MINUTES
The St. Martin Parish School Board convened on this day at 1:30 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs., Floyd Knott, President, Mark Hebert, Anthony Wiltz, James Blanchard, Richard Potier, Rodney Ledoux, Paulma Johnson, and Mrs. Barbara Latiolais.
ABSENT: Mr. Steve Fuselier and Mr. Frederic Stelly
The meeting was called to order by Mr. Floyd Knott, President.
St. Martin Parish A-Team students were presented with certificates and T-Shirts. High school students received academic jackets or bars. All A-Team students who maintained perfect attendance received a trophy.
Board President Floyd Knott declared a short recess.
On the motion of Mr. Ledoux, seconded by Mrs. Latiolais, and unanimously carried, the following items were added to the agenda:
a) Consider and/or approve the Addendum for Personnel Changes
b) Consider and/or approve the School Bus Safety Resolution
c) Discuss canopy at St. Martinville Junior High School
d) Discuss alligator tags on School Board Property
e) Discuss Employee Tobacco Use policy
f) Discuss exhaust problem at bus shop
ABSENT: Mr. Fuselier and Mr. Stelly
On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and carried, the Board approved the minutes of the Regular Meeting of September 6, 2006.
ABSTAINED: Mr. Johnson and Mr. Wiltz
ABSENT: Mr. Fuselier and Mr. Stelly
On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved disbursement of the October Salary Supplement in the amount of $400 for all professional and paraprofessional employees.
ABSENT: Mr. Fuselier and Mr. Stelly
On the motion of Mrs. Latiolais, seconded by Mr. Blanchard, and unanimously carried, the Board approved the request for permission to call for bids on tires.
ABSENT: Mr. Fuselier and Mr. Stelly
A motion was made by Mr. Ledoux and seconded by Mr. Johnson to revise policy GBD, Employment of Personnel, to include a sentence stating that employees may appeal a decision to the Board, prior to termination. Mr. Ledoux withdrew his motion.

The Board recessed for fifteen minutes.
Upon reconvening, a discussion ensued regarding the developed or revised policies for inclusion in the St. Martin Parish School Board Policy Manual.
A point of order was raised by Mr. Johnson for clarification.
On the motion of Mr. Blanchard, seconded by Mr. Potier, and unanimously carried, the Board approved the following developed or revised policies for inclusion in the St. Martin Parish School Board Policy Manual:
a) EB, Building and Grounds Management
b) GAMA, Employee Tobacco Use
c) GBD, Employment of Personnel
d) GBE, Assignment
e) GBRA, Employee Conduct
f) GBRH, Professional Leave
g) JDD, Suspension
h) JGC, Student Health Services
ABSENT: None
On the motion of Mr. Johnson, seconded by Mr. Hebert, and unanimously carried, the Board approved the following resolutions/proclamations:
a) Declaring October 15-21, 2006 as School Bus Safety
WHEREAS, St. Martin Parish School Board is dedicated to providing the children of the parish with safe school bus transportation to and from school and
WHEREAS, the National Association for Pupil Transportation sponsors School Bus Safety Week each year during the third week of October; and
WHEREAS, this is a good time to highlight school bus safety programs; and
WHEREAS, children should understand that riding on the bus is a privilege, that the bus is an extension of school, and they are expected to behave as well as they would in their classroom.
NOW THEREFORE BE IT RESOLVED the St. Martin Parish School Board urges continued support for promoting school bus safety.
b) Declaring October 23-31, 2006 as Red Ribbon Week
WHEREAS, the National, State, and Parish Red Ribbon Campaign will be celebrated in every community in America "If you’re not drug free; you can’t hang with me! Red Ribbon Week", October 23- October 31, 2006, and
WHEREAS, the Children of St. Martin Parish shall serve as Honorary Chairpersons to provide this parish’s focus on a Drug Free America, and
WHEREAS, business, government, law enforcement, schools, religious institutions, service organizations, youth, medical, senior citizens, military, sports teams, and
individuals will demonstrate their commitment to drug free schools healthy lifestyles by wearing and displaying red ribbons during this week long campaign, and
WHEREAS, the St. Martin Parish School Board further commits its resources to ensure the success of the "If you’re not drug free; you can’t hang with me! Red Ribbon Week,”
NOW, THEREFORE, BE IT RESOLVED, that the St. Martin Parish School Board does hereby support October 23-October 31, 2006 as "If you’re not drug free; you can’t hang with me!" Red Ribbon Week and encourage its citizens to participate in drug awareness and drug education activities, making a visible statement that we are strongly committed to drug free, healthy lifestyles.
The Board discussed the paraprofessional application process. No action was taken.
A motion was made by Mr. Ledoux and seconded by Mr. Hebert to extend the deadline for the application process for the position of Superintendent to November 15, 2006. Mr. Ledoux withdrew his motion.
The item relative to the canopy at St. Martinville Junior High was removed from the agenda.
The Board received and update on alligator tags on School Board Property.
Mr. Ledoux expressed concerns regarding the exhaust fan at the bus shop.
The Board postponed the pending litigation entitled, ”r;Wayne Watkins vs. St. Martin Parish School Board.”
On the motion of Mr. Fuselier, seconded by Mr. Stelly, and unanimously carried, the Board went into Executive Session.
On the motion of Mr. Wiltz, seconded by Mr. Hebert, and unanimously carried, the Board came out of Executive Session.
On the motion of Hebert, seconded by Mr. Blanchard, and unanimously carried, consider and/or approve staffing was added to the agenda.
On the motion of Mr. Wiltz, seconded by Mr. Fuselier, and carried, the Board approved the following Professional Personnel Changes and the Professional Personnel Changes on the Personnel Addendum:

On the motion of Mr. Hebert, seconded by Mr. Johnson, and unanimously carried, the Board approved to leave staff as is for the 2006-2007 school year.
On the motion of Mr. Wiltz, seconded by Mr. Hebert, and unanimously carried, the Board approved the request for extra employment pay for Sera Centanni, Kim LeBlanc, Catherine Guidry, Debbie Guillory, Michelle Carnell, and Angela Toncrey for the Parks Primary After-Care Program for the month of August.
On the motion of Mr. Johnson, seconded by Mr. Stelly, and unanimously carried, the Board approved to remove the item relative to hiring a plumber from a temporary
agency: Other requests AC Technician and Carpenter on an as needed basis.
On the motion of Mr. Johnson, seconded by Mr. Fuselier, and unanimously carried, the Board approved the coaching stipend for the Assistant Volleyball Coach at Cecilia Senior High.
On the motion of Mr. Stelly, seconded by Mr. Johnson, and unanimously carried, the Board adjourned.
