MINUTES

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Richard Potier, Robert E. Hollier, Steve Fuselier, and Frederic Stelly.

ABSENT:              Ms. Wanda Babin

The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

Ms. Brenda Courville, Ms. Tina Fuselier, and Ms. Ellen Taylor, Human Resources Department, were recognized as the Taylor and Sons August Employees of the Month.

Ms. Lottie Beebe, Director of Human Resources, presented the Outstanding School Support Personnel winners with trophies:

-    Brenda Castille, Breaux Bridge Primary

-    Perry Babineaux, Breaux Bridge Elementary

-    Helen Singleton, Cecilia Primary

-    Irene Sieber, Early Learning Center

-    Lynette George, St. Martinville Primary

-    Cheryl Dugas, Catahoula Elementary

-    Samantha Landry, Stephensville Elementary

-    Ji Angelle, Cecilia Junior High

-    Edward Chevalier, Cecilia High

-    Gayle Jones, Breaux Bridge High

-    Kawanza Batiste, Teche Elementary – Primary/Elementary Level  Outstanding Support Personnel of the Year

-    Crystal Laperouse, Breaux Bridge Junior High – Middle School Level  Outstanding Support Personnel of the Year

-    Lori Capritto, St. Martinville Senior High – High School Level  Outstanding Support Personnel of the Year

The item regarding policy revisions was postponed.

The following items were removed from the consent agenda:

a)                   Consider and/or approve resolution with the Department of Natural Resources on Section 16 land

b)                   Consider and/or approve granting permission to Theophilus Oil, Gas, & Land Services LLC to apply to the state mineral board for a mineral lease in lower St. Martin Parish on Section 16, Township 13 South, Range 11 East

                On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following consent agenda items:

a)                   Minutes of the following meetings:

·        Regular Meeting of August 1, 2012

·  Special Meeting of August 15, 2012

b)                   2009 Bond Program

·      Substantial Completion for Bus Shop Renovations

·      Substantial Completion for Breaux Bridge Jr. High Cafeteria Roof

·      Acceptance of Design Development plans and allow consultant to proceed through advertising for New Instructional Center

c)                   Denied request for waiver of sales tax penalties for Enterprise Products Operating LLC

d)                   Renewal of Intergovernmental Agreement with the 16^th Judicial District Attorney’s Office to operate the TASK/Early Intervention Program in all Title I Schools

e)                   TARGET Memorandum of Understanding with SLCC Evangeline Campus in St. Martinville

f)                    Crisis Response Policy for the 2012-2013 School Year

g)                   Designating September 16-22, 2012 as Yellow Ribbon Youth Suicide Awareness and Prevention Week

h)                   Personnel Items:

·     Advertisement for Superintendent (ratify)

·     Advertisement for Supervisor of Title I Reading (ratify)

·     Paraprofessional Termination

ABSENT:              Ms. Babin

On the motion of Mr. Hebert, seconded Mr. Potier, and carried, the Board approved not to accept the resolution with the Department of Natural Resources on Section 16 land.

OPPOSED:            Mr. Blanchard

ABSENT:              Ms. Babin

On the motion of Mr. Hebert, seconded by Mr. Hollier, and unanimously carried, the Board approved granting permission to Theophilus Oil, Gas, & Land Services LLC to apply to the state mineral board for a mineral lease in lower St. Martin Parish on Section 16, Township 13 South, Range 11 East.

ABSENT:              Ms. Babin

The Public Hearing was opened and closed.

On the motion of Mr. Potier, seconded by Mr. Flegeance, and carried, the Board approved the adoption of the budget for general and special revenue funds for the year ending June 30, 2013.

OPPOSED:            Mr. Hebert

ABSENT:              Ms. Babin

A motion was made by Mr. Hollier and seconded by Mr. Flegeance to approve the recommendation of the architect and move the New Instructional Center building back.  The motion was then voted on and failed, as follows:

FOR:                     Mr. Hollier, Mr. Flegeance, Mr. Fuselier, and Mr. Blanchard

OPPOSED:            Mr. Knott, Mr. Foti, Mr. Potier, and Mr. Stelly

ABSTAINED:      Mr. Hebert

ABSENT:              Ms. Babin

On the motion of Mr. Knott, seconded by Mr. Foti, and carried, the Board approved the original plan utilizing the front lot.

FOR:                     Mr. Knott, Mr. Foti, Mr. Potier, Mr. Hollier, and Mr. Stelly

OPPOSED:            Mr. Flegeance, Mr. Fuselier, and Mr. Blanchard

ABSTAINED:     Mr. Hebert

ABSENT:              Ms. Babin

On the motion of Mr. Blanchard, seconded by Mr. Potier, and carried, the Board approved a change in policy in hiring local personnel over out-of-parish personnel.

ABSTAINED:     Mr. Hollier

ABSENT:              Ms. Babin

The Board discussed the following items:

a)                   Advertisement for Chief Financial Officer

b)                   Paying expenses for school board members for the LSBA convention

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board adjourned.
