MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge City Hall with the following members present:  Messrs. Floyd Knott, President, Steve Fuselier, Aaron Flegeance, James Blanchard, Russel C. Foti, Robert E. Hollier, Richard Potier, Frederic Stelly, Mark Hebert, and Ms. Wanda Babin.

 

                ABSENT:              None

 

                The meeting was called to order by Floyd Knott, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

                Brody Colligan, Breaux Bridge High School student, was honored with an Engineering/Architecture Scholarship from Poche Prouet Associates.

 

                Mr. Louis Blanchard was recognized as the Principal of Breaux Bridge High School.

                Mr. Daniel LeBouef was recognized as the Principal of Cecilia High School.

                Ms. Bridget Bergeron was recognized as the Principal of Parks Primary School.

                Dr. Wanda Phillips was recognized as the Principal of Parks Middle School.

                Ms. Latonia Cretain was recognized as the Principal of Teche Elementary School.

 

                Ms. Christine Gerard, Speech Therapist at the Early Learning Center, was recognized as the April Employee of the Month sponsored by Southern Scripts.

 

                Ms. Michelle Richard, Librarian at Catahoula Elementary, was recognized as the May Employee of the Month sponsored by Southern Scripts.

 

                Dr. Lottie Beebe, Director of Human Resources, presented the 2013 Education Major Scholarships to the following recipients:

 

                Haley Newsome, Breaux Bridge Senior High

                Danitra Alexander, Cecilia Senior High

                Fifty-three retirees were recognized and honored.

                Discuss purchase of property near Breaux Bridge Junior High School was added to the agenda.

 

The following items were removed from the agenda:

 

a)       2009 Bond Program – Acknowledge status of construction of New Instructional Center to be presented at the meeting.

 

b)       Finance Committee recommendation regarding school finance budget proposals with the exception of the student teacher ratio

 

On the motion of Mr. Blanchard, seconded by Mr. Foti, and unanimously carried, the Board approved the following consent agenda items:

 

a)       Minutes of the following meetings:

 

·         Regular Meeting of May 1, 2013

·         Finance Committee Meeting of May 22, 2013

 

b)       Finance Committee recommendations:

 

·         Transfer of funds for Cecilia Junior High internal capital project budgets for the gym floor and roof

·         Workers Compensation insurance coverage renewal proposal with Safety National (Brown & Brown, LLC)

·         Statement of Work with Pearson Connections Learning to address virtual learning choice options for grades 1-6

·         Resolution stating that all funds for Sales Tax II are used in the same fashion as the past three years (attached as Exhibit A)

 

c)       Request for waiver of sales tax penalties for Total Life Care Rx Pharmacy, LLC

 

d)       Several resolutions indicating the authorized signatures on school and school board accounts effective July 1, 2013

 

e)       Adoption of a resolution canvassing the returns and declaring the result of the special election held in St. Martin Parish School District, Louisiana, on Saturday, May 4, 2013, to authorize the incurring of debt and issuance of bonds and the renewal and rededication of a sales and use tax therein (attached as Exhibit B)

f)        Adoption of a resolution authorizing the advertising for bids for the purchase of $5,000,000 of General Obligation School Bonds, Series 2013, of St. Martin Parish School District, Louisiana and providing for other matters in connection therewith (attached as Exhibit C)

 

g)       Recommendation of the administration for the acceptance of bids on the following:

·         Milk and Milk Products – Borden’s

·         Milk and Milk Products (Stephensville) – Kleinpeter’s

·         Bread and Bread Products – Flowers Baking Co. of Lafayette, LLC

 

h)       Letter of Assurance of Continued Employment as envisioned by ACT 745 of 1977

 

i)         2013-2014 School Board Meeting Dates (attached as Exhibit D)

 

j)        Teche News as the official journal for the 2013-2014 school session

 

k)       Contract renewal for School Resource Officers

 

l)         Policy revisions necessitated by changes to Bulletin 741, Louisiana Handbook for School Administrators:

n)       Memorandum of Understanding (MOU) between Louisiana Youth for Excellence and St. Martin Parish School Board

 

o)       2013-2014 Student and Parent Handbook/Discipline Policy with the exception of page 67, item M – Long Term Loss of Participation in Extracurricular Activities

 

p)       Personnel Changes:

 

·         Payment for Breaux Bridge Senior High Assistant Baseball Coach (G. DeVillier)

·         Request for extra employment pay for Corita Andrus, Mandy Angelle, Cabrini Benoit, Ashley Bonvillain, Dana Broussard, Brenda Davis, and Ashley Howard for Cecilia Primary’s After-Care Program for the months of April and May, 2013

·         Request for extra employment pay for Catherine Meche, Rena David, Julie Laviolette, Angela Toncrey, Trisha Chauvin, and Theresa Blankenship for Parks Primary’s After-Care Program for the months of April and May, 2013

·         Special Services contracts for students with disabilities as mandated by Bulletin 1706

·         Advertisement for principal at Breaux Bridge Senior High, Teche Elementary and Parks Primary (Ratify)

 

q)       2009 Bond Program

 

·         Advertising for the Breaux Bridge Primary Renovations

·         Awarding St. Martinville Primary Drainage to the apparent low bidder, if the bids are within the budget available for the project.

·         Allowing the Superintendent to award St. Martinville Jr. High School Commons and Parking to the apparent low bidder, if the bids are within budget available for this project

·         Allowing the Superintendent to approve Partial Substantial Completion for the Parks Primary New Multipurpose & Classrooms project (Multipurpose and Restroom portion only) prior to the July School Board meeting to allow the campus to occupy the buildings prior to the next Board meeting.

·         Acknowledge action by Superintendent based on approval at May 2013 School Board meeting:

 

1.       Awarded St. Martinville High School Restrooms project to apparent low bidder, Southern Constructors in the amount of $254,000 ($224,000 Base Bid + $30,000 Alternate No. 1)  Southern Constructors is the contractor currently on the job.

 

r)        Advertising for the Abatement and Demolition of the Old Instructional Center, except for the main computer system area

 

s)        Extending the contract with Poche Prouet Associates to provide Project Management Services for the New Bond Program on the same terms and conditions

 

Board Member James Blanchard discussed adding funds for supplements to the budget for the upcoming school year.

 

On them motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
