MINUTES

The St. Martin Parish School Board convened on this day at 5:00 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs.,

Floyd Knott, President, Mark Hebert, Steve Fuselier, James Blanchard, Richard Potier, Rodney Ledoux, Frederic Stelly, Paulma Johnson, and Mrs. Barbara Latiolais.

            ABSENT:        Mr. Anthony Wiltz

The meeting was called to order by Mr. Floyd Knott, President.  Superintendent Haaga opened the meeting with a prayer and the Pledge of Allegiance. 

Thirty-five retirees were recognized and honored. 

Poché & Associates honored Nicholas Potier with an Engineering/Architecture Scholarship. 

Ms. Lottie Beebe, Director of Human Resources, presented the 2005-2006 Education Major Scholarships to the following recipients:

            Ronderica Walker, St. Martinville Senior High

            Allie Renard, St. Martinville Senior High

            Jenae Tyler, Cecilia Senior High

The meeting was recessed for fifteen minutes for refreshments and a reception in honor of the retirees.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Fuselier, seconded by Mr. Hebert, and unanimously carried, the Board came out of Executive Session.

            ABSENT:        Mr. Wiltz

Mr. Hebert requested a report from the administration regarding the hire of two additional teachers, per high school, prior to the July School Board meeting.

The Board Member’s request relative to the restructure of the summer coach’s stipend was removed from the agenda.

Board Member Paulma Johnson removed the following items from the agenda:

            a)         Request statistical information relative to the JCEP Program

            b)         Request information relative to the Early Intervention and Truancy Program

            c)         Consider and/or approve Summer School for the elementary level

On the motion of Mr. Hebert, seconded by Mr. Fuselier, and unanimously carried, the Board approved the minutes of the following meetings:

            a)         Regular Meeting of May 3, 2006

            b)         Insurance Committee Meeting of May 11, 2006

            ABSENT:        Mr. Wiltz

On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and unanimously carried, the Board approved changes in the St. Martin Parish School Board Health Benefit Plan, as recommended by the Insurance Committee of May 11, 2006, as follows:

            a)         Effective July 1, 2005, the claims for physician and outpatient fees for the 25 retirees who do not qualify for Medicare A and did not purchase Part  B, be reprocessed so that Benefit Management pays the claims at 80% and that their health insurance coverage be as it was prior to the November 7, 2005 letter.  (Clarification means that those retirees who are past 65 will not be required to buy Part B if they do not qualify for Part A and they will use the school board insurance as their primary insurance.  However, if one retiree chooses to or has already enrolled in Part B, they will be treated as having school board as secondary and will get reduction in premium as others do.  THOSE WHO DO NOT HAVE OR HAVE NOT EARNED PART A WILL ALWAYS BE SERVED FOR PART A benefits as one without Medicare for that part and will use school board insurance as primary for Part A benefits.)

            b)         Effective July 1, 2006, retirees who qualify for Medicare Part A will be required to purchase Medicare Part B INSURANCE PREMIUM REDUCTION DOES NOT CHANGE ALREADY HAS HAD REDUCTION FOR PART A.

            c)         Effective July 1, 2006 and at age 65, retirees who do not qualify for Medicare Part A, be required to purchase Medicare Part B at next enrollment period and they also will see a reduction in premium.  Example of Reduction: From 142 dollars to 87 dollars for one single person apply the same to the new premium schedule.  RETIREES WHO DO NOT QUALIFY FOR FREE PART A DO NOT HAVE TO BUY PART A AND THEIR BENEFITS WILL BE SCHOOL BOARD AS PRIMARY AND THEY PAY THE 20 PERCENT.

On the motion of Mr. Fuselier, seconded by Mrs. Latiolais, and carried, the Board approved the new insurance rates for the St. Martin Parish School Board Health Benefit Plan for the 2006-2007 year, as follows:

On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board approved the June Salary Supplement in the amount of $1000 to professional employees and $714 to paraprofessional employees.

On the motion of Mr. Johnson, seconded by Mr. Hebert, and unanimously carried, the Board approved the change order presented by the 2002 Capital Improvements Program Committee for demolition of the old cafeteria at Parks Primary School.

On the motion of Mr. Stelly, seconded by Mr. Johnson, and unanimously carried, the Board approved the request for permission to call for bids on the following:

            a)         Colored Paper

            b)         Playground Equipment for Catahoula Elementary and Stephensville Elementary

            c)         Playground Equipment for Cecilia Primary, Parks Primary, and Early Learning Center

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board approved the recommendation of the administration for the acceptance of bids on library books in the amount of $32,000 to Sagebrush Corporation.

On the motion of Mr. Johnson, seconded by Mr. Potier, and unanimously carried, the Board approved a request for waiver of sales tax penalties, as recommended by administration, for Southwestern Energy Production Company.

