MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. James Blanchard, President, Floyd Knott, Mark Hebert, Aaron Flegeance, Russel C. Foti, Steve Fuselier,     Richard Potier, Robert E. Hollier, and Frederic Stelly.

 

                ABSENT:               Ms. Wanda Babin

 

                The meeting was called to order by James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

Mr. Mike Huval, a candidate for State Representative, introduced himself to the Board.

 

Ms. Yvonne Trahan, custodian at Cecilia Junior High School, was recognized as the Taylor and Sons February Employee of the Month.

 

Consider and/or approve the proposed 2011-2012 School Calendar for St. Martin Parish Schools was removed from the consent agenda.

 

On the motion of Mr. Foti, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following consent agenda items:

 

  1. Minutes of the following meetings:

  3. Request for waiver of sales tax penalties for the following:

  4. Request for permission to call for bids on Janitorial Products
     

  5. Cooperative Agreement and Administer Louisiana Cooperative Extension 4-H Youth Development

On the motion of Mr. Knott, seconded by Mr. Stelly, and carried, the Board approved revisions to the Student Assignment Policy (attached as Exhibit A).

 

OPPOSED:             Mr. Hebert

ABSENT:               Ms. Babin

 

On the motion of Mr. Fuselier, seconded by Mr. Foti, and unanimously carried, the Board approved the proposed 2011-2012 School Calendar for St. Martin Parish Schools.

 

ABSENT:               Ms. Babin

 

On the motion of Mr. Knott, seconded by Mr. Fuselier, and carried, the Board approved the proposed revision to School Board Policy GBNA, Reduction in Staff (attached as Exhibit B).

 

OPPOSED:             Mr. Hollier, Mr. Potier, Mr. Stelly, and Mr. Hebert

ABSENT:               Ms. Babin

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and carried, the Board approved the proposed revision to School Board Policy GBDA, Retirees’ Return to Work (attached as Exhibit C).

 

OPPOSED:             Mr. Foti

ABSENT:               Ms. Babin

 

The Board heard from LCPA West regarding Section 16 properties.  The Board recommended forming a committee to research the documents.

 

The Board discussed a possible hiring freeze on all paraprofessional positions.

 

Attorney Ike Funderburk represented Mr. Seth Viator, a non-tenured teacher (probationary).  A motion was made by Mr. Stelly and seconded by Mr. Flegeance to follow the recommendation of the administration regarding Mr. Seth Viator and terminate his employment.
 

A substitute motion was made by Mr. Potier to place the non-tenured teacher (probationary) on an Assistance Plan and monitor him.  The substitute motion died for lack of a second.

 

The original motion was then voted on and carried, as follows:

 

FOR:                       Mr. Fuselier, Mr. Flegeance, Mr. Blanchard, Mr. Foti, Mr. Hollier, Mr. Stelly, and Mr. Knott

OPPOSED:             Mr. Potier

ABSTAINED:       Mr. Hebert

ABSENT:               Ms. Babin

 

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

                On the motion of Mr. Flegeance, seconded by Mr. Foti, and unanimously carried, the Board came out of Executive Session. 

 

                ABSENT:      Ms. Babin

 

A motion was made by Mr. Fuselier and seconded by Mr. Stelly to follow the recommendation of the administration regarding Student A, which involves attendance at JCEP for a period of twelve (12) weeks with a review at the end of the first nine (9) weeks.

 

A substitute motion was made by Mr. Potier and seconded by Mr. Flegeance to give the student a nine (9) day out-of- school suspension.  The substitute motion was then voted on and carried, as follows:

 

FOR:                       Mr. Flegeance, Mr. Foti, Mr. Hollier, Mr. Potier, Mr. Knott, and Mr. Hebert

OPPOSED:             Mr. Fuselier and Mr. Blanchard

ABSTAINED:       Mr. Stelly

ABSENT:               Ms. Babin

 

A motion was made by Mr. Fuselier and seconded by Mr. Hebert to follow the recommendation of the administration regarding Student B, which involves attendance at JCEP for a period of twelve (12) weeks with a review at the end of the first nine (9) weeks.
