MINUTES

 

                The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., James Blanchard, President, Mark Hebert, Floyd Knott, Aaron Flegeance, Richard Potier, Rodney Ledoux, Frederic Stelly, and Ms. Wanda Babin and Mrs. Barbara Latiolais.

 

                ABSENT:               Mr. Steve Fuselier

 

                The meeting was called to order by Mr. James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance.

 

                Three government officials were recognized and honored for their assistance during Hurricane Gustav and Ike.

 

                ABSENT:               None

 

                A motion was made by Knott and seconded by Mr. Hebert approving the following:

 

                a)             Minutes of the Regular Meeting of September 10, 2008 (carried, opposed:  Mr. Potier)

                b)            Minutes of the Finance Committee Meeting of September 17, 2008 (unanimously carried)

                c)             Minutes of Special Meeting of September 24, 2008 (unanimously carried)

                d)            Finance Committee recommendation to transfer the remaining funds from the 1996 Capital Projects and the 2002 Capital Projects to emergency projects  (unanimously carried)  

                e)            Finance Committee recommendation for a new (additional) salary schedule for CTTIE (Career and Technical trade and Industrial Education) instructors  (unanimously carried)

                f)             Finance Committee recommendation for the St. Martinville Junior High Teacher Allocation  (unanimously carried)

                g)            Finance Committee recommendation for a request for permission to call for bids on tires for the parish bus fleet and bidder’s form (unanimously carried)

                h)            A request for waiver of sales tax penalties for Badger Oil Corporation (unanimously carried)

                i)              A request for waiver of sales tax penalties for Hanson Pipe & Products South (unanimously carried)

 

                On the motion of Mr. Hebert, seconded by Mr. Ledoux, and carried, the Board approved to authorize Mr. Joey Picard, Architectural Consultant, to call for bids on the roof at St. Martinville Junior High School after the administration speaks to Special Legal Counsel, Mr. Paul McMahon (allowing him up to 15 days) regarding the roof warranty.

               

                FOR:     Mr. Fuselier, Mr. Hebert, Mr. Potier, Mr. Ledoux, Ms. Babin, and Mr. Blanchard

                OPPOSED:             Mr. Knott, Mr. Flegeance, Mrs. Latiolais, and Mr. Stelly

 

                On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board approved Change Orders for the following:

 

a)                   Cecilia Jr. High Re-roofing

b)                   Electrical modifications for the computers at the 3 high schools

 

 On the motion of Mr. Ledoux, seconded by Mr. Flegeance, and unanimously carried, the Board approved renewal of campsite leases in the Stephensville-Belle River area for Angela and Kenneth Charles Schuler.

 

On the motion of Mr. Ledoux, seconded by Mr. Flegeance, and unanimously carried, the Board approved a resolution allowing the State Mineral Board to handle all requests for the lease of School Board properties for oil and gas leases.

 

On the motion of Mr. Fuselier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following proclamation for Red Ribbon Week, October 26-31, 2008:

 

WHEREAS, the National, State, and Parish Red Ribbon Campaign will be celebrated in every community in America ”I Tune Out Drugs”, October 26-October 31, 2008, and

 

WHEREAS, the Children of St. Martin Parish shall serve as Honorary Chairpersons to provide this parish’s focus on a Drug Free America, and

 

WHEREAS, business, government, law enforcement, schools, religious institutions, service organizations, youth, medical, senior citizens, military, sports teams, and individuals will demonstrate their commitment to drug free schools healthy lifestyles by wearing and displaying red ribbons during this week long campaign, and

 

WHEREAS, the St. Martin Parish School Board further commits its resources to ensure the success of the ”r;I Tune Out Drugs! Red Ribbon Week,”.

 

NOW, THEREFORE, BE IT RESOLVED, that the St. Martin Parish School Board does hereby support October 26-October 31, 2008 as ”r;I Tune Out Drugs!  Red Ribbon Week.”, encourage its citizens to participate in drug awareness and drug education activities, making a visible statement that we are strongly committed to drug free, healthy lifestyles.

 

                On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, the Board approved the following Professional Personnel Changes:

On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the Board approved the request for extra employment pay for Regina Smart, Angela Toncrey, Catherine Guidry, Theresa Blankenship, and Crissy Frederick for the Parks Primary After-Care Program for the month of August.

 

                On the motion of Mr. Ledoux, seconded by Mr. Flegeance, and unanimously carried, the Board adjourned.
