MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Steve Fuselier,  Richard Potier, Robert E. Hollier, Frederic Stelly, and Ms. Wanda Babin.

 

                ABSENT:               None

 

                The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

The Board honored the 2010-2011 Students of the Year.  Parish winners were:

 

                                Chloe Sons, Teche Elementary, Grade 5

                                Ceyera Byrd, Parks Middle, Grade 8

                                Macy Boudreaux, Cecilia High, Grade 12

 

Ms. Latonia Cretian, Facilitator at Teche Elementary School, was recognized as the Taylor and Sons March Employee of the Month.

 

The following items were removed from the consent agenda:

  1. Finance Committee recommendation to grant authority to the Superintendent to make an offer to purchase the land and building associated with the old car dealership in the corner of Rees Street and Refinery Road, which offer would be subject to approval by the Board

     

  2. Consider and/or approve permission for the following consultants to proceed through advertising, contingent upon approval by the Bond Committee, Principal and respective Board Members, of individual design phases:

  1. Angelle Architects
     

On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following consent agenda items:

  1. Minutes of the following meetings:
     

  2. Change Order to the JCEP Gym AC project in the amount of $6,020 to award a portion of the Alternate No. 1, with available 2009 Bond funds, to provide electrical capacity for a future AC unit
     

  3. Election to be exempt from Mental Health parity and Addition Act (MHPAA)
     

  4. Request for permission to call for informal bids on meat & groceries for the School Nutrition Program
     

  5. Request for permission to call for bids on the following:
     

  6. Requests from St. Martin Parish Government:
     

  7. Proclamation designating April 10-16, 2011 as National Library Week
     

  8. Revisions to Policy JGB, School Wellness (attached as Exhibit A)

 

On the motion of Mr. Knott, seconded by Ms. Babin, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Fuselier, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session.

 

On the motion of Mr. Hebert, seconded by Mr. Hollier, and carried, the Board approved the Finance Committee recommendation to grant authority to the Superintendent to make an offer to purchase the land and building associated with the old car dealership in the corner of Rees Street and Refinery Road, which offer would be subject to approval by the Board.

 

OPPOSED:             Mr. Fuselier

ABSENT:               Mr. Flegeance

 

On the motion of Mr. Knott, seconded by Mr. Hebert, and unanimously carried, consider and/or approve permission for Angelle Architects to proceed through advertising, contingent upon approval by the Bond Committee, Principal and respective Board Members, of individual design phases for the Cecilia High Multi-purpose Building (including New Stage Addition to Gym and Band Building Renovations) was postponed.

 

ABSENT:               None

 

On the motion of Mr. Hollier, seconded by Mr. Hebert, and carried, the Board approved a plan for projected deficit for the Fiscal Year ending June 30, 2012.

 

ABSTAINED:       Mr. Flegeance

 

A motion was made by Mr. Foti and seconded by Mr. Fuselier to rescind the proposed revision to School Board Policy GBDA, Retirees’ Return to Work.

 

An amendment to the motion was made by Mr. Fuselier and seconded by Mr. Foti to require the termination of the non-tenured grandfathered employees on a yearly basis. This action would then allow the non-tenured grandfathered employees whose contract was terminated the opportunity to re-apply for the position vacated. School administrators (principals) would be afforded the opportunity to interview the retiree-rehire and other applicants meeting the certification requirements.  Consideration for re-hire may be given to the retiree-rehire; however, a letter of recommendation for re-employment from the principal must be provided to the superintendent.  At the end of each contract year, non-tenured grandfathered employees must be terminated.  The amendment was then voted on and carried, as follows:

OPPOSED:             Mr. Stelly, Mr. Knott, and Mr. Hebert

 

Discuss Sales Tax 2 as a supplement was removed from the agenda.

 

On the motion of Mr. Hebert, seconded by Mr. Stelly, and carried, the Board approved a hiring freeze on all paraprofessional positions.

 

OPPOSED:             Mr. Knott

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and carried, the Board Member’s request regarding the implementation and guidelines for the parish high school soccer program was tabled.

 

OPPOSED:             Mr. Flegeance

ABSTAINED:       Ms. Babin

 

The Board discussed the proposed change to the Denial of Participation in Extracurricular Activities Policy.

 

Board President James Blanchard expressed concerns regarding the Cell Phone Policy.

 

Mr. Potier requested that the discussion of action on student’s extracurricular activities be placed on May’s agenda. 

 

On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved the following Personnel Changes:
