ST. MARTIN PARISH SCHOOL BOARD

SPECIAL MEETING

OCTOBER 19, 2005 – 5:00 P.M.

BREAUX BRIDGE, LOUISIANA

M I N U T E S

The St. Martin Parish School Board met this day with the following members present: Messrs., Mark Hebert, President, Floyd Knott, Steve Fuselier, James Blanchard, Richard Potier, Rodney Ledoux, and Mrs. Barbara Latiolais.

ABSENT:        Mr. Anthony Wiltz, Mr. Frederic Stelly, and Mr. Paulma Johnson  

Superintendent Haaga opened the meeting with a prayer and the Pledge of Allegiance.

On the motion of Mr. Blanchard, seconded by Mr. Ledoux, and unanimously carried, the Board went into Executive Session.

On the motion of Mr. Fuselier, seconded by Mr. Knott, and unanimously carried, the Board came out of Executive Session.

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

On the motion of Mr. Ledoux, seconded by Mr. Fuselier, and carried, the Board, upon the recommendation of the Superintendent, denied the renewal of the contract of a non-tenured teacher (probationary) discussed in Executive Session.

 OPPOSED:      Mr. Potier

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

On the motion of Mr. Knott, seconded by Mr. Ledoux, and unanimously carried, consider and/or approve updated SMEDA contract was added to the agenda.

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

On the motion of Mr. Knott, seconded by Mr. Ledoux, and unanimously carried, the Board approved the updated SMEDA contract and authorized payment.

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

A motion was made by Mr. Knott and seconded by Mr. Blanchard to approve the Professional Personnel Changes.

Mr. Ledoux made a substitute motion, seconded by Mr. Potier, to allow the Special Education position at Cecilia High School to remain the same.  The substitute

motion was then voted on with the result as follows: 

 FOR:               Mr. Ledoux and Mr. Potier

OPPOSED:      Mr. Fuselier, Mr. Blanchard, and Mrs. Latiolais

ABSTAINED:      Mr. Knott

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

The President exercised his right to vote and voted in favor of the motion.  The vote was then tied and therefore defeated.

An extensive discussion ensued regarding certification requirements for teaching positions.  Ms. Lottie Beebe, Director of Human Resources, indicated she is recommending individuals who have the certification as required by federal/state guidelines.

The original motion was then voted on and tied.  The President exercised his right to vote and voted in opposition to the motion.  The motion failed as follows:

FOR:                Mr. Knott, Mr. Fuselier, and Mr. Blanchard

OPPOSED:      Mrs. Latiolais, Mr. Potier, Mr. Ledoux, and Mr. Hebert

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

On the motion of Mr. Knott, seconded by Mr. Potier, and unanimously carried, the Board approved the following Paraprofessional Personnel Changes:

APPOINTMENT:

      Roy, Kim, LA-4 Teacher Aide, Breaux Bridge Primary; effective August 22, 2005.

EXTENSION OF MEDICAL LEAVE:

Babineaux, Rose, Bus Driver, Cecilia area; effective October 10, 2005 through October 19, 2005.

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson

On the motion of Mr. Potier, seconded by Mr. Blanchard, and unanimously carried, the Board approved the coaching stipend for Jamie Calais at Cecilia Senior High School.

ABSENT:        Mr. Wiltz, Mr. Stelly, and Mr. Johnson            

On the motion of Mr. Potier, seconded by Mr. Ledoux, and unanimously carried, the Board approved the following Professional Personnel Changes, excluding the transfer of a certified SPED teacher from Teche Elementary to fill the SPED vacancy at Cecilia Senior High:
