MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge City Hall with the following members present: Messrs. Floyd Knott, President, Aaron Flegeance, James Blanchard, Russel C. Foti, Robert E. Hollier, Richard Potier, Frederic Stelly, Mark Hebert, and Ms. Wanda Babin.
ABSENT: Mr. Steve Fuselier
The meeting was called to order by Floyd Knott, President.
Mr. James Meaux and Ms. Noelle Prados, Virtual Learning Program Facilitators, were recognized as the October Employees of the Month sponsored by Southern Scripts.
The following St. Martin Parish Teachers/Principals of the Year were honored:

The following items were removed from the agenda:
a) Consider and/or approve granting a campsite lease to Mr. Ricky Berthelot in the Bell River area for $400 per year
b) Consider and/or approve assigning the following 2009/2013 Bond projects and authorize the Architect to proceed through Schematic Design, contingent upon Architect accepting the projects:
1) Cecilia High School 4 to 6 New Classrooms and Concrete Drive to Angelle Architects (2009/2013 Bond)
2) Cecilia Jr. High 6 New Classrooms to Angelle Architects (2013 Bond)
3) Track Upgrades and Turf Feasibility Study at 3 High Schools to David Courville Architect (2013 Bond)
The following items were removed from the consent agenda:
a) Consider and/or approve assigning the following 2009/2013 Bond project and authorize the Architect to proceed through Schematic Design, contingent upon Architect accepting the project:
1) Demolition at 3 sites (Old ELC, Old SMHS (2 building) and Arnaudville Voting Building), to Gil Weimer Architect (2013 Bond)
b) Consider and/or approve the Breaux Bridge District Reconfiguration which is proposed to include moving 2 grades from Breaux Bridge Elementary to Breaux Bridge Primary site and moving 1 grade from Breaux Bridge Elementary to Breaux Bridge Jr. High
The Board unanimously approved the following consent agenda items:
a) Minutes of the following meetings:
· Regular Meeting of October 2, 2013
· Finance Committee Meeting of November 6, 2013
b) Finance Committee recommendations:
· Purchase of five (5) regular education buses with general fund surplus funds
· Allocating $50,000 from 2009 Bond Parish-wide funds for “Operation Capital Improvements”
· All future 2009 and 2013 Bond action and/or information items will not require Finance Committee approval as long as funds do not exceed district funds and remain within the category of funding. Items will be presented directly to School Board for approval.
c) Request for waiver of sales tax penalties for Cudd Pressure Control, Inc.
d) Ordinance providing for the continued levy within the Parish of St. Martin, State of Louisiana, effective June 1, 2014, of a one percent (1%) sales and use tax upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and on sales of services in said Parish, providing for the assessment, collection, payment thereof and the dedication of the proceeds of said tax and the purpose for which the proceeds of the tax may be expended, such tax having been authorized at a special election held in said Parish on May 4, 2013 (attached as Exhibit A)
e) Recommendation of the administration for the acceptance of bids on the following:
· Tires to Area Wholesales Tire Co. Inc. in the amount of $58,042.28
· Two (2) Utility Trucks with Utility Box and Ladder Rack to Lamarque Ford Inc. in the amount of $28,114.50
· Two (2) Cargo Vans with Utility Bins and Ladder Rack to Lamarque Ford Inc. in the amount of $21,347.50
f) Release of request for proposal for district website hosting
g) Contract with the National SAM Innovation Project (NSIP)
h) Transferring the campsite lease of Mr. Phillip “T-Sue” Roberts to Mr. Brian Theriot
i) Granting a servitude to Enterprise Liquids Pipeline LLC for the purpose of adding an additional pipeline servitude near an existing pipeline corridor in the aforementioned sections
j) Ratifying the mineral lease with ORB Exploration on Section 16 Township 10S Range 8E dated 1986 in order to retrieve royalties of approximately $100,000
