MINUTES

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., James Blanchard, President, Floyd Knott, Steve Fuselier, Aaron Flegeance, Mark Hebert, Richard Potier, Rodney Ledoux, Frederic Stelly and Mrs. Barbara Latiolais and Ms. Wanda Babin.

ABSENT:        None

The meeting was called to order by Mr. James Blanchard, President.  Superintendent Lavergne opened the meeting with a prayer and the Pledge of Allegiance. 

On the motion of Mr. Knott, seconded by Mrs. Latiolais, and unanimously carried, discussion of Cecilia Junior High School roofing was added to the agenda.

The Board Member’s request relative to contracting for ”r;School Resource Officers” at parish middle schools was removed from the agenda until the current contract for the High School Resource Officers is discussed. 

Consider and/or approve a request by Goodrich Petroleum Corporation for the auction of the oil and gas lease in the Plumb Bob Area on August 8, 2007 was tabled until further research is conducted on the matter.

The Board Member’s request relative to reconsideration for out of zone transfer was removed from the agenda.

On the motion of Mr. Ledoux, seconded by Mr. Stelly, and unanimously carried, the Board approved the minutes of the Regular Meeting of July 11, 2007, with corrections.

On the motion of Knott, seconded by Mr. Ledoux, and unanimously carried, consider and/or approve the addendum for personnel changes was added to the agenda.

On the motion of Mr. Hebert, seconded by Mr. Knott, and carried, the Board approved the minutes of the Special Meeting of July 18, 2007, with the understanding that Mr. Hebert is not in favor of out of zone transfers.

ABSTAINED:          Mr. Fuselier, Mr. Stelly, and Mr. Ledoux

On the motion of Mr. Potier, seconded by Mr. Flegeance, and unanimously carried, the Board approved disbursement of the August Sales Tax Salary Supplement in the amount of $500 to professional employees and $357 to paraprofessional employees.

On the motion of Mr. Fuselier, seconded by Mr. Hebert, and unanimously carried, the Board approved the following changes to the salary schedule:

a)                  Change federal minimum wage to $5.85 effective July 1, 2007 instead of July 24, 2007 (adopt as of beginning of month).

b)                  Change Substitute Teacher Pay for Certified from $70 to $84, change Degreed from $60 to $70, and change Non-degreed from $40 to $55.

c)                  Change the stipends for in-service hours from $10 and $5.15 for professionals and para-professionals, respectively, to $20 and $10 for professionals and para-professionals, respectively; this will make in-service stipends equal to non-in-service stipends.  Stipends are applicable only to hours outside of the normal workday.

d)                  Change the pay rate for substitute Bus Aides from $5.15 per hour to $5.85 per hour.

On the motion of Mr. Hebert, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the request to call for quotes on 10 Ton Heat Pump Split Unit (SE) and declared it an emergency.

Mr. Burton Dupuis, CEO of St. Martin Hospital, presented to the Board the 2007 Hospital Performance Report.

Consider and/or approve a request to call for bids for an agricultural lease on Section 16-T9E-R11S died for lack of a motion.

On the motion of Mr. Knott, seconded by Mr. Potier, and unanimously carried, the Board approved Option 2 and authorized Mr. Larry Devillier to draw up the specifications for the re-roofing of Cecilia Junior High School. 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board went into Executive Session. 

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board came out of Executive Session.

A motion was made by Mr. Hebert and seconded by Mrs. Latiolais to follow the recommendation of the administration regarding Students A-E, which involves denial of academic credit due to excessive absences.

Mr. Potier made substitute motion to reinstate denied credits for Students A-E.

The substitute motion died for lack of a second.

The original motion was then voted on and carried.

On the motion of Mr. Knott, seconded by Mr. Flegeance, and carried, the Board approved the request for a zone transfer for Students F-O.  

OPPOSED:      Mr. Hebert

ABSTAINED:       Mr. Ledoux, Mr. Stelly, and Mr. Fuselier

No action was necessary for the item relative to the citizen’s request to appear before the Board regarding personnel.

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and carried, the Board approved the request for waiver for return to service from sabbatical leave.

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the following Professional Personnel Changes and the Professional Personnel Changes on the Personnel Addendum, excluding the transfer to CHS and the transfer of the Band Director at Breaux Bridge Senior High School to Breaux Bridge Elementary/Junior High:
