MINUTES

 

                The St. Martin Parish School Board convened on this day at 4:00 P.M. at Stephensville Elementary School with the following members present:  Messrs., James Blanchard, President, Mark Hebert, Floyd Knott, Steve Fuselier, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Ms. Wanda Babin and Mrs. Barbara Latiolais.

 

                ABSENT:               None

 

                The meeting was called to order by Mr. James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

 

                On the motion of Mr. Knott, seconded by Mrs. Latiolais, and unanimously carried, consider and/or approve early dismissal for Cecilia area schools for the remainder of the football playoffs was added to the agenda.

 

                On the motion of Mr. Flegeance, seconded by Mr. Fuselier, and unanimously carried, the Board approved the minutes of the following meetings:

 

a)                   Regular Meeting of November 5, 2008

b)                   Finance Committee Meeting of November 19, 2008

 

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following Finance Committee recommendations:

 

a)                   Payment of $5,800 for concrete slab for St. Martinville Senior high dug-out and locker room

b)                   Procurement of a storage building at Cecilia High School

c)                   Procurement of the bus canopy at Cecilia High School

d)                   Repairs to the existing bleachers at the three high schools

e)                   Provide funds to build expanded football dressing rooms at all three high schools

f)                    Dissolution of Internal Service Fund for Group Health and transfer of funds from Group Health Insurance Fund to General Fund, but earmarked for Group Health in the future

g)                   Plan to reduce plan premiums as part of an overall plan to reduce the fund balance of the Group Health Insurance Plan Fund

h)                   Replacement of metal roof on classrooms at Stephensville Elementary

 

On the motion of Mr. Potier, seconded by Mr. Ledoux, and carried, the Board approved the request for waiver of sales tax penalties for Browning Oil Company.

 

OPPOSED:             Mr. Flegeance

 

On the motion of Mrs. Latiolais, seconded by Mr. Stelly, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on the Refrigerated Van to Martin Chevrolet in the amount of $63,382.

 

On the motion of Mr. Flegeance, seconded by Mrs. Babin, and unanimously carried, the Board approved the Drivers’ Education Program for 2008-2009.

 

On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, the Board approved the purchase of the Classworks Program in the amount of $69,595, which will be paid by Title I funds.

 

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board approved to contribute $69,000 ($14,000.00 through the General Fund and $55,000.00 in Title I funds), and an additional $25,000 in Title I funds for Cecilia Junior High and St. Martinville Junior High, to be used in payment for the services of the TASC and Early Intervention Programs Pre-Kindergarten through the eighth grade for a 10-month period commencing August 1, 2008 and ending May 31, 2009.

 

On the motion of Mr. Flegeance, seconded by Mrs. Latiolais, and unanimously carried, the Board approved revisions to the Student Assignment Policy JBCC.

 

On the motion of Mr. Stelly, seconded by Ms. Babin, and unanimously carried, the Board approved a resolution designating the month of December as Board Appreciation Month, as follows:

 

WHEREAS, the St. Martin Parish School Board Superintendent, Directors, Supervisors, Administrators, Professional and Paraprofessional Personnel have selected the month of December 2008 for the observance of Board Appreciation Month (B.A.M.) to acknowledge the contributions made to the St. Martin Parish School District by the dedicated service of its School Board Members and has made elaborate plans for the execution thereof, and

 

WHEREAS, B.A.M. gives the general public the opportunity to acknowledge the fact that your public service as a School Board Member is vital to the educational process, essential to shaping the young minds of St. Martin Parish students, thus impacting their destiny.

 

THEREFORE, BE IT RESOLVED, that we, the Superintendent, Directors, Supervisors, Administrators, Professional and Paraprofessional Personnel of the St. Martin Parish School District, in official session do hereby publicly announce to you, our School Board Members, that we are aware of and do appreciate your sacrifice of time, sincere devotion, and the indefatigable patience with which you have dedicated yourselves to the educational development of the children of this parish, and

 

BE IT FURTHER RESOLVED, that we will do our utmost in assisting and supporting you in all your noble endeavors.

 

A motion was made by Mr. Knott and seconded by Mr. Flegeance to approve early dismissal for Cecilia area schools for the remainder of the football playoffs.

 

An amendment to the motion was made by Mr. Potier and seconded by Mr. Ledoux to allow any student picked up by their parents to attend the football game without being marked absent. 

 

The original motion as amended was then voted on and carried.

On the motion of Mr. Potier, seconded by Mr. Flegeance, and carried, the Board approved the following Personnel Changes:

d)                Request for extra employment pay for Corita Andrus, Beverly Bonhomme, Brenda Davis, Mary Jo Franciol, Cabrini Benoit, Mandy Boudreaux, and Dawn Frederick for the Cecilia Primary After-Care Program for the months of August, September, October, and November, 2008.

 

e)                Request for extra pay for St. Martinville Senior High basketball ticket sellers and cafeteria workers

 

f)                 Coaching stipend for Breaux Bridge Senior High Girls’ Volleyball

On the motion of Mr. Potier, seconded by Mr. Stelly, and unanimously carried, the Board adjourned.