k) Allocating $100,000 from the recent Shell pipeline servitudes and $100,000 from the escrowed royalties from the ORB Exploration well from Section 16 T10E R8S and all future monthly royalties from this well to establish a fund for the purchase of computers for PARCC testing and the future purchase of buses
l) Allowing McMoran Oil and Gas Co. LLC to assign an undivided interest in its lease to Energy Onshore, LLC and Tex Monfrief Exploracount II LLC covering state lease 20928
m) Resolutions:
· Implementation of a three-year “hold harmless” period of transition for Common Core State Standards (attached as Exhibit B)
· Expressing the condolences of the entire school system to the family of Harrison Wright (attached as Exhibit C)
n) Personnel Changes:
· Request for extra employment pay for Corita Andrus, Mandy Angelle, Cabrini Benoit, Ashley Bonvillain, Dana Broussard, Brenda Davis, and Ashley Howard for Cecilia Primary’s After-Care Program for the month of September, 2013
· Request for extra employment pay for Angela Toncrey, Rena David, Tonia Theriot, Crissy Frederick, Kate Gary, Theresa Blankenship, Regina Smart, and Catherine L. Meche for Parks Primary’s After-Care Program for the months of August and September, 2013
· Payment for Cecilia Senior High’s assistant coaching duties (K. Francis) (OPPOSED: Mr. Hebert)
o) 2009 and 2013 Bond Program
1) Substantial Completion for the following 2009 Bond projects:
· Cecilia High School New Multipurpose Building
(OPPOSED: Mr. Hebert)
· Breaux Bridge Jr. High Cafeteria Renovations
2) Increasing the budget for 2009 Bond project Cecilia High School Band Room Renovation from $180,000 to $320,000 to include walls repairs and related AC and electrical work
3) Funding IT (Technology) Feasibility work being done by Thomassee & Associates and Poché Prouet from remaining 2009 Parish-wide funds in lieu of 2013 Bond funds
4) Assigning the following 2009/2013 Bond projects and authorize the Architect to proceed through Schematic Design, contingent upon Architect accepting the projects:
· Early Learning Center reroofing and associated repairs and painting of Cafeteria and 1st Grade Building and canopy repairs to Gil Weimer Architect (2013 Bond)
· Parish-wide Doors and Hardware Upgrade to David Courville Architect (2013 Bond)
· Parish-wide Backflow Preventers to Poché Prouet Associates, Ltd. (2013 Bond)
· Surge protector at SMJH to Thomassee and Associates
5) Accepting the proposal from Gulf States Automation for Energy Management System Replacement at St. Martinville Jr. High for $71,111 (2013 Bond)
6) Accepting proposal from Southern Constructors for repair of damaged canopy at St. Martinville Primary not to exceed $17,585. (School Board to continue efforts to get reimbursement from responsible party).
7) Authorizing the procurement of Food Services equipment by School Board personnel, not requiring construction (2013 Bond)
8) Allowing Change Order not exceeding $20,000 or 10% of the contract amount (whichever is less) that would impact progress of work, to be approved by Superintendent, as long as there are sufficient funds available. All Change Orders will be reported at subsequent School Board meeting.

On the motion of Mr. Blanchard, seconded by Mr. Hollier, and unanimously carried, the Board approved assigning the following 2009/2013 Bond project and authorizing the Architect to proceed through Schematic Design, contingent upon Architect accepting the project:
Demolition at 3 sites (Old ELC, Old SMHS (2 building) and Arnaudville Voting Building), to Gil Weimer Architect (2013 Bond)
ABSENT: Mr. Fuselier
On the motion of Mr. Hollier, seconded by Mr. Blanchard, and carried, the Board approved to proceed through Schematic Design for the Breaux Bridge District Reconfiguration.

OPPOSED: Mr. Potier and Mr. Stelly

On the motion of Mr. Stelly, seconded by Mr. Foti, and unanimously carried, the Board adjourned.
