MINUTES

 

The St. Martin Parish School Board convened on this day at 1:30 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs., James Blanchard, President, Floyd Knott, Mark Hebert, Steve Fuselier, Aaron Flegeance,  Richard Potier, Rodney Ledoux, and Mrs. Barbara Latiolais.

 

            ABSENT:        Mr. Frederic Stelly and Ms. Wanda Babin

 

St. Martin Parish A-Team students were presented with certificates and T-Shirts.  High school students received academic jackets or bars and all A-Team students also maintaining perfect attendance received a trophy. 

 

Board President James Blanchard declared a short recess. 

 

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, consider and/or approve contract of new Superintendent was added to the agenda.

 

            ABSENT:        None

 

A motion was made by Mr. Hebert and seconded by Mr. Ledoux to add to the agenda discuss the present Superintendent’s contract.  The motion carried as follows (2/3 vote needed to add an agenda item):

 

            FOR:    Mr. Fuselier, Mr. Flegeance, Mrs. Latiolais, Mr. Hebert, Mr. Ledoux, Mr. Stelly, and Mr. Blanchard  

OPPOSED:      Mr. Knott, Mr. Potier, and Ms. Babin

 

Superintendent Haaga indicated that School Board Member Wanda Babin has successfully completed the six hours of training, as required by La. Rev. Stat. 17:53, Act 66, on January 10, 2007.

 

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Fuselier, seconded by Mr. Potier, and unanimously carried, the Board came out of Executive Session.

 

Mr. Chester Cedars, legal counsel, discussed issues relative to the new Superintendent’s contract. 

 

On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved the new Superintendent’s employment contract.

 

On the motion of Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board approved to follow the recommendation of the administration relative to following the current LPN Teacher Aid’s policy.

 

On the motion of Mr. Hebert, seconded by Mr. Flegeance, and carried, the Board, upon the recommendation of the Superintendent, denied the request for waiver of reimbursement to the School Board for compensation paid while on sabbatical leave.

 

OPPOSED:      Mr. Ledoux

 

On the motion of Mr. Fuselier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved to follow the recommendation of the administration, which involves allowing the teacher to return to work and to work with the administration.

 

On the motion of Mr. Ledoux, seconded by Mr. Flegeance, and unanimously carried, the Board approved the Minutes of the following meetings:

a)                  Regular Meeting of January 10, 2007

b)                  Finance Committee Meeting of January 17, 2007

c)                  Special Meeting of January 17, 2007

d)                  Special Meeting of January 23, 2007

 

On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved disbursement of the February Sales Tax supplement in the amount of $400 for all professional and paraprofessional employees.

 

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved the request for permission to call for bids on Air Conditioner Filters.

 

On the motion of Mr. Potier, seconded by Mr. Fuselier, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on School Nutrition Large Equipment to Louisiana Food Service Equipment ($7,417.00), Buckelew’s Hardware ($9,833.00), Cayard’s ($19,150.00), and Alack Refrigeration ($2707.00).

 

On the motion of Mr. Ledoux, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the denial of a request for a waiver of sales tax penalty for Universal Compression, Inc.

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved a renewal of a crawfish lease near Breaux Bridge High for Bernard and Lastrapes Farm for a term of 10 years (2008-2018).

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved a revision to the Class Ranking Policy on the selection Valedictorian and Salutatorian.

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board approved a revision to the policy on Progress Reports.

 

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved the following proclamations:

 

a)                  Declaring February 5-9, 2007 as National School Counseling Week

 

WHEREAS, school counselors are employed in public and private schools to help students reach their full potential; and

 

WHEREAS, school counselors are actively committed to helping students explore their abilities, strengths, interests, and talents as these traits relate to career awareness and development; and

 

WHEREAS, school counselors help parents focus on ways to further the educational, personal and social growth of their children; and

 

WHEREAS, school counselors work with teachers and other educators to help students explore their potential and set realistic goals for themselves; and

 

WHEREAS, school counselors seek to identify and utilize community resources that can enhance and complement comprehensive school counseling programs and help students become productive members of society; and

 

WHEREAS, comprehensive developmental school counseling programs are considered an integral part of the educational process that enables all students to achieve success in school;

 

THEREFORE, the St. Martin Parish School Board does hereby proclaim February 5-9, 2007, as National School Counseling Week.

 

b)                  Declaring February 12-16, 2007 as Attendance Awareness Week

 

WHEREAS,     the children of our parish, state and nation are our most valued resource; and

 

WHEREAS,     the Supervisors of Child Welfare and Attendance, the International Association of Pupil Personnel Workers, School Social Workers are

                        cognizant of the need for children to attend school regularly to develop educationally, emotionally, and socially; and

 

WHEREAS,     all the people of St. Martin Parish join with the teachers, administrators, and local and parish school officials in encouraging our students to attend school regularly.

 

NOW, THEREFORE, the St. Martin Parish School Board does hereby proclaim the week of February 12-16, 2007 as

 

ATTENDANCE AWARENESS WEEK

 

in the St. Martin Parish Schools, and encourage all schools to plan and develop activities to recognize the thousands of students who attend school regularly.

 

On the motion of Mrs. Latiolais, seconded by Ms. Babin, and unanimously carried, the Board approved a request to call for bids on band uniforms and a loan for a term of six (6) years to St. Martinville Senior High for band uniforms.

 

On the motion of Mr. Potier, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the following Professional Personnel Changes:
