MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Steve Fuselier, Richard Potier, Robert E. Hollier, and Ms. Wanda Babin.
ABSENT: Mr. Frederic Stelly
The meeting was called to order by James Blanchard, President. Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.
Fifty-two retirees were recognized and honored.
Ms. Lottie Beebe, Director of Human Resources, presented the 2011 Education Major Scholarships to the following recipients:

Skye Longman, St. Martinville Senior High
Poché Prouet Associates honored Blair Guidry, Breaux Bridge High School student, with an Engineering/Architecture Scholarship.

Quote in the amount of $33,000 for Cecilia Primary Sale/Demolition of 6 Portable Buildings to Asbestos Tech

On the motion of Mr. Hollier, seconded by Mr. Potier, and carried, the Board approved Arthur J. Gallagher & Co. (Gallagher Benefit Services, Inc.) as the consulting firm for the group health plan.

A motion was made by Mr. Fuselier and seconded by Mr. Flegeance to approve the 2011-2012 Student and Parent Handbook/Discipline Policy.
A substitute motion was made by Mr. Hebert, and seconded by Mr. Knott to approve the 2011-2012 Student and Parent Handbook/Discipline Policy, with the exception of the following statement on page 78:
Furthermore, any student assigned to JCEP for the first time in grades 1-4, 5-8, or 9-12, upon successful completion of the program may be allowed to participate in extracurricular activities. After the first assignment, any other assignments to JCEP in grades 1-4, grades 5-8, grades 9-12 will result in the loss of participation in all extracurricular activities for 9 months from the date of entry (example; all clubs, band, prom, athletics, etc).
The substitute motion was then voted on and failed, as follows (2/3 vote needed to change a policy):
FOR: Mr. Fuselier, Mr. Flegeance, Mr. Hollier, Mr. Stelly, Mr. Knott, and Mr. Hebert
OPPOSED: Ms. Babin, Mr. Blanchard, Mr. Foti, and Mr. Potier

On the motion of Mr. Knott, seconded by Mr. Flegeance, and carried, the Board approved the recommendation of the administration to schedule a tenure hearing for both employees.

On the motion of Mr. Foti, seconded by Mr. Hebert, and carried, the Board approved to reconsider the 2011-2012 Student and Parent Handbook/Discipline Policy (2/3 vote needed to reconsider an agenda item).
OPPOSED: Mr. Stelly
On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the 2011-2012 Student and Parent Handbook/Discipline Policy, with the exception of the statement on page 78, as follows:

A motion was made by Mr. Hebert and seconded by Mr. Stelly to approve the Professional and Paraprofessional Personnel Changes, excluding Kaylyn Huval, Adrienne Huval, Javella Raheem, and Zachary Landry.
An amendment to the motion was made by Mr. Potier and seconded by Ms. Babin to remove the transfer of Shawne Taylor from Professional Personnel Changes. The amendment was then voted on and failed, as follows:

On the motion of Mr. Fuselier, seconded by Mr. Potier, and unanimously carried, the Board approved the request for extra employment pay for Theresa Blankenship, Trisha Chauvin, Catherine Guidry, Debbie Guillory, Angela Toncrey, Kim LeBlanc, and Crissy Frederick for the Parks Primary After-Care Program for the month of April, 2011.
Superintendent Lavergne informed the Board Angela McFaul was his recommendation for the position of Director of Federal Programs. On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board appointed Mrs. Angela McFaul as the Director of Federal Programs.
On the motion of Mr. Flegeance, seconded by Mr. Foti, and unanimously carried, the Board adjourned.