On the motion of Mrs. Latiolais, seconded by Mr. Hebert, and unanimously carried, the Board approved the revised budgets for the General Fund and the several Special Revenue Funds for the year ending June 30, 2006.

On the motion of Mr. Ledoux, seconded by Mr. Johnson, and unanimously carried, the Board approved an adjustment in pay for principals, per our policy, including the average number of displaced students enrolled during the 2005-2006 school year.

On the motion of Mr. Blanchard, seconded by Mrs. Latiolais, and unanimously carried, the Board approved proposal number one offered by Mr. Greg Hardy, School Board General Counsel, which is an hourly rate of $125 for all matters.  The Board also approved the use of legal services of the law firm Boyer & Hebert LLC.

On the motion of Mrs. Latiolais, seconded by Mr. Blanchard, and unanimously carried, the Board approved the request for permission to advertise to sale junked buses.

On the motion of Mr. Ledoux, seconded by Mr. Potier, and carried, the Board approved the Letter of Assurance of Continued Employment as envisioned by Act 745 of 1977.

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board approved the following developed or revised policies for inclusion in the St. Martin Parish School Board Policy Manual:

            a)         EDC, Student Transportation Safety

            b)         EGAA, Workers’ Compensation

            c)         II, Testing

On the motion of Mr. Fuselier, seconded by Mr. Potier, and unanimously carried, the Board approved revisions to the St. Martin Parish School Board School Bus Driver’s Regulations and Operations Policy.

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and unanimously carried, the Board approved the proposed St. Martin Parish School District Wellness Policy.

            ABSENT:        Mr. Wiltz

On the motion of Mr. Johnson, seconded by Mr. Stelly, and unanimously carried, the Board approved the Hepatitis B Vaccine for school employees.

            ABSENT:        Mr. Wiltz

On the motion of Mr. Johnson, seconded by Mrs. Latiolais, and unanimously carried, the Board approved policies relating to the creation of a St. Martin Parish School Nurses Administrative Manual.

            ABSENT:        Mr. Wiltz

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the 2006-2007 St. Martin School Board Meeting Dates, as follows:

On the motion of Mrs. Latiolais, seconded by Mr. Potier, and unanimously carried, the Board approved the Superintendent’s recommendation for the Summer Schedule for twelve (12) month employees, which consists of longer hours Monday through Thursday, with the offices closed on Friday, for a six (6) weeks period during June and July.  The Board also declared July 3^rd a holiday for school board employees.

            ABSENT:        Mr. Wiltz

 On the motion of Mr. Hebert, seconded by Mr. Ledoux, and unanimously carried, the Board approved to amend the Pupil Progression Plan for 2006-2007 by applying the repeat and delete method of averaging grades for all students.  The higher of the two grades would be averaged to obtain the students’ final grade point average and would be recorded as the final grade of record on the transcript.  Students in the TOPS curriculum only, will be allowed to repeat TOPS core courses on a one time basis to achieve a higher grade point average to qualify for a higher level of funding.

On the motion of Mr. Hebert, seconded by Mr. Stelly, and unanimously carried, the Board approved to modify the grading policy, averaging the numerical value for letter grades, with the exception that if an ”r;F” is earned the last six (6) weeks and the second or fourth nine weeks, the grading scale remains the same.

On the motion of Mr. Ledoux, seconded by Mr. Blanchard, and carried, the Board approved an addendum to the St. Martin Parish Personnel Evaluation Plan for 2006-2007.

The Board Member’s request relative to the name change from St. Martinville Junior High to St. Martinville Middle School was removed from the agenda.

On the motion of Mr. Fuselier, seconded by Mr. Johnson, and unanimously carried, the Board approved to utilize the vacant Early Learning Center facility as a Professional Development Facility.

            ABSENT:        Mr. Wiltz

A discussion ensued regarding reinstatement of all credits for students that have completed JCEP.  No action was taken.

A motion was made by Mr. Johnson and seconded by Mr. Blanchard to advertise for the position of Superintendent in local papers only, during the months of July, August, and September and verify certifications in October. 

Mr. Hebert made an amendment to the motion, seconded by Mr. Blanchard, to advertise for the position of Superintendent nationwide, during the months of August, September, and October and verify certifications in November and December.  The original motion as amended was then voted on and carried.

            ABSENT:        Mr. Wiltz

A motion was made by Mr. Blanchard and seconded by Fuselier to approve the Professional Personnel Changes, excluding non-certified personnel.

Mr. Potier made a substitute motion to approve the Professional Personnel Changes, as submitted.  The substitute motion died for lack of a second.

The original motion was then voted on and carried.
