MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Robert E. Hollier, Richard Potier, Frederic Stelly, and Ms. Wanda Babin.
ABSENT: Mr. Steve Fuselier
The meeting was called to order by James Blanchard, President. Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.
Ms. Mary Kinler, teacher at the Early Learning Center, was recognized as the Taylor and Sons February Employee of the Month.
The following items were removed from the consent agenda:
a) Consider and/or approve a substitute athletic related project for St. Martinville Senior High School
b) Consider and/or approve resolution regarding Education Reforms
On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the following items were added to the agenda:
a) Consider and/or approve resolutions regarding Education Reforms
b) Consider and/or approve authorization for the Superintendent to have a Staff Development Day on Thursday, March 15, 2012

On the motion of Mr. Stelly, seconded by Mr. Foti, and unanimously carried, the Board approved the following consent agenda items:
a) Minutes of the following meetings:

· Special Meeting of February 29, 2012
b) Advertising for the harvest of alligator eggs on St. Martin Parish School Board property
c) Proposed 2012-2013 School Calendar for St. Martin Parish Schools
d) Pilot after-school art enrichment program at Parks Primary School
e) Resolution designating March 19-23, 2012 as Violence Prevention Week (attached as Exhibit A)
f) Designating March 30-April 5, 2012 as Attendance Awareness Week
g) 2009 Bond Program
· Substantial Completion for St. Martinville Primary New Restrooms
· Awarding Bus Shop Renovations to the apparent low bidder, E.L. Habetz Builders in the amount of $229,000 for Base Bid only. The Base Bid is within the budget available for the project.

On the motion of Mr. Foti, seconded by Ms. Babin, and carried, the Board approved a substitute athletic related project for St. Martinville Senior High School.
OPPOSED: Mr. Knott and Mr. Hebert

On the motion of Mr. Potier, seconded by Mr. Foti, and unanimously carried, the Board approved resolutions regarding Education Reforms (attached as Exhibit B).

On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the Board approved authorization for the Superintendent to have Staff Development Day on Thursday, March 15, 2012.

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved awarding Breaux Bridge Primary Multipurpose to Acadiane’ Renovations, Ltd.

Superintendent Lavergne asked the Executive Secretary, Wynde C. Frederick, to issue a ballot to each Board Member to vote on an architect for the new Instructional Center. The ballots were turned in to Ms. Frederick who handed the ballots to Mr. Mark Boyer, Legal Counsel, to read.

On the motion of Mr. Flegeance, seconded by Mr. Hebert, and carried, Architect & Engineering Consultants, Inc. was selected as the Architect for the New Instructional Center.

ABSENT: Mr. Fuselier
Mr. Dean A. Wilson, Atchafalaya Basinkeeper, appeared before the Board requesting possible reconsideration of the timber sell for Section 16 in the Atchafalaya Basin. On the motion of Mr. Hebert, seconded by Mr. Flegeance, and carried, the Board approved to suspend policy and allow Mr. Wilson ten minutes to speak.

Attorney Mark Boyer will research the statute.
On the motion of Mr. Hollier, seconded by Mr. Foti, and carried, the Board approved the following Professional Personnel Changes on the Personnel Addendum:

ABSENT: Mr. Fuselier
Board Member Floyd Knott expressed concerns regarding the St. Martin Parish School Board policy on committees. A recommendation was made to continue to follow the current policy, removing the maintenance committee. No action was taken.
Board Member Mark Hebert discussed creating a policy allowing an outside agency limited use for the classroom portion of Driver’s Ed, so students can do instructional time here in St. Martin Parish.
On the motion of Ms. Babin, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Potier, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Flegeance, seconded by Mr. Foti, and unanimously carried, the Board approved the proposed settlement in the matter entitled Susan Toucheck vs. SMPSB, Docket No. 11-00540, OWC-Dist. 9.
