MINUTES

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs.,     Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, and Mrs. Barbara Latiolais and Ms. Wanda Babin.

                ABSENT:               Mr. Frederic Stelly

                The meeting was called to order by Mr. Mark Hebert, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

                On the motion of Mr. Ledoux, seconded by Mr. Knott, and unanimously carried, discussion of bus routes was added to the agenda.

                ABSENT:               Mr. Stelly

                The Board Member’s request relative to the discussion of the reconfiguration of St. Martinville area schools was removed from the agenda.

                On the motion of Ms. Babin, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the Consent Agenda, as follows:

a)                   Minutes of the following meetings:

·         Regular Meeting of July 1, 2009

·         Special Meeting of July 22, 2009

b)                   Request for waiver of sales tax penalties for International Road Dynamics, Inc.

c)                   Substantial Completion for the new classroom building at Parks Primary School

d)                   Bid recommendation on Alligator Tags to Errol and Ross Meche in the amount of 45% of the sale of hides

e)                   Transfer of Campsite Lease of Rebecca Cubbage to Dean and Lisa Delhomme

f)                    Change in Policy DIC for assets purchased with 8g funds effective July 1, 2009 (attached as Exhibit A)

g)                   Crisis Response Policy for the 2009-2010 School Year

h)                   Revisions to the Employee Acceptable Use Policy

ABSENT:               Mr. Stelly

On the motion of Mr. Fuselier, seconded by Mr. Ledoux, and unanimously carried, the Board approved the adoption of the millage rates for the tax year 2009 and authorized the Superintendent to furnish the necessary affidavit to the tax Assessor of   St. Martin Parish.

ABSENT:               Mr. Stelly

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved to solicit public input regarding the proposed general fund budget and the separate special revenue fund budgets for the fiscal year ending June 30, 2010.

ABSENT:               Mr. Stelly

A motion was made by Mr. Potier and seconded by Mrs. Latiolais to approve changes in the Group Health Plan regarding Laparoscopic Banding Surgery.

A substitute motion was made by Mr. Knott and seconded by Mr. Flegeance to refer this item to the Insurance Committee.  The substitute motion was then voted on and unanimously carried.

ABSENT:               Mr. Stelly

On the motion of Mr. Knott, seconded by Mr. Ledoux, and unanimously carried, the Board approved a request for use of the meeting room at Breaux Bridge Primary on Wednesday evenings and Sunday mornings by the Foundational Truth Church.

ABSENT:               Mr. Stelly

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved to revert to the previous hardship policy, allowing the committee to hear the hardship and the parents to appeal to the Board, effective the 2009-2010 school year starting August 5, 2009.

FOR:                       Mr. Knott, Mr. Fuselier, Mr. Blanchard, Mrs. Latiolais, Mr. Potier, and     Ms. Babin

OPPOSED:             Mr. Flegeance, Mr. Ledoux, and Mr. Stelly

ABSENT:               None

The Board heard from Mr. Buster Huval regarding a hardship.

A discussion ensued regarding bus routes.

On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Blanchard, seconded by Mr. Potier, and unanimously carried, the Board came out of Executive Session.

No action was necessary for the following items discussed in Executive Session:

a)                   Litigation entitled Kesla Young vs. St. Martin Parish School Board, Docket Number 07-08839, pending in District 4 of the Office of Workers’ Compensation

b)                   Threatened litigation and possible request for injunctive relief by parent

On the motion of Mr. Fuselier, seconded by Mr. Potier, and unanimously carried, the Board approved the following Professional Personnel Changes:

Superintendent Lavergne informed the Board Tonya Rogers was his recommendation for the position of Assistant Principal at Breaux Bridge Junior High.  On the motion of Mr. Flegeance, seconded by Mr. Ledoux, and unanimously carried, the Board appointed Ms. Tonya Rogers as the Assistant Principal at Breaux Bridge Junior High School, effective August 7, 2009.

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and unanimously carried, the Board adjourned.
