MINUTES

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Ms. Wanda Babin and Mrs. Barbara Latiolais.

                ABSENT:               None

                The meeting was called to order by Mr. Mark Hebert, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

Ms. Kerry Dupuis, First Grade Teacher at Parks Primary School, was recognized as the Taylor and Sons January Employee of the Month.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the minutes of the following meetings:

a)                    Regular Meeting of January 7, 2009

b)                    Special Meeting of January 20, 2009

Mr. Joey Picard, President of Joe Picard, Inc., made a presentation relative to services offered at Picard Industries.

On the motion of Mr. Flegeance, seconded by Mr. Blanchard, and unanimously carried, the Board approved the audit report from Kolder, Champagne, Slaven & Company for the fiscal year ended June 30, 2008. 

On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the appointment of Kolder, Champagne, Slaven & Company, LLC as auditors for the fiscal year ending June 30, 2009.

Mr. Alfred Guidry, County Agent – Parish Chairman, and staff members presented the 2009 LSU AgCenter Annual Report to the Board.

On the motion of Mr. Potier, seconded by Mr. Knott, and carried, the Board approved the request for waiver of sales tax penalties, as recommended by administration, for Farmers-Merchants Bank.

OPPOSED:             Mr. Flegeance

                A motion was made by Mr. Blanchard and seconded by Mr. Fuselier to amend the item relative to the Capital Improvements Plan to include a transfer of $488,000 from the Instructional Center to the four (4) Breaux Bridge area schools and transfer 1 million originally moved from Cecilia High to Cecilia Primary back to Cecilia High School with the understanding that when the projects begin, that issue will be re-addressed at the time and all projects on an as needed basis.

                Mr. Knott made a substitute motion, seconded by Mr. Flegeance, to postpone the Capital Improvements Plan for two (2) weeks.  The substitute motion was then voted on and failed, as follows:

OPPOSED:             Mr. Fuselier, Mr. Blanchard, Mrs. Latiolais, Mr. Potier, Mr. Ledoux, Mr. Stelly, and Ms. Babin

The original motion as amended was then voted on and carried.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved an amendment to the Group Health Plan Document regarding maximum benefit for gastric bypass procedures, as follows:

Lifetime Benefit Maximum

Gastric Bypass surgery and all related complications $25,000

Laparoscopic Banding and all related complications $10,000

On the motion of Mrs. Latiolais, seconded by Mr. Potier, and unanimously carried, the Board approved implementation of the Buddies Mentoring Program at St. Martinville Junior High School.

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved revisions to the Overtime Policy GBAA for inclusion in the St. Martin Parish School Board Policy Manual (attached as Exhibit A).

On the motion of Ms. Babin, seconded by Mr. Blanchard, and carried, the Board approved reconfiguration of grade levels in the St. Martinville area schools.

OPPOSED:             Mrs. Latiolais

ABSTAINED:       Mr. Stelly

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and carried, the Board postponed the reconfiguration of grade levels in the Cecilia area schools until the March School Board meeting.

OPPOSED:             Ms. Babin, Mr. Flegeance, Mrs. Latiolais, and Mr. Potier

On the motion of Mrs. Latiolais, seconded by Mr. Fuselier, and unanimously carried, the Board approved the proposal from St. Martinville Senior High School to borrow $30,000 from the General Fund.

A motion was made by Mr. Knott and seconded by Mr. Blanchard to add a full time School Resource Officer at Breaux Bridge Junior High School for the end of this school year only.

An amendment to the motion was made by Mr. Ledoux and seconded by Mr. Potier to add a full time School Resource Officer and one (1) additional teacher at Breaux Bridge Junior High School, pending a Finance Committee Meeting.

A second amendment to the motion was made by Ms. Babin to add a full time School Resource Officer and one (1) additional teacher at Breaux Bridge Junior High,   St. Martinville Junior High, Cecilia Junior High, and Parks Middle School.  The second amendment died for lack of a second.

The first amendment was then voted on with a result as follows:

FOR:                       Mr. Knott, Mr. Flegeance, Mr. Potier, Mr. Ledoux, and Mr. Stelly

OPPOSED:             Mr. Fuselier, Mr. Blanchard, Mrs. Latiolais, and Ms. Babin

The President exercised his right to vote and voted in opposition to the amendment.  The vote was then tied and therefore defeated.

The original motion was then voted on and carried.

ABSTAINED:       Mr. Hebert and Mr. Stelly

On the motion of Ms. Babin, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved to follow the recommendation of the administration in regard to Employee A, which involves pursuing a tenure hearing.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved to follow the recommendation of the administration in regard to Employee B, which involves pursuing a tenure hearing.

On the motion of Mr. Fuselier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the following Professional Personnel Changes:

On the motion of Mr. Fuselier, seconded by Ms. Babin, and unanimously carried, the Board approved the request for extra employment pay for Regina Smart, Angela Toncrey, Catherine Guidry, Theresa Blankenship, and Crissy Frederick for the Parks Primary After-care Program for the month of December.
