MINUTES

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Mrs. Barbara Latiolais and Ms. Wanda Babin.

                ABSENT:               None

                The meeting was called to order by Mr. Mark Hebert, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

Mrs. Gwyn Theriot, Accountant for St. Martin Parish School System, was recognized as the Taylor and Sons August Employee of the Month.

                Ms. Lottie Beebe, Director of Human Resources, presented the Outstanding School Support Personnel winners with trophies:

On the motion of Mr. Flegeance, seconded by Mr. Stelly, and unanimously carried, the Board approved the Student Success Habits Program.

The meeting was recessed for ten minutes for refreshments.      

The Board Member’s request relative to changes in bus routes was removed from the agenda.

                On the motion of Mr. Stelly, seconded by Mr. Ledoux, and unanimously carried, the Board approved the Consent Agenda, as follows:

a)                   Minutes of the following meetings:

·         Regular Meeting of August 5, 2009

·         Insurance Committee Meeting of August 19, 2009

·         Finance Committee Meeting of August 19, 2009

·         Special Meeting of August 19, 2009

b)                   Insurance Committee recommendation to make no change in the Group Health Plan

c)                   Finance Committee recommendations:

·         Adoption of the final budget revisions for the general fund and the separate special revenue fund budgets for the fiscal year ended June 30, 2009

·         Reports

·         Adoption of the original budgets for the general fund and the separate special revenue funds and the operating budgets for the Other Funds for the fiscal year ending June 30, 2010

·         Authorize the Athletic Director to discuss cameras with the three high schools and research prices

·         Staff research cost for a Basketball Court at Catahoula Elementary School

d)                   Update of Capital Outlay Projects

·         Awarding the BBJH Reroofing of the Health Services Building Bids are due August 26 and results will be presented at the meeting

·         Advertising for Bus Camera systems

·         Sending ”r;Request for Qualifications” to consultants for the 2009 Bond projects

e)                   Intergovernmental Agreement with the 16th Judicial District Attorney’s Office, Family Service Division

f)                    Proposed changes to Overtime Policy GBAA (attached as Exhibit A)

g)                   Proclamation declaring September 21-25, 2009 as Yellow Ribbon Week

On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Stelly, seconded by Mr. Ledoux, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Fuselier, seconded by Mrs. Latiolais, and unanimously  carried, the Board approved changes to the out of zone transfer policy, allowing the committee to review all appeals and make the final decision, effective September 02, 2009.

Board Mark Hebert expressed concerns regarding the reconfiguration of the St. Martinville area schools.

On the motion of Mr. Blanchard, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following Professional Personnel Changes:

On the motion of Mrs. Latiolais, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
