MINUTES

 

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., James Blanchard, President, Floyd Knott, Mark Hebert, Richard Potier, Rodney Ledoux, Frederic Stelly, and Mrs. Barbara Latiolais and Ms. Wanda Babin.

 

            ABSENT:        Mr. Steve Fuselier and Mr. Aaron Flegeance

 

The meeting was called to order by Mr. James Blanchard, President. 

 

Superintendent Haaga opened the meeting with a prayer and the Pledge of Allegiance.

 

On the motion of Ms. Babin, seconded by Mr. Ledoux, and unanimously carried, consider and/or approve bid recommendations on Band Uniforms was added to the agenda.

 

            ABSENT:        Mr. Fuselier and Mr. Flegeance

 

On the motion of Mr. Ledoux, seconded by Mr. Hebert, and unanimously carried, discuss discipline was added to the agenda.

 

            ABSENT:        Mr. Fuselier

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the Minutes of the following meetings:

a)                  Regular Meeting of February 7, 2007

b)                  Special Meeting of February 26, 2007

 

ABSENT:        Mr. Fuselier

 

On the motion of Mr. Potier, seconded by Mr. Stelly, and unanimously carried, the Board approved disbursement of the March Sales Tax Salary Supplement in the amount of $400 to professional employees and $350 to paraprofessional employees.

 

            ABSENT:        Mr. Fuselier

 

The Board heard from Mr. Guy Cormier, St. Martin Parish President, regarding repairs to the smaller building in Cade by the St. Martin Parish Government.  On the motion of Mr. Hebert, seconded by Mr. Knott, and unanimously carried, the Board approved a 99-year lease to the Parish Government for the property in Cade, providing it is legal.

Mr. Guy Cormier presented a plaque to Superintendent Haaga proclaiming March 30, 2007 as Valerie Haaga Day.

 

Mrs. Judy Poirier appeared before the Board to discuss her retirement and health insurance concerns.  A motion was made by Mr. Ledoux and seconded by Mr. Potier to allow Mrs. Poirier to continue under St. Martin Parish School Board’s insurance plan until she returns to work (light duty) or she does qualify for the retirement benefits.  The motion failed as follows:

On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, Executive Session to discuss personnel matters was added to the agenda.

On the motion of Mr. Potier, seconded by Mr. Hebert, and unanimously carried, the Board approved the request for permission to call for bids on Janitorial Supplies.

 

ABSENT:        Mr. Fuselier

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and unanimously carried, the Board approved the request for permission to call for bids on 20 Touch Screen Point of Sale Terminals.

 

ABSENT:        Mr. Fuselier

 

On the motion of Ms. Babin, seconded by Mr. Flegeance, and unanimously carried, the Board approved the recommendation of the administration for the acceptance

of bids on Band Uniforms to Stanbury Uniforms in the amount of $50,311.40.

 

            ABSENT:        Mr. Fuselier

 

On the motion of Mr. Flegeance, seconded by Mr. Knott, and carried, the Board approved the denial of a request for a waiver of sales tax penalty for Landry’s Seafood House.

 

OPPOSED:                  Mr. Stelly and Mr. Potier

ABSTAINED:              Mr. Ledoux

ABSENT:                    Mr. Fuselier

 

Mr. Ken Bordelon presented information to the Board regarding partnering with Keep St. Martin Beautiful for a one time parish-wide litter clean-up.  The Board postponed the item relative to partnering with Keep St. Martin Beautiful until further research is conducted on the matter.

 

The Board heard from Mark Rabalais, President of the French Immersion Club, regarding French Immersion’s Tenth Annual Le Grand Pique-Nique de Louisiana.

 

On the motion of Mr. Knott, seconded by Mr. Stelly, and unanimously carried, the Board approved the sale of the Plumb Bob Area lease by Goodrich Corporation to Hilcorp Energy L.P.

 

ABSENT:        Mr. Fuselier

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on Alligator Eggs to Reggie Little in the amount of 35% or 9 dollars per egg (whichever is greater).

 

ABSENT:        Mr. Fuselier

 

On the motion of Mr. Knott, seconded by Mr. Flegeance, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on the lot at 4 mile bayou to Leroy Gross in the amount of $601 per year.

On the motion of Mr. Hebert, seconded by Mr. Knott, and carried, the Board postponed the proposed 2007-2008 School Calendar for St. Martin Parish Schools until the April School Board meeting.

On the motion of Mr. Potier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following proclamation declaring March as Professional Social Work Month:

 

WHEREAS,               more than 6,000 social workers in Louisiana are on the front lines in our community every day; and

 

WHEREAS,               social workers open the doors of access and opportunity for everyone, particularly those in greatest need; and

 

WHEREAS,               social workers use their education, professional training, and commitment to fix problems that some cannot, and which others hope will just go away; and

 

WHEREAS,               social workers are dedicated advocates for changes in policy and legislation to strengthen the safety nets that make a critical difference to so many; and

 

WHEREAS,               social workers are dedicated to ensuring that people of all ages, creeds, and nationalities have access to adequate social resources and services; and

 

WHEREAS,               social workers, whether in direct practice, administration, education, research, or policy development make an impact in every community.

 

NOW, THEREFORE, the St. Martin Parish School Board, does hereby proclaim the month of March, 2007, with special recognition during the week of March 5-11, 2007, as

 

PROFESSIONAL SOCIAL WORK MONTH

 

in the state of Louisiana, and call upon all citizens to join with the National Association of Social Workers and NASW Louisiana Chapter in celebration and support of social workers and the social work profession.

           

            ABSENT:        Mr. Fuselier

 

The Board discussed issues relative to discipline in the schools.

 

On the motion of Mr. Knott, seconded by Mr. Hebert, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Knott, seconded by Mr. Potier, and unanimously carried, the Board came out of Executive Session.

 

            ABSENT:        Mr. Fuselier     

 

On the motion of Mr. Ledoux, seconded by Mr. Knott, and carried, the Board approved to follow the recommendation of the administration in regard to Personnel A, which involves a charge of willful neglect of duty from December 12, 2006 to today’s date.

 

OPPOSED:      Mr. Potier

ABSENT:        Mr. Fuselier

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and carried, the Board approved to follow the recommendation of the administration in regard to Personnel A,

which involves a charge of abandonment of his/her post from December 12, 2006 to today’s date.

 

            OPPOSED:      Mr. Potier

            ABSENT:        Mr. Fuselier

 

On the motion of Mr. Hebert, seconded by Mrs. Latiolais, and carried, the Board approved to pursue restitution of monies owed to the School Board by Personnel A.

            ABSENT:        Mr. Fuselier

 

On the motion of Mr. Flegeance, seconded by Mrs. Latiolais, and carried, the Board approved to follow the recommendation of the administration in regard to Personnel A, which involves termination of employment.

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved the following Professional Personnel Changes:
