MINUTES
The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Rodney Ledoux, Frederic Stelly, and Mrs. Barbara Latiolais.
ABSENT: Mr. Richard Potier and Ms. Wanda Babin
The meeting was called to order by Mr. Mark Hebert, President. Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance.
On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and unanimously carried, the Board approved a resolution providing for the opening and tabulation of the sealed and electronic bids received for the purchase of $10,000,000 of General Obligation School Bonds, Series 2009, of the St. Martin Parish School District, Louisiana (attached as Exhibit A).
ABSENT: Mr. Potier and Ms. Babin
On the motion of Mr. Flegeance, seconded by Mrs. Latiolais, and unanimously carried, the Board approved a resolution providing for accepting the best bid received for the purchase of $10,000,000 of General Obligation School Bonds, Series 2009, of the St. Martin Parish School District, Louisiana (attached as Exhibit B).
ABSENT: Mr. Potier and Ms. Babin
On the motion of Mr. Knott, seconded by Mr. Stelly, and unanimously carried, the Board approved a resolution for incurring of debt and issuance of $10,000,000 of General Obligation School Bonds, Series 2009, of the St. Martin Parish School District, Louisiana (attached as Exhibit C).

Ms. Peggy Angelle, was recognized as the Taylor and Sons May Employee of the Month.
Twenty-six retirees were recognized and honored.
Ms. Lottie Beebe, Director of Human Resources, presented the 2009 Education
Major Scholarships to the following recipients:

Poché & Associates honored Kale Savoie, Cecilia High School student, with an Engineering/Architecture Scholarship.
On the motion of Mr. Knott, seconded by Mr. Fuselier, and unanimously carried, the Board approved the Consent Agenda, as follows:
a) Minutes of the following meetings:

· Finance Committee meeting of May 20, 2009
b) Finance Committee recommendation - Illustration A in regards to the change in salary for Ag Teachers
c) The following bid recommendations:
· Bread and Bread Products - Holsum/IBC Bakery
· Milk and Related Products - Borden’s
· Milk and Related Products (Stephensville) - LaFleur Dairy
· SN Paper and Chemical Supplies - Pon Food Corporation, Economical Janitorial & Paper Supplies, Unisource, and Interboro Packaging

g) 2009-2010 School Board Meeting Dates (attached as Exhibit D)
h) Teche News as the official journal for the 2009-2010 school session

On the motion o Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following Capital Outlay Projects:
a) Request for funding for the 4 projects identified for completion during the Summer of 2009, prior to the sale of the bonds:
· CJH Sprinkler Repairs
· SMHS HVAC Replacement
· Gym Floor repairs at 3 High Schools
- SMHS & CHS to be in 1 package due to type of flooring
- BBHS will be in a separate package, with an alternate for the Girl’s Gym
· SMHS Concession Stand
b) Request for permission to receive quotes for the 4 projects
c) Request for Board to authorize the Superintendent and Board President to approve quotes and authorize contracts if 4 projects come in within budget
ABSENT: Ms. Babin
On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board approved an amendment to the Group Health Plan for temporary continuation of coverage in certain circumstances involving voluntary termination of employment.
Mr. Flegeance made a motion to table the revisions to the School Board Policy, Reduction In Staff Personnel, (RIF), File GBNA until the July School Board meeting. The motion died for lack of a second.
A motion was made by Mr. Ledoux and seconded by Mr. Potier to approve the policy as is, with the exception of the fourth step, as follows:
In the reduction of staff will be performance. Teachers that are fully certified and qualified who have exhibited questionable performance as determined by formal observations of principals and supervisors will be reviewed.
The motion was then voted on and carried.

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and unanimously carried, the Board approved the St. Martin Parish Personnel Evaluation Plan for 2009-2010.
On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board approved to appraise the property located on the north side of Teche Elementary and have the attorney conduct a Title Search.
The Board recommended that the Superintendent form a committee to review loaning money to organizations/schools.
The Board recommended that the Superintendent look further into teacher allocations at schools.
On the motion of Mr. Flegeance, seconded by Ms. Babin, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Stelly, seconded by Mrs. Latiolais, and unanimously carried, the Board came out of Executive Session.
On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board approved to follow the Superintendent’s recommendation in regard to the personnel issues concerning the performance of a school board employee.
Superintendent Lavergne informed the Board Mary Journet was his recommendation for the position of Truancy Officer. On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board appointed Mary Journet as the Truancy Officer.
A motion was made by Mr. Blanchard and seconded by Mr. Flegeance to approve the Professional Personnel Changes.
Mr. Stelly made a substitute motion, seconded by Mr. Ledoux, to approve the Professional Personnel Changes, with the exception of the appointment of Matthew Fontenot, GED, Cecilia Senior High. The substitute motion was then voted on and carried.
