary, Theresa Blankenship, Regina Smart,  Catherine Meche, Trisha Chauvin, and Cherie Foti for Parks Primary’s After-Care Program for the month of August, 2014

3)            Request for extra employment pay for Patty Orgeron, Allison Guagliardo, Candice Grivet, and Sadie Clinton for Stephensville Elementary’s After-Care Program for the month of August, 2014

4)         Extra Pay for Cecilia Senior High’s Girls Assistant Basketball Coach (N. Wiltz)

5)         Contracted Audiologist Services for students with disabilities

 

            The Board heard from Ms. Connie Roy, Executive Director of Lafayette Schools Credit Union, regarding the merger of Lafayette Schools Credit Union and the St. Martin Parish Schools Credit Union.

 

Mr. Stuart Gauthier, County Agent, and staff members presented the LSU AgCenter Annual Report to the Board.

            Ms. Alicia Butler, candidate for Judge of the 16th Judicial District Court, Division H, appeared before the Board to announce her candidacy.

 

            On the motion of Mr. Knott, seconded by Mr. Potier, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)                  Accepting the Old Instructional Center Demo Phase 2 (2013 Bond), as Substantially Complete

b)                  Authorizing the following projects/architects to proceed with the construction documents and advertising if required, based upon approval of Superintendent, School Board staff, respective Board Members and Principals.  (Details of each project will be included in November School Board packet):

1)                           ELC Miscellaneous Remaining Renovations (2013 Bond)/Gil Weimer Architect – this will complete Bond work at this campus

2)                           Parks Primary Miscellaneous Remaining Renovations (2013 Bond)/Architectural & Engineering – this will complete Bond work at this campus

3)                           Catahoula Renovations (2013 Bond)/Structure Design Group

4)                           Stephensville Elementary Renovations (2009 & 2013 Bond)/Architectural & Engineering

c)                   Authorizing Thomassee & Associates to proceed with the construction documents and advertising if required, based upon approval of Superintendent, School Board staff, respective Board Members and Principals:

1)            Parks Middle Old Gym Ceiling, Lights and AC power (2013 Bond)

2)            ELC Cafeteria Ceiling, Lights and AC power (2013 Bond)

3)            Special Services Ceiling & Lights (2013 Bond)

d)              Proceeding with the purchase of Food Services Equipment not requiring construction (2013 Bond) based on available funds – School Board handling (no fees)

e)              Proceeding with the Roof Repairs at 10 Schools – School Board handling (no fees)

f)               Acknowledge the following proposals were received and Purchase Orders issued for Cecilia High School Softball Field (labor to be provided by parents):

1)         Dirt - $20,500/Huval Dozer & Land Leveling

2)                     Sand - $12,250/Huval Dozer & Land Leveling

3)                     Fence Material - $8,476.13/Stanley Torkowski

4)                     Proposal pending for sod – approximately $12,000

5)         Coaches gathering proposals for components of dugout per plans produced by Architectural & Engineering utilizing remaining funds, approximately $90,000.  Proposals will be submitted for review by School Board staff prior to issuance of Purchase Orders.

            On the motion of Mr. Hebert, seconded by Mr. Hollier, and carried, the Board approved the award of the bid for the Breaux Bridge Elementary Kitchen and Dining Renovations (2009 and 2013 Bond), which bids on September 30 (part of the Breaux Bridge District Reconfiguration). 

 

            ABSTAINED:     Mr. Potier

 

            On the motion of Mr. Blanchard, seconded by Mr. Hollier, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)              Authorizing the following architects to proceed through advertising based on approval of Design Development by Superintendent, School Board staff, respective Board Members and Principals:

1)              Cecilia High School New Classrooms (2009 & 2013 Bond) – Structure Design Group

2)              Cecilia Jr. High New Classrooms (2013 Bond) – Angelle Architects

3)              Breaux Bridge High New Classrooms (2009 Bond) – Angelle Architects

4)              Parks Middle New Classrooms (2013 Bond) – Structure Design Group

b)              Authorizing the following Food Service projects requiring construction (2013 bond) to proceed with the construction documents and advertising if required, based upon approval of Superintendent, School Board staff, respective Board Members and Principals:

1)     ELC – Gil Weimer Architect

2)     Cecilia Primary – Architectural Solutions

3)     Cecilia Jr. High – Angelle Architects

4)     Teche Elementary – David Courville Architects

c)              Authorizing the following high priority roofing projects (2013 Bond) to proceed with the construction documents and advertising if required, based upon approval of Superintendent, School Board staff, respective Board Members and Principals:

1)     Cecilia Primary Re-roof of Dome Roof – Architectural Solutions

2)              St. Martinville High Reroofing of 2 Portable Buildings – David Courville Architects

 

            On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board approved the recommendation of David Courville Architects for Teche Elementary Elevator Replacement (2013 Bond) and authorized them to proceed with contract documents and advertising.  Recommendation includes the removal of existing elevator and replacement with a commercial grade elevator on the exterior of the building with an estimate of probable cost of $150,000.


           ABSENT:           Mr. Knott

 

            On the motion of Mr. Hollier, seconded by Mr. Blanchard, and unanimously carried,

consider and/or approve the award of the bid for the Breaux Bridge High School hot water piping replacement was added to the agenda.

 

            ABSENT:          None

 

            On the motion of Mr. Hollier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the award of the bid for the Breaux Bridge High School hot water piping replacement.

 

The Board heard a Citizen’s Request by Dean Guidry regarding Section 16 Land.  No action was taken.

 

On the motion of Ms. Babin, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board came out of Executive Session.

 

No action was necessary for the following items discussed in Executive Session:

a)     Matter entitled “Gerald Castille vs. St. Martin Parish School Board, docket number 75,428 of the 16th Judicial District Court, Parish of St. Martin”

b)     Personnel Issues, including employee conduct and performance

 

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board adjourned.
