MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Mrs. Barbara Latiolais and Ms. Wanda Babin.
ABSENT: None
The meeting was called to order by Mr. Mark Hebert, President. Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance.
The following item was added to the Consent Agenda:
Consider and/or approve the following contracts effective July, 2009:
a) Pest Control
b) Garbage Service
c) Air Conditioner Filter
d) Fire Extinguisher Service
e) 7 Annual Service and Inspection Contracts
The following items were removed from the consent agenda:
Consider and/or approve the following Finance Committee recommendations:
a) Loan to Breaux Bridge High School in the amount of $50,000 to be repaid over 5 years for capital improvements
b) Enter into an agreement with JBHM Education for School Improvement
Consider and/or approve bid recommendations on the following:
a) St. Martinville Junior High School Roof Retrofit & Miscellaneous Repairs
b) Cecilia Primary Playground Equipment
The Tenure Hearing in Executive Session was removed from the agenda.
On the motion of Mr. Fuselier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the Consent Agenda, as follows:
a) Minutes of the following meetings:
· Regular Meeting of June 3, 2009
· Finance Committee Meeting of June 10, 2009
b) Finance Committee Recommendation – Amending the annual budget for the fiscal year ending June 30, 2009 for the general fund, and the several state and local special revenue funds
c) Request for waiver of sales tax penalties for Apache Corporation
d) Adoption of revised schedule of hourly rates for part-time workers due to change in federal minimum wage
e) Louisiana Compliance Questionnaire
f) The following contracts effective July, 2009:
· Pest Control
· Garbage Service
· Air Conditioner Filter
· Fire Extinguisher Service
· 7 Annual Service and Inspection Contracts
g) Sale of surplus equipment: 7 surplus school buses and one maintenance tractor
h) Request for permission to advertise for the sale of alligator tags and the sale of tags for a three year period consisting of the 2009, 2010, 2011 alligator seasons
i) Revisions to the Bid and Quotations Policy DJED for inclusion in the St. Martin Parish School Board Policy Manual (attached as Exhibit A)
On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved the recommendation of the Finance Committee to loan Breaux Bridge High School $50,000 to be repaid over 5 years for capital improvements.
ABSTAINED: Mr. Stelly
A motion was made by Mr. Flegeance and seconded by Mr. Potier, to approve the recommendation of the Finance Committee to enter into an agreement with JBHM Education for School Improvement.
An amendment to the motion was made by Mr. Knott and seconded by Ms. Babin to enter into an agreement with JBHM Education for School Improvement with the use of stimulus funds only. The amendment was then voted on and failed, as follows:

OPPOSED: Mr. Fuselier, Mr. Blanchard, Mrs. Latiolais, Mr. Flegeance, Mr. Potier, Mr. Ledoux, and Mr. Stelly
The original motion was then voted on and unanimously carried.
On the motion of Ms. Babin, seconded by Mr. Blanchard, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on the St. Martinville Junior High School Roof Retrofit & Miscellaneous Repairs to Rowell Roofing in the amount of $481,000.
On the motion of Mr. Knott, seconded by Mr. Stelly, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on the Cecilia Primary Playground Equipment to Dyna-Play in the amount of $36,498.
On the motion of Mr. Potier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the request for permission to advertise for the Breaux Bridge Junior High Reroofing of the Health Services Building.
On the motion of Mrs. Latiolais, seconded by Ms. Babin, and unanimously carried, the Board approved the amended items for inclusion in the 2009-2010 St. Martin Parish Pupil Plan (attached as Exhibit B).
On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board came out of Executive Session.
No action was necessary for the following items discussed in Executive Session:
a) Threatened litigation regarding application of SMPSB Health Plan
b) Threatened litigation regarding implementation of workers’ compensation statutes
Superintendent Lavergne informed the Board Brandie Champagne was his recommendation for the position of Registered Nurse. On the motion of Mr. Ledoux, seconded by Mr. Potier, and carried, the Board appointed Ms. Brandie Champagne as the Registered Nurse, effective August 14, 2009.
RECUSED: Mr. Fuselier
Superintendent Lavergne informed the Board Mark Thompson was his recommendation for the Social Worker position at Special Services. On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board appointed Mr. Mark Thompson as the Social Worker, effective August 14, 2009.
Superintendent Lavergne informed the Board Adrienne Huval was his recommendation for the Social Worker position at the School Based Health Center. On the motion of Mr. Stelly, seconded by Mr. Ledoux, and unanimously carried, the Board appointed Ms. Adrienne Huval as the Social Worker, effective August 14, 2009.
Superintendent Lavergne informed the Board Bridget Bergeron was his recommendation for the position of Response to Intervention (RTI) Coordinator. On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and carried, the Board appointed Ms. Bridget Bergeron as the Response to Intervention (RTI) Coordinator, effective August 3, 2009.
