MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Russel C. Foti, Steve Fuselier, Robert E. Hollier, Richard Potier, Frederic Stelly, and Ms. Wanda Babin.

 

                ABSENT:              Mr. Aaron Flegeance

 

                The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

                Ms. Regina Smart, Teacher at Parks Primary School, was recognized as the Taylor and Sons January Employee of the Month.

 

                ABSENT:              None

 

                Consider and/or approve granting permission to Pinnacle Leasing L.L.C. to apply to the state mineral board for a mineral lease in lower St. Martin Parish on Section 16, Township 13 South, Range 13 South was removed from the consent agenda.

 

                On the motion of Mr. Hebert, seconded by Mr. Knott, and unanimously carried, the Board approved the following consent agenda items:

 

a)                   Minutes of the Regular Meeting of January 11, 2012

b)                   Request for waiver of sales tax penalties for Quality Tools and Services Inc.

c)                   Request for permission to call for bids on Janitorial Products for 2012-2013

d)                   Resolution regarding Unfunded Mandates (attached as Exhibit A)

e)                   Guidelines for Virtual Program

f)                    Declaring the month of February as National School Based Health Center Month

g)                   Elimination of the Driver’s Education Program

h)                   Opening a public funds NOW account at Iberia Bank

 

On the motion of Mr. Hollier, seconded by Mr. Flegeance, and unanimously carried, the Board approved adopting a resolution giving preliminary approval to the issuance of not exceeding $2,600,000 of General Obligation School Refunding Bonds, of St. Martin Parish School District, Louisiana; making application to the State Bond Commission for approval of said Bonds; and providing for other matters in connection therewith.

 

On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, the Board approved adopting a resolution providing for the issuance and sale of $2,580,000 of General Obligation School Refunding Bonds, Series 2012, of St. Martin Parish School District, Louisiana; and providing for other matters in connection therewith.

 

                Mr. Ted Uhall introduced his Driver’s Ed Program, All-Star Driving Academy, offered to teenagers.

 

                The Board amended the item relative to the mineral lease to include two additional pieces of property. 

 

On the motion of Mr. Knott, seconded by Mr. Hollier, and unanimously carried, the Board granted permission to Pinnacle Leasing L.L.C. to apply to the state mineral board for a mineral lease in lower St. Martin Parish on Section 16, T 13S, 11E, Section 16, T13S, R 12E, Section 16, T 14 S, R 12 E, Section 16, T 14 S, R 13 E.

 

                On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved Partial Substantial Completion of Teche Elementary New Classrooms project, for Building J only.

 

                On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved Change Order No. 3 for Teche Elementary New Classrooms project, for modifications to original Computer Room included in original contract.  Cost, not to exceed $18,000, is within the budget available for campus.

 

                On the motion of Mr. Hebert, seconded by Mr. Potier, and carried, the Board approved the increase in the budgets available for 3 Multipurpose Buildings at Parks Primary, Breaux Bridge Primary and Cecilia High School, due to new Fire Marshall issues concerning sprinkling these new buildings.  The increase could be as much as $100,000 per school and funds will come from available funds within the school or school district’s available Bond moneys.

 

                OPPOSED:            Mr. Knott

 

                Board President James Blanchard and Board Member Floyd Knott expressed concerns regarding bus routes and buses traveling on private property.  Board Attorney Mark Boyer will petition for a declaratory judgment from the court. 

 

                Board Member Floyd Knott discussed the following:

 

a)           Funds for the new Instructional Center

b)           St. Martin Parish School Board’s policy on committees

c)           Governor Jindal’s Education Reforms

 

On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and carried, the Board approved the recommendation of the administration to schedule a tenure hearing.

 

OPPOSED:            Mr. Potier

 

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Hollier, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session.

 

On the motion of Mr. Hebert, seconded by Mr. Foti, and unanimously carried, the Board approved a 2 day suspension without pay for Employee A.

 

On the motion of Mr. Hebert, seconded by Ms. Babin, and carried, the Board approved the resignation of Employee B.

On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved the following Personnel Changes:
