MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs. Aaron Flegeance, President, Floyd Knott, Mark Hebert, James Blanchard, Steve Fuselier, Richard Potier, Rodney Ledoux, Frederic Stelly, and Mrs. Barbara Latiolais and Ms. Wanda Babin.
ABSENT: None
The meeting was called to order by Mr. Aaron Flegeance, President. Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.
Ms. Sandra Cassel, Reading Tutor at Parks Primary, was recognized as the Taylor and Sons October Employee of the Month.
The following St. Martin Parish Teachers/Principals of the Year were honored:

The Board recessed for ten minutes.
The item relative to the request for permission for Angelle Architects to proceed through contract documents and advertising, contingent upon approval by the Bond Committee, Principal and respective Board Members, of Schematic Design Phase, Design Development Phase, and Construction Document Phase for the Cecilia High Multi-purpose Building (Schematic Design Complete) was postponed.
The following items were removed from the consent agenda:
Consider and/or approve quote by Southern Tile Company to replace VCT tile in the commons area at Breaux Bridge High School
Consider and/or approve advertising for the following , relative to the portable buildings to be removed from 3 campuses (St. Martinville Primary - 5 buildings, Parks Primary - 5 buildings, and Cecilia Primary - 6 buildings):
Asbestos Abatement of floors
Purchase of abated buildings, to be removed by licensed and insured contractor
Demolition of abated buildings on site (any building not receiving a bid to be purchased would be demolished on site).
The Board Member’s request relative to changes in the policy on Purchase Order numbers was removed from the agenda.
On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following consent agenda items:

Request for waiver of sales tax penalties for Cypress Production Inc. of Texas
Permission for the following consultants to proceed through contract documents and advertising, contingent upon approval by the Bond Committee, Principal and respective Board Members, of Schematic Design Phase, Design Development Phase, and Construction Document Phase:

On the motion of Mr. Knott, seconded by Mr. Ledoux, and unanimously carried, the Board approved a quote by Southern Tile Company to replace VCT tile in the commons area at Breaux Bridge High School.
On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board approved advertising for the following, relative to the portable buildings to be removed from 3 campuses (St. Martinville Primary – 5 buildings, Parks Primary - 5 buildings, and Cecilia Primary - 6 buildings):

On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved awarding JCEP Gym HVAC to low bidder for the Base Bid in the amount of $47,800 (3-5 ton wall units) - this leaves $25,800 for Gym renovations, including sealing of openings.
On the motion of Mr. Blanchard, seconded by Mr. Hebert, and unanimously carried, the Board approved the Finance Committee recommendation of September 15, 2010 regarding a change in stipend pay.
A motion was made by Mr. Ledoux and seconded by Mr. Stelly to approve all new supervisors starting as Supervisor II, moving to Supervisor I, after three (3) years.
Mr. Ledoux withdrew his motion.
The Board discussed the process of the evaluation of the Superintendent.
On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board came out of Executive Session.
On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board approved to accept the recommendation of the Superintendent regarding the request for waiver of School Assignment Policy.
On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved the following Professional Personnel Changes:

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board approved the following Personnel Changes:
Request for extra employment pay for Corita Andrus, Cabrini Benoit, Dana Broussard, Brenda Davis, Mary Jo Franciol, and Niki Thibodeaux for Cecilia Primary’s After-Care Program for month of September, 2010
Request for extra employment pay for Theresa Blankenship, Trisha Chauvin, Catherine Guidry, Debbie Guillory, Angela Toncrey, and Regina Smart for the Parks Primary After-Care Program for the month of September, 2010
On the motion of Mr. Ledoux, seconded by Mrs. Latiolais, and unanimously carried, the Board adjourned.
