MINUTES

 

The St. Martin Parish School Board convened on this day at 1:30 P.M. at the Breaux Bridge Instructional Center with the following members present:  Messrs.,

Floyd Knott, President, Mark Hebert, Steve Fuselier, James Blanchard, Richard Potier, Rodney Ledoux, Frederic Stelly, Paulma Johnson, and Mrs. Barbara Latiolais.

 

            ABSENT:        Mr. Anthony Wiltz

 

St. Martin Parish A-Team students were presented with certificates and T-Shirts.  High school students received academic jackets or bars and all A-Team students also maintaining perfect attendance received a trophy. 

 

Board President Floyd Knott declared a short recess. 

 

On the motion of Mr. Ledoux, seconded by Mr. Stelly, and unanimously carried, consider and/or approve the addendum for personnel changes was added to the agenda.

 

            ABSENT:        Mr. Wiltz

 

On the motion of Mr. Stelly, seconded by Mr. Blanchard, and unanimously carried, consider and/or approve resolution canvassing the returns and declaring the results of the Special Election of January 21, 2006 Millage Renewal was added to the agenda.

 

            ABSENT:        Mr. Wiltz

           

On the motion of Mr. Johnson, seconded by Mr. Stelly, and unanimously carried, consider and/or approve recommendation to purchase utility carts for the janitors at each site, pending inventory to determine need was added to the agenda. 

 

            ABSENT:        Mr. Wiltz

 

On the motion of Mr. Fuselier, seconded by Mr. Johnson, and carried, the Board approved the Minutes of the Regular Meeting of January 11, 2006 with corrections.

 

            OPPOSED:      Mr. Johnson

            ABSENT:        Mr. Wiltz

 

On the motion of Mr. Fuselier, seconded by Mr. Johnson, and unanimously carried, the Board approved the following minutes:

            a)         Finance Committee Meeting of January 18, 2006

            b)         Special Board Meeting of January 18, 2006

 

On the motion of Mr. Stelly, seconded by Mr. Blanchard, and unanimously carried, the Board approved the February Sales Tax Salary Supplement in the amount of $400 to professional and paraprofessional employees. 

 

            ABSENT:        Mr. Wiltz

 

On the motion of Mr. Hebert, seconded by Mr. Potier, and unanimously carried, the Board approved the appointment of Kolder, Champagne, Slaven, & Company, LLC as our auditors for the fiscal year ending June 30, 2006.

 

            ABSENT:        Mr. Wiltz

 

On the motion of Mr. Blanchard, seconded by Mr. Stelly, and carried, the Board approved the resolution canvassing the returns and declaring the results of the Special Election of January 21, 2006 Millage Renewal (attached as Exhibit A).

 

            ABSTAINED:       Mr. Johnson

            ABSENT:        Mr. Wiltz

On the motion of Mr. Ledoux, seconded by Mrs. Latiolais, and unanimously carried, the Board approved the Employee Use of Electronic Communication Devices Policy.

 

            ABSENT:        Mr. Wiltz

 

The Board heard from Mr. David Broussard regarding the placement of check for sleepers stickers in school buses.

 

On the motion of Mr. Fuselier, seconded by Mr. Ledoux, and unanimously carried, the Board approved to place the check for sleepers stickers in school buses.

 

            ABSENT:        Mr. Wiltz

 

On the motion of Mrs. Latiolais, seconded by Mr. Stelly, and unanimously carried, the Board approved the following proclamations:

 

a)                  Declaring February 6-10, 2006, as National School Counseling Week

 

WHEREAS, school counselors are employed in public and private schools to help students reach their full potential; and

 

WHEREAS, school counselors are actively committed to helping students explore their abilities, strengths, interests, and talents as these traits relate to career awareness and development; and

 

WHEREAS, school counselors help parents focus on ways to further the educational, personal and social growth of their children; and

 

WHEREAS, school counselors work with teachers and other educators to help students explore their potential and set realistic goals for themselves; and

 

WHEREAS, school counselors seek to identify and utilize community resources that can enhance and complement comprehensive school counseling programs and help students become productive members of society; and

 

WHEREAS, comprehensive developmental school counseling programs are considered an integral part of the educational process that enables all students to achieve success in school;

 

THEREFORE, the St. Martin Parish School Board does hereby proclaim February 6-10, 2006, as National School Counseling Week.

 

b)                  Declaring February 20-24, 2006, as Attendance Awareness Week

 

WHEREAS,     the children of our parish, state and nation are our most valued resource;  and

 

WHEREAS,     the Supervisors of Child Welfare and Attendance, the International Association of Pupil Personnel Workers, School Social Workers are cognizant of the need for children to attend school regularly to develop educationally, emotionally, and socially; and

 

WHEREAS,     all the people of St. Martin Parish join with the teachers, administrators, and local and parish school officials in encouraging our students to attend school regularly.

 

NOW, THEREFORE, the St. Martin Parish School Board does hereby proclaim the week of February 20-24, 2006 as

 

ATTENDANCE AWARENESS WEEK

 

in the St. Martin Parish Schools, and encourage all schools to plan and develop activities to recognize the thousands of students who attend school regularly.

 

            ABSENT:        Mr. Wiltz

 

A motion was made by Mr. Ledoux and seconded by Mr. Potier to appoint Mr. Mike Hebert and Mrs. Leah Hebert as coordinators at Special Services.  The motion was then voted on and carried as follows:

 

            FOR:    Mr. Fuselier, Mrs. Latiolais, Mr. Potier, Mr. Ledoux, Mr. Stelly, and Mr. Johnson

            OPPOSED:      Mr. Blanchard

            RECUSED:      Mr. Hebert

            ABSENT:        Mr. Wiltz

 

The item relative to revisiting the Superintendent’s contract and advertising for the position was tabled until the next Board meeting.

 

The item relative to hiring two (2) additional teachers on the high school level, per high school for the remainder of the 2005-2006 school year and for the future was tabled until further research is conducted on the matter.

 

Consider and/or approve the repair or removal of school playground equipment deemed to be unsafe based on the standards set forth by the National Consumer Product Safety Commission Guidelines and the purchase of new school playground equipment was deferred until the March 8, 2006 meeting.

 

The Board discussed the purchase of utility carts for the janitors at each site.  No action is necessary at this time.

 

On the motion of Mr. Johnson, seconded by Mr. Ledoux, and unanimously carried, the Board went into Executive Session.

 

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board came out of Executive Session.

On the motion of Mr. Fuselier, seconded by Mrs. Latiolais, and unanimously carried, the Board, upon the recommendation of the administration, approved to place the employee in question on a probationary status for a two (2) year period starting with the date of the incident.
