MINUTES

 

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present: Messrs., Floyd Knott, President, Mark Hebert, Steve Fuselier, Anthony Wiltz, James Blanchard, Richard Potier, Rodney Ledoux, Frederic Stelly, Paulma Johnson, and Mrs. Barbara Latiolais.

 

            ABSENT:        None

 

The meeting was called to order by Mr. Floyd Knott, President.  Superintendent Haaga opened the meeting with a prayer and the Pledge of Allegiance. 

 

On the motion of Mr. Blanchard, seconded by Mr. Hebert, and carried, the Board approved the minutes of the Regular Meeting of June 7, 2006.

 

            ABSTAINED:         Mr. Wiltz

 

The Board heard from Mr. Guy Cormier, St. Martin Parish President, regarding a donation to the St. Martin Parish Government for recreational use of the property in Cade.  No action was taken until further research is conducted on the matte

 

On the motion of Mr. Fuselier, seconded by Mr. Johnson, and unanimously carried, the Board approved bid recommendations for the following items:

            a)         2 Playground Units (Catahoula Elementary and Stephensville Elementary) – Hahn Enterprises ($42,834)

            b)         3 Playground Units (Cecilia Primary, Parks Primary, and Early Learning Center) – Planet Recess ($49,850)

 

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on Colored Paper to A to Z Paper Company ($6,252), Marks Paper Company ($7,340), and Unisource ($15,655.50).

 

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved a request for waiver of sales tax penalties, as recommended by the administration, for PMSI, Inc.

 

On the motion of Mr. Stelly, seconded by Mr. Johnson, and unanimously carried, the Board approved changes in the salary schedule for the 2006-2007 school year, as

follows:

o            For teachers and other professionals $1,500, annually (New)

o            For teachers and other professionals $323, annually (MFP)

o            For para-professionals $500, annually (New)

 

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, consider and/or approve recommendations of the Finance Committee of July 12, 2006 was added to the agenda.

 

On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board approved a recommendation of the Finance Committee of July 12, 2006 to add two new sales tax supplements to the annual planned schedule, one for July and one for September, as follows:

 

                                                  July         September

            Professionals                  $300             $300

            Paraprofessionals          $250               $250

 

On the motion of Mr. Ledoux, seconded by Mr. Potier, and unanimously carried, the Board approved a recommendation of the Finance Committee of July 12, 2006 regarding a contribution to St. Martin Economic Development Authority (SMEDA) for Fiscal Year 2006-2007, in the amount of $29,055.60.

 

On the motion of Mrs. Latiolais, seconded by Mr. Potier, and unanimously carried, the Board approved the recommendations of the Finance Committee of July 12, 2006, as follows:

            a)         Quotes received for the Cecilia High School Physical Education Locker Room

            b)         Proposal A regarding Coach’s Pay for the Summer Weight Program

            c)         Seek out other school systems to join a multi-district bid for New Buses

            d)         Grant 15 years of experience to 4-H Extension Agent for Agriscience position at Cecilia High School

            e)         Part-time janitor at Catahoula Elementary School

           

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the Inter-Government Work Crew Agreement for July 1, 2006 thru June 30, 2007.

 

On the motion of Mr. Fuselier, seconded by Mr. Potier, and unanimously carried, the Board approved the Teche News as the official journal for the 2006-2007 school session.

 

On the motion of Mr. Ledoux, seconded by Mr. Hebert, and carried, the Board approved revisions to the Pupil Progression Plan for 2006-2007, as follows:

 

            Page 3.14 (5)               Delete              Only failed courses can be repeated.

               (Para 2)

 

                                                Add                 Only students in the TOPS Curriculum will  be allowed to repeat TOPS core courses on a one time basis to achieve a higher grade point average to qualify for higher levels of  funding.

 

            Page 3.11 (2)               Delete              In averaging the two semester grades in  (Para 6) grades 9-12 for the purpose of the ½ or fraction averaging, the final grade shall be the higher of the two only if the higher grade  was earned during the second semester.

 

                                                Add                 In averaging the two semester grades in grades 9-12 for the purpose of the ½ or fraction averaging, the final grade shall be the average of the numerical value for the letter grades for the two nine weeks.  However, F’s earned during the second or fourth nine weeks, constitutes a failing mark pending the recommendation of the School Building level Committee and the principal.

                                                Add                 However, F’s earned the last two six (6) weeks or the second (2nd) or fourth (4th) nine weeks constitutes a failing mark pending the recommendation of the School Building Level Committee and the principal with final approval by the Director of  Curriculum.  Schools will be required to  provide documentation of the extenuation circumstance(s) to the Director of Curriculum.

           

            OPPOSED:      Mr. Johnson

           

The Board discussed the JCEP Program.  No action was taken.

 

Mr. Johnson expressed concerns regarding the Early Intervention and Truancy Program. 

 

The Board then proceeded with a discussion regarding summer school for the elementary level. 

 

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, consider and/or approve the addendum for personnel changes was added to the agenda.

 

On the motion of Mr. Stelly, seconded by Mr. Fuselier, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Blanchard, seconded by Mr. Potier, and unanimously carried, the Board came out of Executive Session.

 

On the motion of Mr. Blanchard, seconded by Mr. Hebert, and unanimously carried, the Board approved the following Professional Personnel Changes:

Superintendent Haaga informed the Board Sammy Wininger was her recommendation for the position of Supervisor of Operations.  On the motion of  Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board appointed Sammy Wininger as the Supervisor of Operations for a two-year term, effective July 1, 2006.

 

Superintendent Haaga informed the Board William Greig was her recommendation for the position of Supervisor of Secondary Education.  On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board appointed William Greig as the Supervisor of Secondary Education for a two-year term, effective July 1, 2006.

 

Superintendent Haaga informed the Board Allen Blanchard Jr. was her recommendation for the position of Supervisor of Elementary Education.  On the motion of Mr. Blanchard, seconded by Mr. Hebert, and unanimously carried, the Board appointed Allen Blanchard Jr. as the Supervisor of Elementary Education for a two-year term, effective July 1, 2006.

 

Superintendent Haaga informed the Board Timmy Himel was her recommendation for the position of Principal at Stephensville Elementary School.  No action was taken.

 

Superintendent Haaga informed the Board Laura Saucier was her second recommendation for the position of Principal at Stephensville Elementary School.  No action was taken.

 

Superintendent Haaga informed the Board Mary Wyble was her third recommendation for the position of Principal at Stephensville Elementary School.  On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board appointed Mary Wyble as the Principal at Stephensville Elementary School for a two-year term, effective July 1, 2006.

 

Superintendent Haaga informed the Board Robin Chance was her recommendation for the position of Assistant Principal at Cecilia High School.  On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board appointed Robin Chance as the Assistant Principal at Cecilia High School for a two-year term, effective July 1, 2006.

 

On the motion of Mrs. Latiolais, seconded by Mr. Fuselier, and unanimously carried, the Board approved the advertisement of Assistant Principal at St. Martinville

Senior High School.

 

On the motion of Mr. Hebert, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the advertisement of Principal at Cecilia Junior High School.

 

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board adjourned.
