MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs. Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly and Mrs. Barbara Latiolais and Ms. Wanda Babin.

 

                ABSENT:               None

 

                The meeting was called to order by Mr. Mark Hebert, President.  Superintendent Lavergne opened the meeting with a prayer and the pledge of allegiance.

 

Board President Mark Hebert opened the floor for nominations for President of the Board.  On the motion of Mr. Ledoux, seconded by Mr. Stelly, Mr. Aaron Flegeance was nominated for President.

 

                The nominations for the office of President were closed unanimously.

 

                Mr. Aaron Flegeance was elected President of the St. Martin Parish School Board for the year 2010.

 

                The newly-elected President of the St. Martin Parish School Board, Mr. Aaron Flegeance, called for the acceptance of nominations for Vice-President of the Board.  On the motion of    Mr. Knott, seconded by Mr. Potier, Mr. Steve Fuselier was nominated for the office of Vice-President.

 

                The nominations for the office of Vice-President were closed unanimously.

 

                Mr. Steve Fuselier was elected Vice-President for the St. Martin Parish School Board for the year 2010.

 

Board President Aaron Flegeance made the following appointments:

 

                                James Blanchard, Athletic Committee Chairman

                                Frederic Stelly, Maintenance Committee Chairman

                                Steve Fuselier, Transportation Committee Chairman

                                Rodney Ledoux, Education Committee Chairman

                                Floyd Knott, Finance Committee Chairman

 

Ms. Denise Clay, 1st grade teacher at the Early Learning Center, was recognized as the Taylor and Sons December Employee of the Month.

 

Mr. Galvan with Dell presented Mrs. Shelly Dupre’, St. Martin Parish and Region IV Teacher of the Year, with a Dell laptop computer.

 

                The item relative to the purchase of approximately three (3) acres of land adjacent to      St. Martin School Board property bordering Cecilia Junior High was postponed.

 

                On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following consent agenda items:

 

a)             Minutes of the Regular Meeting of December 2, 2009

b)            Change Order for the Breaux Bridge Jr. High Re-roofing of the Health Services Building

c)             Request for approval of Bid#1372, Tires, to Southern Tire Mart

d)            The following Sales Tax requests:

 

                                ●             Waiver of sales tax penalty for Ideal Steel, LLC

                                ●             Waiver of sales tax penalty for Martin Chevrolet, Inc.

●             Adoption of Resolution employing Rainer, Anding & McLindon for Special Tax Counsel to the Sales Tax Division

 

e)             Resolution authorizing President and Vice-President to conduct transactions for and on behalf of the School Board

f)             Driver’s Education Program for the 2009-2010 school year

g)            Revised Policy GBNA:  Reduction in Staff Personnel (attached as Exhibit A)

 

             On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved the audit report from Kolder, Champagne, Slaven & Company for the fiscal year ended June 30, 2009.

 

                On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the adoption of a resolution authorizing the advertising for bids for the purchase of $10,000,000 of General Obligation School Bonds, Series 2010, of St. Martin Parish School District, Louisiana, authorized at an election held on Saturday, April 4, 2009, and providing for other matters in connection therewith (attached as Exhibit B).

 

                On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and carried, the Board denied the application for the Race to the Top Federal Grant. 

 

           FOR:            Mr. Knott, Mr. Fuselier, Mr. Blanchard, Mrs. Latiolais, Mr. Hebert, Mr. Ledoux, and Mr. Stelly

 

           OPPOSED:  Mr. Potier and Ms. Babin

 

On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and carried, the Board approved to table the item relative to the purchase of 28 arpents of land adjacent to Teche Elementary for the amount agreed upon through negotiations with the current owner of said property.

OPPOSED:             Mr. Knott, Mr. Hebert, Mrs. Latiolais, and Mr. Potier

 

Board Member Rodney Ledoux discussed the discrepancies of paraprofessional pay.

 

Board Member Mark Hebert discussed the allocation of bond money in the Cecilia area.

 

A motion was made by Mr. Blanchard, and seconded by Ms. Babin to approve the Professional Personnel Changes, excluding the appointment of Wilfred Thomas.

 

A substitute motion was made by Mr. Potier and seconded by Mr. Ledoux to approve the Professional Personnel Changes as submitted.  The substitute motion was then voted on and carried, as follows:
