MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Steve Fuselier, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Robert E. Hollier, Richard Potier, Frederic Stelly, and Ms. Wanda Babin.

 

                The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance. 

 

ABSENT:  Richard Potier

 

                Ms. Tina Trosclair with Horace Mann announced Melissa Cormier as the LRCE third nine weeks school winner.

 

Ms. Lottie Beebe announced Lynn Boudreaux as the Taylor and Sons March Employee of the Month.

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following consent agenda items:

               

a)       Minutes of the following meetings:

·         Regular Meeting of March 7, 2012

·         Special Meeting of March 28, 2012

·         Finance/Insurance Committee Meeting of March 28, 2012

 

b)       Finance/Insurance Committee recommendations:

·         Adoption of a 2% increase in group health insurance premium rates for employees (all categories) effective for July 2012 premiums. ABSTAINED:  Floyd Knott

·         Authorize staff to negotiate a contract for Reinsurance

·         Authorize staff to continue negotiations with Lafayette General Hospital and/or other such health providers

·         Approval on the following recommendations

o    Obtaining the required malpractice insurance for health centers (estimate cost $15,000)

o    Renewal of Crime, Electronic Data Processing, and Scholastic Entity Liability Package with the same coverage as the current year (estimated at $186,076)

o    Renewal of Property & Casualty Insurance with the same coverage as the current year (estimated at $526,725)

o    Approval of a resolution regarding electing to opt out of coverage for uninsured motorists

o    Review the statement values

 

c)       Approve bid on Janitorial Supplies

 

d)       Approve request for permission to call for bids on the following:

·         Informal Meat & Grocery (informal)

·         Bread & Bread Products

·         Milk & Milk Products

·         Milk & Milk Products (Stephensville)

 

e)       Approve the following requests from St. Martin Parish Government:

·         Utilize School Food Service facilities for a summer program June 1, 2012 to July 15, 2012

·         Utilize current bid prices and vendors from 2011-2012 school year

 

f)        Consider and/or approve request to advertise for the sale of alligator tags allocated to the St. Martin Parish School Board property

 

g)       Consider and/or approve request for Use of School Facility

 

h)       Consider and/or approve a proclamation designating April 8-14, 2012 as National Library Week

 

i)         2009 Bond Program

 

·         Approve Partial Substantial Completion for Parks Primary New Library Classroom

 

ABSENT:  Richard Potier

 

On the motion of Mr. Fuselier, seconded by Ms. Babin and unanimously carried, the Board awarded St. Martinville High School New Multipurpose Addition to Southern Constructors, LLC.

 

                On the motion of Mr. Knott, seconded by Mr. Stelly and unanimously carried, the Board awarded Cecilia Primary New Classrooms to M. D. Descant Inc.-give permission to go to next contractor.

 

                On the motion of Mr. Hollier, seconded by Mr. Fuselier and carried, the Board awarded Breaux Bridge Junior High Virtual School Renovations to E. L. Habetz.

 

OPPOSED:  Mr. Hebert

ABSTAIN:  Mr. Fuselier

 

                On the motion of Mr. Flegeance, seconded by Mr. Stelly and unanimously carried, the Board awarded the sale of alligator eggs on St. Martin Parish School Board to James Reggie Little for $5 per egg set.

 

ABSTAIN:  Mr. Flegeance

 

                The President opened the floor for a Public Hearing to hear any comments regarding the millage.  On the motion of Mr. Potier, seconded by Mr. Flegeance and unanimously carried, the Board closed the Public Hearing.

 

On the motion of Mr. Fuselier, seconded by Mr. Hebert and unanimously carried, the Board approved to adopt the millage rates for the tax year 2012.

 

                Mr. Greg Guirard and Ms. Sara Nau appeared before the Board to address the lumber contract in the Basin.

 

                Mr. Russel Foti readdressed the issue regarding the lumber contract on Section 16 lands in the Basin.

 

On the motion of Mr. Hebert, seconded by Mr. Hollier and unanimously carried, the Board approved allowing an outside agency limited use for classroom portion of Driver’s Education as a one year pilot program.

 

                A motion was made by Mr. Knott and seconded by Mr. Blanchard to eliminate the Maintenance Committee.  The Board voted on the motion and it failed as follows:

 

FOR:   Mr. Blanchard, Mr. Knott, Mr. Hollier

OPPOSED:  Mr. Foti, Mr. Potier, Mr. Fuselier, Ms. Babin, Mr. Stelly, Mr. Hebert

ABSTAIN:  Mr. Flegeance

 

                Mr. Blanchard as President then appointed Frederic Stelly as Maintenance Committee Chairman.

 

                On the motion of Mr. Knott, seconded by Mr. Hebert and unanimously carried, the Board approved setting the Education Committee meetings to a minimum of a three hour meeting once a year.

 

                A motion was made by Mr. Knott and seconded by Mr. Potier to combine the Finance and Insurance Committees.

 

                An amendment to the motion was made by Mr. Blanchard and seconded by Ms. Babin to limit the committee to Board Members.  The Board voted on the amendment and it failed as follows:

 

FOR:  Ms. Babin, Mr. Blanchard, Mr. Stelly, Mr. Hebert

OPPOSED:  Mr. Fuselier, Mr. Hollier, Mr. Potier, Mr. Knott

ABSTAIN: Mr. Flegeance, Mr. Fuselier

 

                The original motion was then voted on and carried as follows:

 

FOR:  Mr. Fuselier, Ms. Babin, Mr. Flegeance, Mr. Blanchard, Mr. Foti, Mr. Potier, Mr. Stelly, Mr. Knott, Mr. Hebert

OPPOSED:  Mr. Hollier

 

                On the motion of Mr. Knott, seconded by Mr. Potier and carried, the Board approved discontinuing all special committees.

                On the motion of Mr. Hebert, seconded by Mr. Hollier and unanimously carried, the Board approved Personnel Changes:
