MINUTES

 

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge City Hall with the following members present:  Messrs. Russel C. Foti, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Robert E. Hollier, Frederic Stelly, Floyd Knott, Mark Hebert, and Ms. Wanda Babin.  

 

ABSENT:       Mr. Richard Potier

 

The meeting was called to order by Russel C. Foti, President.  Dr. Lottie P. Beebe, Superintendent, opened the meeting with a prayer and the pledge of allegiance.

 

The Board honored the 2013-2014 Students of the Year.  Parish winners were:

 

Madeline McLaurin, Teche Elementary, Grade 5

Rebecca Renard, St. Martinville Junior High, Grade 8

Devin Melancon, Cecilia High, Grade 12

 

Ms. Carrie Johnson, Teacher at Stephensville Elementary School, was recognized as the January Employee of the Month sponsored by Southern Scripts.

 

The following items were added to the consent agenda:

 

a)    Consider and/or approve ratification of an administrative decision to waive the 5 year requirement for medical equipment replacement within the St. Martin Parish School Board Health Care Plan

 

b)    Consider and/or approve the recommendation to re-schedule the Wednesday, February 19 Professional Development Day to Friday, March 21, 2014

 

ABSENT: Mr. Potier

 

On the motion of Mr. Hebert, seconded by Mr. Blanchard, and unanimously carried, the Board approved the following consent agenda items:

 

a)    Minutes of the following meetings:

 

·         Regular Meeting of January 8, 2014

·         Special Meeting of January 23, 2014

 

b)    Contractual agreement between CBM and the St. Martin Parish School Board for managing digital books and documents

 

c)    Resolution expressing the condolences of the entire school system to the family of Loretta Calais  (attached as Exhibit A)

 

d)    Ratification of an administrative decision to waive the 5 year requirement for medical equipment replacement within the St. Martin Parish School Board Health Care Plan

 

e)    Recommendation to re-schedule the Wednesday, February 19 Professional Development Day to Friday, March 21, 2014

 

f)     Personnel Changes:

 

·         Request for extra employment pay for Corita Andrus, Cabrini Benoit, Ashley Bonvillain, Dana Broussard, Brenda Davis, and Ashley Howard for Cecilia Primary’s After-Care Program for the month of December, 2013

 

·         Request for extra employment pay for Angela Toncrey, Rena David, Tonia Theriot, Kate Gary, Theresa Blankenship, Regina Smart,  Catherine Meche, and Trisha Chauvin for Parks Primary’s After-Care Program for the month of December, 2013

 

·         Stipend for Breaux Bridge Senior High Assistant Football Coaches (J. Wood, A. Derouselle)

 

Mr. Jim Poché, Poché Prouet Associates, made a presentation regarding the Breaux Bridge School District Grade Level Reconfiguration Plan.

 

The items regarding the 2009 and 2013 Bond Program were tabled until the end of the meeting.

 

The Board discussed the following items:

 

a)    Employee supplements

b)    Catahoula school zone

c)    Name changes to schools that have been reconfigured to address primary, elementary, and middle schools

d)    Conducting April Board meeting at Stephensville Elementary School

e)    Charter Schools

f)     Purchasing of new office furniture for the new Instructional Center

 

ABSENT:       Mr. Potier

 

On the motion of Mr. Knott, seconded by Mr. Flegeance, and carried, the Board approved the following 2009 and 2013 Bond projects, excluding the funding of Breaux Bridge School District Construction related to the Reconfiguration Plan with 2013 Bond *Source-Various Projects in the amount of $2,125,000:

 

a)    Breaux Bridge School District Grade Level Reconfiguration Plan:

 

1)    Breaux Bridge Primary grade level structure to change to Pre-K to 2nd Grade in lieu of Pre-K to 3rd Grade

2)    Breaux Bridge Elementary grade level structure to change to 3rd Grade to 5th Grade in lieu of 4th to 6th Grade

3)    Breaux Bridge Jr. High grade level structure to change to 6th Grade to 8th Grade in lieu of 7th to 8th Grade

 

b)    Breaux Bridge School District Campus Locations, as follows:

 

1)    Breaux Bridge Primary Campus to be divided into 2 Campuses by splitting the site such that the Primary Campus will face East Bridge Street and the Elementary Campus will face St. Charles Street.  Building Additions and Renovations will be provided to accommodate the Campus relocation and restructuring of the schools.

