MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. Aaron Flegeance, President, Floyd Knott, Mark Hebert, James Blanchard, Steve Fuselier, Richard Potier,      Rodney Ledoux, Frederic Stelly and Mrs. Barbara Latiolais and Ms. Wanda Babin.

 

                ABSENT:               None

 

                The meeting was called to order by Mr. Aaron Flegeance, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

Ms. Dawn Prioux, Secretary at the Early Learning Center, was recognized as the Taylor and Sons January Employee of the Month.

 

Mr. Kevin Dugas, teacher at St. Martinville Senior High, was recognized by Horace Mann Insurance as the second nine weeks perfect attendance winner.

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, Board approved the following:

 

  1. To remove the Minutes of the Finance Committee Meeting of January 20, 2010 from the consent agenda

  2. To change consider and/or approve to discuss the purchase of approximately three (3) acres of land adjacent to St. Martin School Board property bordering Cecilia Junior High School

  3. To remove the Board Member’s request relative to 2 employees at Cecilia Junior High School

 

On the motion of Mr. Hebert, seconded by Mrs. Latiolais, and unanimously carried, the Board approved adopting a resolution providing for the opening and tabulation of the sealed and electronic bids received for the purchase of $10,000,000 of General Obligation School Bonds, Series 2010, of St. Martin Parish School District, Louisiana (attached as Exhibit A).

 

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved adopting a resolution accepting the best bid received for the purchase of $10,000,000 of General Obligation School Bonds, Series 2010, of St. Martin Parish School District, Louisiana (attached as Exhibit B).

 

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board approved adopting a resolution authorizing the incurring of debt and issuance of $10,000,000 of General Obligation School Bonds, Series 2010, of St. Martin Parish School District, Louisiana; and providing for other matters in connection therewith (attached as Exhibit C).

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the Minutes of the Finance Committee Meeting of January 20, 2010.

 

A motion was made by Mr. Hebert and seconded by Mr. Potier to add to the agenda consider and/or approve midyear budget cuts. The motion failed.  (A unanimous vote is needed to add an item to the agenda.

 

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following consent agenda items:

 

  1. Minutes of the following meetings:

  2. Finance Committee recommendation for Capital Improvement Project for Roof Repair ($9,000 quote) at Cecilia High School

  3. Receive the following reports presented at the Finance Committee meeting of January 20, 2010:

  4. Awarding Substantial Completion for Bus Camera systems

  5. Appointment of Kolder, Champagne, Slaven & Company, LLC as auditors for the two years ending June 30, 2011

  6. Declaring February 5, 2010 as Saints Day

  7. Revisions to the following policies for inclusion in the St. Martin Parish School Board Policy Manual:

 

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved the proposed 2010-2011 School Calendar for St. Martin Parish Schools (attached as Exhibit D).

 

OPPOSED:             Mr. Hebert

 

Board Member Rodney Ledoux expressed concerns regarding budget cuts.

 

Board Member Mark Hebert discussed the possibility of purchasing approximately three (3) acres of land adjacent to St. Martin School Board property bordering Cecilia Junior High School.

 

Board Member Richard Potier expressed concerns regarding the Breaux Bridge Junior High School consulting contract.

 

On the motion of Mr. Hebert, seconded by Mrs. Latiolais, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board came out of Executive Session.

 

On the motion of Mr. Knott, seconded by Mrs. Latiolais, and carried, the Board approved the following Personnel Changes:
