MINUTES

 

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Mark Hebert, Aaron Flegeance, Russel C. Foti, Robert E. Hollier, Richard Potier, Frederic Stelly, Floyd Knott and Ms. Wanda Babin.

 

ABSENT:  Mr. Steve Fuselier

 

The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance. 

 

Ms. Tina Trosclair with Horace Mann announced Samantha Meche as the LRCE fourth nine weeks school winner.

 

Agenda Item #15, consider and/or approve appropriate action required for Superintendent’s recommendation on the value engineering for the Parks Primary New Multipurpose, was pulled from the agenda.

 

On the motion of Mr. Stelly, seconded by Mr. Hollier and carried, the Board approved the following consent agenda items (OPPOSED:  Mr. Potier):

 

·         Minutes of the Regular Meeting of June 6, 2012

·         Funding shortfall from Internal Capital Projects Fund for new Instructional Center

·         Waiver of sales tax penalties for Nsoro MasTec

·         Contract with Tax Compliance & Recovery LLC

·         Request to “piggyback” on Caddo Parish’s Library Books Bid

·         Request to issue a Request for Proposal for telecommunications service

·         Amendment to Policy EGAA that would direct injured employees to a preferred and preapproved occupational medicine clinic and/or physician

·         Changes to the St. Martin Parish Pupil Progression Plan for the 2012-2013 school session

·         Revisions to the following St. Martin Parish School Board Policies:

 

-School Superintendent Legal Status (File: ABE)

-Employment of Superintendent (File:  CBD)

-Evaluation of the Superintendent (File:  CBI)

-Employment Contracts and Compensation (File:  GBA)

-Superintendent Powers and Responsibilities (File: CBB)

-School Principals (File:  CDA)

 

On the motion of Mr. Flegeance, seconded by Mr. Potier and carried, the Board approved the high bid from Orel Ledet ($1,500/year for 15 years) for the lease of 40 arpents of land located near Pecan Villa Apartments.

 

OPPOSED:  Mr. Hollier, Mr. Knott, Mr. Hebert

 

On the motion of Mrs. Babin, seconded by Mr. Foti and unanimously carried, the Board approved an Intergovernmental Agreement with the City of St. Martinville for $6,000.00 to assist with funding for renovations to restroom/concession stand in Magnolia Park.

 

On the motion of Mr. Hebert, seconded by Mr. Foti and unanimously carried, the Board directed administration to post all openings on the School Board website and email/postal mail the opening to all Board Members at least 30 days prior to the appointment.

 

Board Member, Mark Hebert, discussed the option of contracting outside janitorial, lawn, food and bus driver services.  Mr. Hebert requested administration to complete a cost analysis report for the Board to review.

 

On the motion of Mr. Flegeance, seconded by Mr. Potier and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Potier, seconded by Mrs. Babin and unanimously carried, the Board came out of Executive Session.

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance and unanimously carried, the Board authorized Superintendent Lavergne to entertain and discuss options provided by the Department of Natural Resources that would allow for a conservative easement on the 640 acres in the basin.               

               

On the motion of Mr. Foti, seconded by Mr. Flegeance and carried, the Board approved the Academic Credit Appeal on Student A.