 

2)    Breaux Bridge Jr. High Campus to remain at its current location with Additions and Renovations provided to accommodate the restructuring of the school.

 

c)    Architects for the above referenced Breaux Bridge District Schools, as follows:

 

1)    Breaux Bridge Primary and Elementary Campus Additions and Renovations (excluding renovations and additions to the Cafeteria Building) Architectural and Engineering Consultants, Inc. (firm associated with Joey Picard)

2)    Breaux Bridge Primary and Elementary Cafeteria Additions and Renovations – Angelle Architects, LLC (This building was originally designed by Angelle Architects, LLC)

3)    Breaux Bridge Jr. High Expansion – Architectural Solutions, LLC (firm principal is Al Blanchard)

 

d)    Funding of Breaux Bridge School District Construction related to the Reconfiguration Plan referenced above in items 1, 2, and 3 with the following funds:

 

1)    2013 Bond Breaux Bridge District Construction Funds                $2,686,682

2)    2013 Bond BBE HVAC, Doors, Roofing Construction Funds          $224,508  

3)    2013 Bond Parish-wide Improvements Construction Funds          $2,030,041

4)    2009 Bond Remaining BBE Construction Funds                           $262,130

Total Proposed Funding Sources

On the motion of Mr. Knott, seconded by Mr. Blanchard, and unanimously carried, the Board approved the following 2009 and 2013 Bond projects:

 

a)    Assigning the following 2013 Bond Projects to the following Architects and authorize the Architect to proceed through Schematic Design (15%), contingent upon Architect accepting the projects under the terms and conditions proposed by the School District.     If, after completion of the Program Completion Phase or the Schematic Design Phase that it is determined that, in the opinion of the Board, the Architect’s performance is not sufficient to warranty proceeding beyond the Schematic Design Phase, the School Board reserves the right to assign another Architect to proceed with the Project beyond the Schematic Design Phase.

 

1)    Athletic Facility Upgrades at 3 High Schools:  David Courville Architect, LTD

2)    Breaux Bridge Primary Abatement and Demolition of Portable Buildings:  Asbestos Abatement by Poché Prouet Associates, LTD

3)    Cecilia High School Additions and Renovations:  Structure Architecture, INC

4)    Cecilia Primary Additions and Renovations:  Architectural Solutions, LLC

5)    Teche Elementary Additions and Renovations:  David Courville Architect, LTD (This assignment includes a study of Elevator Upgrade, Replacement or Library Relocation with the Elevator/Library Evaluation to be on an hourly basis not to exceed $5000)

6)    Cecilia Jr. High Additions and Renovations:  Angelle Architects, LLC

7)    St. Martinville Primary Additions and Renovations:  Gil Weimer Architect

8)    St. Martinville Jr. High Additions and Renovations:  Architectural Solutions, LLC

9)    St. Martinville High School Additions and Renovations:  David Courville Architect, LTD

10) Parks Primary Additions and Renovations:  Architectural & Engineering Consultants, Inc.

11) Parks Middle Additions and Renovations: Structure Architecture, INC

12) Catahoula Additions and Renovations:  Structure Architecture, INC

13) Stephensville Additions and Renovations:  Architectural & Engineering

14) Breaux Bridge District AC Upgrade:  Poché Prouet Associates, LTD  (On an hourly basis not to exceed the maximum limit)

15) Parish Wide Conduit and Cabling projects:  Thomassee & Associates, LLC

 

b)    Advertising for bids for Cabling Upgrades at 3 Schools (BBP, BBE, and BBJH – 2013 Bond) and authorize Superintendent to award to lowest responsible bidder in order to apply for Erate funding

On the motion of Mr. Fuselier, seconded by Flegeance, and unanimously carried, the Board adjourned.
