MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs. Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Ms. Wanda Babin.
ABSENT: Mrs. Barbara Latiolais
The meeting was called to order by Mr. Mark Hebert, President. Superintendent Lavergne opened the meeting with a prayer and the following JROTC students from Breaux Bridge High: Cadet LTC Gavin Newsome (Commander), Cadet 2LT Tyrone Alexander (State Flag), Cadet CPL Jacob Fuselier (Weapon), Cadet PV2 JaMarcus Grant (Weapon) and Cadet PV2 Jonathan Amos (Speaker) presented the flags for the pledge of Allegiance and Ms Jada Pierce sang The Star Spangle Banner.
The following St. Martin Parish Teachers/Principals of the Year were honored:

The Board recessed for five minutes.
Superintendent Lavergne noted a correction on the wording for Agenda Item 18g. This item should read as follows: Consider and/or approve permission to advertise for Accounts Payable/Bookkeeper I and Accounts Payable/Bookkeeper II positions.
On the motion of Mr. Flegeance, seconded by Mr. Stelly, and unanimously carried, the Board approved the following agenda items:

b) Approved the purchase of ten new buses/piggyback with Vermillion Parish
c) Considered the following Sales Tax request:
1) Approved request for waiver of sales tax penalty from Dell Financial Services LP
2) Denied request for waiver of sales tax penalty from Gulfgate Construction LLC
d) Approved the payment of $5,000 to the 16th Judicial Children and Youth Planning
Board, Phil Haney, District Attorney
e) Approved daily rate of pay for substitute bus operator
g) Approved change in Cafeteria Plan dates of open enrollment
h) Approved revisions to the St. Martin Parish School Board Policy Manual:

On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board approved awarding the low bid for the Digital Video Surveillance & GPS System for buses to Surety Security.

On the motion of Mr. Blanchard, seconded by Mr. Knott and carried, the Board approved removing the consideration of the recommendation of assignment of Bond projects to interested Consultants from the agenda until the November 4, 2009 School Board Meeting.

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Blanchard, seconded by Ms. Babin, and unanimously carried, the Board came out of Executive Session.

No action was necessary for the Citizen’s Request.
On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board approved the administration’s recommendation of a Tenure Hearing.

Board Members discussed Breaux Bridge area schools long term location and configuration.
Board Members discussed the requirements mandated by legislation regarding years of experience when applying the Reduction in Force (RIF). Board Members requested administration to draft a resolution in favor of protecting employees.
