MINUTES

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Ms. Wanda Babin and Mrs. Barbara Latiolais.

                ABSENT:               None

                The meeting was called to order by Mr. Mark Hebert, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

Ms. Evelyn Cole, St. Martinville Senior High Custodian, was recognized as the Taylor and Sons April Employee of the Month.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the Minutes of the following meetings:

a)           Regular Meeting of April 1, 2009

b)           Finance Committee Meeting of April 22, 2009

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved the following Finance Committee recommendations:

a)           Development of Fund Balance Policy

b)              No change in the Group Health Insurance Premiums for fiscal year ending June 30, 2010  

c)             Secretary I Salary Schedule for the Operations Secretary

d)             Move and setup three (3) buildings at Cecilia Primary School

On the motion of Mr. Fuselier, seconded by Mr. Stelly, and carried, the Board approved the request for waiver of sales tax penalties, as recommended by administration, for Wal-Mart Louisiana.

OPPOSED:             Mr. Flegeance

                On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on Janitorial Products to Economical Janitorial ($39,152.11), Unisource ($15,223.76), Craig Olivier ($2709.70), and Pyramid School Products ($259.80).

                                On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board approved a resolution providing for canvassing the returns and declaring the result of the special election held in St. Martin Parish School District, Louisiana, on Saturday, April 4, 2009, to authorize the incurring of debt and issuance of bonds and to authorize the levy of a special tax therein (attached as Exhibit A).

                On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board approved a resolution authorizing the advertising for bids for the purchase of Ten Million Dollars ($10,000,000) of General Obligation School Bonds, Series 2009, of St. Martin Parish School District, Louisiana, authorized at an election held on Saturday, April 4, 2009 and providing for other matters in connection therewith.

                On the motion of Mr. Flegeance, seconded by Mr. Potier, and unanimously carried, the Board approved a request for permission to bid 2009 Equipment Assistance Grants for School Food Authorities.

                On the motion of Mr. Ledoux, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the request for permission to call for bids on the following:

a)             Bread and Bread Products

b)                   Milk and Related Products

c)                   Milk and Related Products (Stephensville)

d)                   SN Paper & Chemical Supplies

e)                   SN Small Equipment & Supplies

On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved the request for permission to call for informal bids on meat & groceries for the School Nutrition Program.

On the motion of Mr. Potier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following requests from St. Martin Parish Government:

a)                   To utilize School Food Service facilities for a summer program June 1, 2009 through July 15, 2009

b)                   To utilize current bid prices and vendors from 2008-2009 school year

On the motion of Mr. Knott, seconded by Mr. Stelly, and unanimously carried, the Board approved the advertisement for bids for playground equipment replacement and surfacing refurbishment at Cecilia Primary School.

On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board approved transferring the campsite lease of Ronald Gautreaux to  Mr. Todd Cannon.

                On the motion of Mrs. Latiolais, seconded by Mr. Blanchard, and unanimously carried, the Board approved to grant the Superintendent authority to negotiate with Poche Prouet for Capital Improvements Project Management. 

                On the motion of Mr. Flegeance, seconded by Ms. Babin, and unanimously carried, the Board approved the recommended changes to the St. Martin Parish Pupil Progression Plan for the 2009-2010 school year (attached as Exhibit B).

                On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved the following resolutions/proclamations:

a)                   Designating May 3-9, 2009 as Teacher Appreciation Week

WHEREAS, the National Parent Teacher Association has selected the week of May 3-9, 2009 for the observance of Teacher Appreciation Week to acknowledge the contributions made to society by the teaching profession and has made elaborate plans for the execution thereof, and

WHEREAS, Teacher Appreciation Week gives the general public the opportunity to acknowledge the fact that teaching is the mother of all professions as it trains young minds to study and to search out the areas of their greatest interest and best performance, thereby shaping their destiny, now

THEREFORE, BE IT RESOLVED, that we, the members of the St. Martin Parish School Board, in official session do hereby publicly announce to you, our teachers, that we are aware of and do appreciate the sincere devotion, great skill, and indefatigable patience with which you have dedicated yourselves to the educational development of the children of this parish, and

BE IT FURTHER RESOLVED, that we will do our utmost in assisting and

supporting you in all your noble endeavors.

b)                   Designating May 6, 2009 as School Nurse Day

WHEREAS,                          school nurses are invaluable members of the educational team and experienced professionals; and

WHEREAS,                          school nurses are responsible for monitoring the overall well-being of each child and recognizing their health and safety needs that are crucial to their growth, development, and their educational success; and

WHEREAS,                          school nurses help children to meet their individual healthcare needs through assessments, delivery of intervention services, provision of emergency care, and by appropriately managing acute and chronic illnesses; and

WHEREAS,                          school nurses conduct health screenings, health education, prevention programs, environmental health and safety promotion, health counseling, and reviews and complies with state immunization requirements; and

WHEREAS,                          school nurses are dedicated healthcare professionals working in collaboration with school personnel, families, and communities to establish a plan of action to ensure optimal health, academic success, and life-long achievements; and

WHEREAS,                          school nurses’ efforts are worthy of recognition and praise for their compassion, dedicated service, and professional expertise in their contributions to the health of our children.

 

NOW, THEREFORE, the St. Martin Parish School Board does hereby proclaim May 6, 2009, as SCHOOL NURSE DAY.

c)                   Designating appointee to initiate, negotiate and sign the Adult Basic Education Continuation Grant

Resolved, on motion of Mr. Ledoux, seconded by Mr. Potier, that the Board of Directors designated Richard Lavergne, Superintendent, to initiate, negotiate, and sign for grants between the Louisiana Department of Education and the St. Martin Parish School System.

The item relative to the citizen’s request to appear before the Board was removed from the agenda.

On the motion of Mr. Stelly, seconded by Ms. Babin, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Potier, seconded by Mr. Stelly, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Blanchard, seconded by Mr. Fuselier, and carried, the Board approved to follow the recommendation of the administration regarding Student A, which involves denial of participation in extracurricular activities.

OPPOSED:             Mr. Potier, Ms. Babin, and Mr. Flegeance

Denied credits for Students B and C will be reinstated due to lack of a motion.

On the motion of Mr. Potier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following Professional Personnel Changes, excluding the appointment of Mr. Charles Dupree:

Superintendent Lavergne informed the Board Julie Norris was his recommendation for the position of Operations/Maintenance Secretary.  No action was taken.

Superintendent Lavergne informed the Board Wendy Vermeer was his second recommendation for the position of Operations/Maintenance Secretary.  On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board appointed Wendy Vermeer as the Operations/Maintenance Secretary.

Superintendent Lavergne informed the Board Denise Capritto was his recommendation for the position of Secretary at St. Martinville Senior High School.  On the motion of Mr. Fuselier, seconded by Mr. Blanchard, and unanimously carried, the Board appointed Denise Capritto as the Secretary at St. Martinville Senior High School.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board adjourned.
