BREAUX BRIDGE, LOUISIANA MINUTES

 

 

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Richard Potier, Robert E. Hollier, Steve Fuselier, Frederic Stelly, and Ms. Wanda Babin.

 

ABSENT:               None

 

The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

Ms. Wynde Frederick, Executive Secretary to the Superintendent, was recognized as the Taylor and Sons August Employee of the Month.

 

Ms. Brenda Courville, Supervisor of Human Resources, presented the Outstanding School Support Personnel winners with trophies:

The meeting was recessed for ten minutes for refreshments. The following items were removed from the agenda:

 

a)  Presentation by Mike Hefner regarding redistricting

 

b)  Board Member’s request to discuss the hourly rate being paid on stipends to professionals and paraprofessionals

 

On the motion of Mr. Flegeance, seconded by Mr. Knott, and unanimously carried, the Board approved the following consent agenda items:

 

a)  Minutes of the following meetings:

 

•       Regular Meeting of August 3, 2011

•       Special Meeting of August 4, 2011

•       Insurance Committee Meeting of August 10, 2011

•       Special Meeting of August 17, 2011

•       Finance Committee Meeting of August 31, 2011

 

b)  Insurance Committee recommendation regarding changes in the Group Health Insurance Plan (attached as Exhibit A)

 

c)  Finance Committee recommendations:

 

•       Sales Tax Supplements from current operations for payment in May 2012, to be reflected in the annual budget

•       Transfer $1,000,000 from Sales Tax to General Fund for Operation of Schools, covering the General Fund deficit for the year ending June 30, 2012, to be reflected in the annual budget

•       Sales Tax Supplements from fund balance for payment in November 2011, to be reflected in the annual budget

 

d)  2009 Bond Program

 

1)  Substantial Completion of the following projects:

 

•       Breaux Bridge Junior High Gym Bleacher Repairs

•       Breaux Bridge High Walk-in Freezer

 

2)  Change Order No. 2 for Teche Elementary New Classrooms project for additional work and services associated with unforeseen conditions for a total maximum of $8,746.70.  There will be an additional Change Order at the October meeting for revisions to the Computer Lab as requested by the Owner after the project bid. Both Change Orders are within the available budget for the project.

 

3)   Costs for extension of IT wiring, etc. for technology associated with the Teche Elementary New Classrooms project.  This work was not included in the contractor’s scope of work as a cost savings measure, in order to coordinate direct with School Board’s IT Department.  Cost will not exceed $12,000 and exact figure will be presented at next meeting.  This cost is within the available budget for the project.

 

e)  Request for waiver of sales tax penalties for Picard’s Auto, Truck & Industrial, Inc. (Breaux Bridge and Henderson locations)

 

f)     Renewal of Intergovernmental Agreement with the 16th Judicial District Attorney’s Office to operate the TASK/Early Intervention Program in all Title I Schools

 

g)  Crisis Response Policy for the 2011-2012 School Year

 

h)  Proposed Policy:  File:  IDFAB: Sports Injury Management and Concussions

(attached as Exhibit B)

 

i)      Designating September 18-24, 2011 as Yellow Ribbon Youth Suicide Awareness and

Prevention Week

 

The Public Hearing was opened and closed.

 

On the motion of Mr. Hollier, seconded by Mr. Fuselier, and unanimously carried, the Board approved the Finance Committee recommendation to approve a resolution to adopt the budget for the General Fund and the several Special Revenue Funds for the year ending June 30,

2012.

 

On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Fuselier, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session.

 

A motion was made by Mr. Hebert and seconded by Mr. Fuselier to waive the existing policy for Insurance and Risk Management and allow the Board to vote (2/3 vote needed to waive the policy).  The motion was then voted on and failed, as follows:

A motion was made by Mr. Potier to appoint Stacey Jones as the 12 month custodian at St. Martinville Primary School.  The motion died for lack of a second.

 

On the motion of Ms. Babin, seconded by Mr. Flegeance, and unanimously carried, Anthony Faulk was appointed as a 12 month custodian at St. Martinville Primary School.

 

On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, Wendell Owens was appointed as a 12 month custodian at St. Martinville Primary School.

 

On the motion of Mr. Potier, seconded by Mr. Hollier, and unanimously carried, the Board approved the following Personnel Changes:

 

 

a)  St. Martinville Senior High ticket sellers for the 2011/2012 Basketball and Football seasons

 

b)  Request  for  extra  employment  pay  for  Corita  Andrus,  Cabrini  Benoit,  Dana Broussard, Brenda Davis, and Mary Jo Franciol for Cecilia Primary’s After-Care Program for month of August, 2011

 

c)  Appointment of positions for The Save the Children Program at St. Martinville

Primary and the Early Learning Center

 

d)  Special Services contracts for students with disabilities as mandated by Bulletin 1706

 

On the motion of Mr. Hollier, seconded by Mr. Hebert, and unanimously carried, the Board approved replacing the vacant registered nurse position with an advanced practice nurse practitioner for the Breaux Bridge School Based Health Center.

 

Superintendent Lavergne informed the Board Sarah Allen was his recommendation for the position of Principal at St. Martinville Primary School.  On the motion of Mr. Fuselier, seconded by Ms. Babin, and unanimously carried, the Board appointed Ms. Sarah Allen as Principal of St. Martinville Primary School.

 

On the motion of Mr. Foti, seconded by Mr. Hebert, and carried, the Board approved to eliminate the Foreign Language Coordinator position and postpone the advertisement of Parks Primary/Middle School Assistant Principal until next month.
